The SSHO’s responsibility is to prepare and enforce the Contract’s safety program including Air Operations for this Base Operations Support contract in the Philippines.

  • Manage the projects safety and training program for all contract personnel
  • Ensure the requirements of 29 CFR 1926.16 are met for the project
  • Conduct safety inspections throughout the projects area of operation and work with facility personnel in needed corrective actions
  • Manage the projects accident prevention program and conduct accident investigations during near miss, accidents and personal injuries
  • Manage and train the projects Fire Prevention program
  • Work with the Airfield Manager with establishing and enforcing safety procedures for airfield operations, cargo handling and ground equipment safety
  • Work with the Transportation Manager with establishing and enforcing safety procedures for motor pool, transportation and ordnance safety
  • Develop, train and instrument a safety culture on the project whereas all personnel are a safety officer and anyone can stop an unsafe act to prevent an accident or injury
  • Provide a Safety oversight team that includes a minimum of one Competent Person at each project site to function as the Site Safety and Health Officer (SSHO)
  • Will ensure an equally-qualified Designated Representative/alternate shall be on-site at all times when work is being performed to implement and administer the Contractor’s safety program and government-accepted Accident Prevention Plan
  • Manage and train all Competent personnel and safety assistances
  • Must be flexible with work hours
  • Other duties as assigned


  • U.S. Citizenship required
  • Bachelor of Science Degree in Safety, Industrial, Electrical, or Mechanical Engineering, Industrial Hygiene, Health Physics, Fire Prevention Engineering, or other related engineering and scientific fields
  • Certified Safety Professional (CSP) certification is highly desirable
  • Must meet the requirements of EM 385-1-1 Section 1
  • Five (5) years of satisfactory experience in preparing and enforcing safety programs on base operation support contracts or large facility maintenance contracts
  • Completed the OSHA 30-hour construction safety class or equivalent and an average of at least 24 hours of safety training per year within the last five years
  • The SSHO’s training, experience, and qualifications shall be as required by EM 385-1-1 paragraph 01.A.17, entitled SITE SAFETY AND HEALTH OFFICER (SSHO), and all associated sub-paragraphs
