Job Description

POSITION SUMMARY

 

The Manager, Contracts is responsible for end-to-end contract administration of assigned programs/customer/business units including the preparation, review, and monitoring of proposal and contract documents. Reviews and monitors ongoing contract performance. Serves as customer POC for all contractual matters.

 

RESPONSIBILITIES

  • Ensures proper contract acquisition and fulfillment in accordance with Company policies, legal requirements, and customer specifications
  • Oversees the contract administration of assigned programs in conjunction with Program Management and ensures that the technical solutions and schedules are implemented in a timely manner
  • Develops, implements, and reviews contracting plans for pre-award, post-award and price analysis
  • Advises management of contractual rights, obligations, and risks
  • Supports post-award pricing actions, such as Requests for Equitable Adjustments (REAs) and scope changes
  • Supports Corporate audits and reporting requirements for assigned contracts
  • Prepares directly or leads development of various detailed contract and compliance documentation in coordination with Program Managers
  • Monitors compliance on all contract requirements and performance of contracted parties
  • Establishes and maintains excellent customer relations, both externally and internally
  • Assists in acquisition and contract strategy planning
  • Participates in weekly team meetings and monthly program status reviews, and coordinates with other internal departments to resolve outstanding conflicts
  • Disseminates information throughout the Company regarding contract status, modifications, deviations, negotiation and termination
  • Inspects, verifies, edits, analyzes and prioritizes contract data in contract files
  • Coordinates the contract close out process
  • Assist in the development of contract administration procedures
  • Schedules and documents site visits and end of contract reports
  • Arbitrates claims or complaints occurring in performance of contracts
  • Coordinates and attends negotiation and contract dispute meetings as needed
  • Compiles and analyzes data and maintains historical information data files
  • Prepare representations and certifications on behalf of Company
  • Works closely with Export Compliance, Legal, Risk Management, Finance and Supply Chain
  • Other duties as assigned

QUALIFICATIONS

  • Bachelor’s Degree in Accounting, Business, Finance, Law, Contracts, Purchasing or other related field preferred
  • Five years of technical and/or professional experience in government contract administration, contract management, procurement, or contracting required
  • Eligibility for secret security clearance or higher preferred
  • Demonstrated ability to manage multiple projects simultaneously in a fast-paced dynamic and fluid environment is required
  • Superior problem solving, organizational and time management skills, as well as the ability to work in a team environment and display professionalism
  • The confidence and abilities to prepare and engage in oral and visual presentations to management, and contracting officers
  • Demonstrated skill in maintaining contract files, the administration of contract modifications and the development of cost proposals
  • Must possess thorough knowledge of the FAR/ DFAR
  • Advanced proficiency with MS Office required, including the ability to understand and utilize common excel formulas
  • CostPoint proficiency preferred.
  • Effective written and oral communication skills with all levels of the organization
  • Strong organizational skills with the ability to manage time and multiple priorities to completion
  • Ability to adapt to a rapidly changing environment

WORKING CONDITIONS

 

Work is typically based in a busy office environment and subject to frequent interruptions. Business work hours are Monday-Friday from 8:00 am to 5:00 pm, however some extended or weekend hours may be required.

 

PHYSICAL REQUIREMENTS

 

May be required to lift and carry awkward items weighing up to 25 lbs. Requires intermittent standing, walking, sitting, squatting, stretching and bending throughout the workday.
