POSITION SUMMARY
The Senior Trainer will facilitate one (1) ten-week NCO Development Training for a total of forty (40) FAB NCOs per period of performance while having an instructor-to-student ratio of no more than 1:10. The Senior Trainer will be responsible for implementing training in French, with all associated training materials in French. The Senior Trainer will be responsible for ensuring the FAB NCO Development Training includes respect for human rights and law of land warfare, drill and ceremony, physical training, administration and organization, map reading and land navigation, NCO-level tactics, weapons handling and principles, field craft, leadership training, NCO responsibilities, tactical combat casualty care and additional health topics, methods of instruction, introduction to meaning of intelligence and sensitive information, introduction to communication, FAB military regulations and law, fundamentals of how the military interacts with local civilians, woman’s unique role in peace and security, as well as static security and close protection activities.
QUALIFICATIONS
- Minimum of two years of directly related experience training foreign military personnel
- Five years’ U.S. or NATO member military experience serving at the rank of E-7 and above, or O-4 and above (including NATO equivalent) conducting border security and/or civil-military operations
- Minimum two years serving overseas working in a military or contract role
- Minimum one year of directly related experience developing POI or course curricula
- Language proficiency (DLPT 3/3) in French

POSITION SUMMARY
The Project Manager (PM) is responsible for the Trans-Sahara Counterterrorism Partnership (TSCTP) to build the long-term capabilities of North and West African partners to contain, disrupt, and marginalize terrorist organizations and networks in the region. TSCTP partners include Algeria, Burkina Faso, Cameroon, Chad, Libya, Mali, Mauritania, Morocco, Niger, Nigeria, Senegal, and Tunisia. TSCTP will also support non-TSCTP partners threatened by the expansion of violent extremist groups in the region, including Benin. The PM is also responsible for labor, additional logistical support, supplies, and services that are under the specific scope, clauses, and terms and conditions of the task for unplanned requirements in order to respond in a timely manner to the ever-changing security assistance program requirements and regional events. This support fulfills requests for urgent and emergency situations outside of standard and routine requirements.
QUALIFICATIONS
- The PM is required to have at least five years of directly related experience managing projects of $5 million or more or at a similar scale and complexity in geographically diverse locations

The PM is required to have experience with projects involving two or more of the following (training of foreign security forces, mentorship of foreign security forces, equipment procurement, and new equipment training) within the same project scope of work

The PM is required to have experience as the senior-most in-country management official at the project level

The PM shall also demonstrate at least one year’s direct experience conducting work professionally in sub-Saharan Africa, as well as highlight experiences operating in areas with limited life cycle support and under hardship conditions

The PM must have five or more years’ experience working in Africa and/or other post-conflict countries (Afghanistan, Bosnia, Colombia, Egypt, Haiti, Iraq, Israel, Jordan, Kosovo, Kuwait, Lebanon, Libya, Mexico, Pakistan, Philippines, Yemen)
