RESPONSIBILITIES

The Senior Advisor will be embedded in the Peruvian Army (PERAR) Directorate of Plans to develop the PERAR’s doctrine, manning, and force management capabilities necessary to enable effective strategic joint operations and interagency coordination when confronting man-made and natural disasters, terrorist incidents, and other crises.

*Position location: Peru

  • Assist the PERAR with improving joint service and interagency coordination in response efforts
  • Continue to work with the broader PERMIL and GoP interagency as coordination improves
  • Support and supplement ongoing efforts in the PERAR to become a multi-mission Army; to fulfill its mandate to safeguard its population and to collaborate across the interagency and with allied partner nations to address common humanitarian or terrorist challenges
  • Assist the PERAR and PERMIL,as appropriate, with human resources management, budgeting, personnel requirements, and personnel management as the aforementioned areas relate to emergency planning and disaster response
  • Assist the PERAR and PERMIL, as appropriate, in developing strategic doctrine and interagency coordination processes required for emergency planning and disaster response
  • Other duties as assigned

QUALIFICATIONS

  • Must be a US Citizen
  • Secret Security Clearance required
  • Master’s Degree in areas such as National Security, Homeland Security, Emergency Management, Public Policy, International Relations or a similar field and at least six (6) years of professional experience working in emergency response and/or disaster preparedness OR
  • Bachelor’s Degree in the aforementioned areas and at least ten (10) years of professional experience working in emergency response and/or disaster preparedness
  • Have reached, at a minimum, the rank of O-5 in the military or equivalent in a civilian capacity (i.e. FS-02/GS-14).
  • Minimum five (5) years of experience as a strategic planner, force development expert, or interagency collaborator
  • Minimum two (2) years of experience advising foreign military or senior government officials
  • Proven success in individual and organizational capacity building and aptitude to share knowledge, mentor and coach others
  • Prior experience working or living abroad for a minimum of one year in a developing country
  • Prior demonstrated experience working in service, combatant, or strategic level headquarters (e.g., OPNAV, OSD, Joint Staff, USCG, ONI, and/or COCOM staff)
  • Technical and professionally proficient in Spanish at a level equivalent to DLPT2+/2+/2+, Foreign Service Institute 3/3, or other demonstrated proficiency in the language
  • Proficiency with Microsoft Office Suite
  • Must be able to multi-task and work in a fast paced environment

WORKING CONDITIONS

Work conditions can vary from a busy office environment to field work, both subject to frequent interruptions. Travel to austere environments may also be required. Additional specific details related to working conditions may be outlined in your Statement of Work.

Requires intermittent standing, walking, sitting, squatting, stretching and bending throughout the workday.
