Job Description


The successful candidate will lead a team of Constellis employees and Independent Contractors (ICs) and will ensure adherence to technical quality, reliability, schedule, and cost parameters provided by the client.  This position will be focused on project planning, resourcing, staffing, supply and subcontract management, progress reporting, and troubleshooting.  In addition, this position requires flexibility and adaptability to meet fast-changing requirements and deadlines.

The position is on-site daily at the Department of Energy Headquarters Building in Washington DC.  The candidate must have experience leading a security force of over 200 personnel.



  • Be able to respond to the sponsor program contact 24/7
  • Plan and direct ongoing strategy to mitigate risk and maintain continuity of operations of the program in accordance with the requirements set forth by the project sponsor.
  • Be accountable for schedule, budget, performance, and quality of all program elements
  • Provide leadership, management and direction to senior staff implementing program services (training, logistics, scheduling, staffing, communications)
  • Provide timely and accurate information and status updates to project sponsor and Constellis management through pre-established formats and timeframes
  • Participate in budget development and evaluate how project plan changes impact cost and schedule
  • Ensure that all necessary contractor efforts are planned, provided, and maintained to the standards required by the contract.
  • Other duties as assigned.


  • Applicant must possess a bachelor’s degree from an accredited college or university in one of the law enforcement, security management, or related fields.
  • Masters Degree preferred
  • Applicant must possess a DOE (L or Q) security clearance or meet requirements that reasonably assure a (Q) security clearance can be obtained and maintained.
  • Applicant must have at least eight (8) years of verifiable law enforcement, military, or management experience within the field of security and in providing advice and assistance to the management of a protective force of similar size to that of the instant requirement or a security-related organization of similar size to that of the instant requirement.
  • Applicants must have strong writing skills and be able to develop various documents using Microsoft Office tools and applications.
  • Applicant must have a working knowledge of access control systems and of protection criteria for sensitive/classified materials and Federal facilities. 
  • Applicant must have demonstrated effective leadership and team-building skills.
  • Applicant must have experience in labor relations, logistics, communications, and armory operations.
  • Applicant must be proficient in the use of current/applicable software applications.



Work is typically based in a busy office environment and subject to frequent interruptions. Business work hours some extended, or weekend hours may be required.   




May be required to lift and carry awkward items weighing up to 25 lbs. Requires intermittent standing, walking, sitting, squatting, stretching, and bending throughout the workday.
