The Sr. Director, Benefits manages all company benefit programs, both domestic and international, including, but not limited to: health and welfare, retirement, life and disability, and wellness. Designs and administers benefit programs, manages vendor relationships, maintains compliance, and develops communications for employees. Strong working knowledge of the SCA, as well as proficiency with unions and applicable collective bargaining agreements (CBA) and wage determinations (WD).



  • Provide overall guidance and strategy related to the successful design, implementation, and ongoing administration of benefits for Constellis’ contracts governed by the SCA, including medical, dental, life and disability, retirement, and other fringe benefit
  • Develop and manage company benefits/programs, including, but not limited to: domestic and international health plans, retirement plans, life & disability insurance plans, and various voluntary plans
  • Ensure online benefit information and systems are accurate and accessible
  • Provide overall guidance and administration related to all retirement benefit plans to ensure compliance with federal regulations; Review all retirement plan communications to employees, including open enrollment materials and intranet postings
  • Prepare and deliver training to employees and management personnel to ensure understanding of benefit plans
  • Manage required government filings and employee communications related to retirement plans, including coordination of annual audits with outside plan auditor
  • Responsible for developing communications for all Benefit Programs to all employees
  • Ensure that all corporate, state and federal rules and regulations are followed regarding ERISA, COBRA, HIPAA, and FMLA; that the company is in compliance with Department of Labor and Service Contract Act requirements; and that the company is in compliance with other regulations of various countries, federal, state and local agencies
  • Responsible for budgeting and tracking cost versus budget
  • Track new developments in the benefits field and recommend program changes that will keep the company competitive
  • Design, implement and administer, Employee Wellness Programs, Employee Assistance Programs
  • Review documentation including, but not limited to, proposals, contracts, plan documents, amendments, and summary plan descriptions
  • Provide overall guidance to third party vendors to ensure compliant administration of benefits and responsive customer service for employees
  • Coach, mentor and develop staff. Accomplish department objectives by managing staff and evaluating department structure and needs


  • Partner with internal teams and third-party vendors to develop annual benefits strategy appropriate for the SCA contracts
  • Partner with internal teams and third-party vendors to develop, produce, and roll out annual open enrollment communications for SCA contracts
  • Manage relationship with third-party trust provider to ensure compliant and successful administration of trusts for SCA plans
  • Partner with internal teams to ensure the proper calculation of SCA health and welfare fringe contributions and any required true-up contributions
  • Develop and monitor processes to ensure changes to wage determination health and welfare contributions are implemented on SCA contracts on a timely basis
  • Conduct audits of SCA contracts
  • Coordinate with internal labor relations teams to provide SCA information to collective bargaining representatives on union contracts
  • Partner with third party vendors to ensure retirement plan compliance with collective bargaining agreements and company overall benefits strategies
  • Other duties as assigned


  • Bachelor’s degree in business or related field
  • Labor, employment, ERISA experience a plus
  • 10+ years of experience in HR related fields, including SCA and CBA benefit management
  • 5+ years of strong leadership, management, and communications skills, with the ability to work with all levels of staff
  • Must be a team player and able to interact successfully with a wide variety of people
  • Experience managing retirement benefit plans for union, nonunion, and SCA populations
  • Strong understanding of and experience with the SCA as well as collective bargaining agreements and wage determination
  • Ability to read and understand service contracts and agreements, as well as follow through on execution, ensuring proper implementation all the way to the end user
  • Experience working with both union and nonunion employee populations
  • Knowledge of all types of benefits programs, including medical, dental, life and disability, retirement, vacation, holiday, and others
  • Ability to efficiently and intelligently interact with third-party vendors to ensure timely and proper deliverables
  • Experience with integrating businesses, employees, and legal entities
  • Government contracting experience preferred, but not required
  • Ability to prioritize, multitask and meet deadlines
  • Ability to identify problems, suggest solutions and react to change with a high degree of attention to detail and foresight

Work is typically based in a busy office environment and subject to frequent interruptions. Business work hours are Monday-Friday from 8:00 am to 5:00 pm, however some extended or weekend hours may be required. 




May be required to lift and carry awkward items weighing up to 25 lbs. Requires intermittent standing, walking, sitting, squatting, stretching and bending throughout the workday.
