The Senior Advisor shall provide strategic advisory support to either the Host Nation, U.S. Embassy, or Regional, or International Organization personnel, as specified by the Task Order, working in one or more specialized disciplines. Those disciplines will be specified at the Task Order-level, and may include: Civilian-Military Relations Focus, Defense Acquisition Reform Focus, HR and Force Management Focus, Legislative Coordinator Focus, Defense Reform Focus, Cyber Focus, Ministry of Defense PAO and Communications Focus, Defense Professionalization Focus, Interagency Coordination Focus and SOP’s for Joint planning and Operations Focus.

  • The Senior Advisor shall assist senior members of the specified Host Nation/Regional or International Organization/U.S. Embassy in accomplishing their objectives related to the specified specialized discipline, with the ultimate objective of ensuring the end user is capable of accomplishing their tasks without external support
  • The Senior Advisor shall provide expert-level advice, analysis and recommended courses of action to the Host Nation/Regional or International Organization/U.S. Embassy personnel
  • Other duties as assigned


  • Must be a US Citizen
  • Secret Security Clearance required
  • Master’s Degree and at least six (6) years prior hands-on professional experience in U.S. Military human resource management or civilian human resource management at the S-1, G-1/8, or J-1/8 battalion level or higher OR
  • Bachelor’s Degree and at least ten (10) years of prior hands-on professional experience in U.S. military human resource management or civilian human resource management at the S-1, G-1/8, or J-1/8 battalion level or higher
  • Minimum two (2) years of experience advising foreign military or government
  • Minimum two (2) years of experience providing training in an overseas environment
  • Minimum two (2) years of experience working or living in a NATO country or major non-NATO ally
  • Prior demonstrated professional experience writing business documents, such as reports, situation reports (SITREPs), briefings, after action reviews (AARs), memoranda, letters, electronic mail and training material for consumption by military Commanders or civilian managers
  • Prior demonstrated professional experience presenting briefings, SITREPs, training and AARs for consumption by military Commanders or civilian managers
  • Proficiency with Microsoft Office Suite
  • Reached, at a minimum, the rank of O-5 in the military or equivalent in a civilian capacity (i.e. FS-02/GS-14)
  • Prior demonstrated experience working in service, combatant, and strategic level headquarters, e.g., Office of the Chief of Naval Operations, Office of the Secretary of Defense, Joint Staff, US Coast Guard, Office of Naval Intelligence and/or Combatant Commands staff (highly desired)
  • Demonstrated ability to work in an environment with limited resources and to apply innovative and creative solutions to resolve problems
  • Proven self-starter who can be successful working independently at various organizational levels and with executives/managers/leaders/staffs from multiple functional areas and cultural backgrounds
  • Demonstrated communication skills and the ability to work collaboratively with counterparts to help them achieve goals through the provision of quality advice, support and mentoring
  • Proven success in individual and organizational capacity building and aptitude to share knowledge, mentor and coach others
