POSITION SUMMARY

 

Security Officers provide all routine patrol and access control functions including property control.

 

Secret – $24.00 an hour 

 

RESPONSIBILITIES

Shift: Monday, Thursday, Friday, Saturday and Sunday 1:30pm-10:00pm. Tuesday, Wednesday days off

SPECIFIC JOB DUTIES AND RESPONSIBILITIES:

  • Oversees and manages the operations of up to 20 offices in a designated area. Ensures that all contractual requirements are met in a timely and efficient manner.
  • Keep the Contract Manager’s Office informed of all potential problems and threatening situations, and provide alternatives for solutions, when possible.
  • Collaborates with the scheduler to ensure that all posts are covered, while minimizing overtime.
  • Provides direct management of approximately 100 officers. Supports and encourages supervisors and officer’s career goals. Provides direction and mentorship for supervisors and officers to obtain goals.
  • Understands and upholds the Rules of Personal Conduct and contractual agreements. Ensures that officers follow order of contractual agreements.
  • Conduct post and officer inspections ensuring officers have appropriate uniform and equipment, and are following all policies, procedures, and post orders.
  • Provide coherent written reports documenting site inspections, disciplinary actions, and incident investigations.
  • Provide written weekly reports for the Contract Manager detailing previous week’s contract activities.
  • Demonstrate capability in managing multiple tasks as well as demonstrate capability in delegating tasks to supervisors and officers when appropriate.
  • Ensure all Security Officers complete the paperwork related to their Posts.
  • Must be available 24/7 including holidays unless otherwise specified or time off was approved.
  • Other duties as assigned

 

LICENSING, PERMITS, AND CERTIFICATIONS:

  • Must have a valid California Driver’s License or a California Identification card issued by the Department of Motor Vehicles and carry it in their possession while on duty.
  • Current BSIS Security Guard card
  • Certified in First Aid/CPR/AED

 

QUALIFICATIONS:  

  • Minimum two (2) years of successful experience in field supervision (civilian community law enforcement, military law enforcement/security, or commercial/industrial guard services) of twenty (20) employees or more;
  • Outstanding interpersonal and communication skills;
  • Excellent written, verbal communication, and reporting writing skills;
  • Training skills to develop personnel, understand and perpetuate succession planning (Mentoring) and demonstrate leadership;
  • Ability to counsel and discipline in effective manner in both negative and positive situations;

Serves as a First line supervisor monitoring and directing staff as necessary and perform administrative tasks including timekeeping, and report tracking. Provides close first line supervision of personnel/security officers assigned to their respective shifts, functions, and facilities. In case of after-hours emergency situations, the Supervisor on duty responds and take initial command until higher authority arrives.  They are empowered with the authority necessary to handle emergency events.  Under no circumstances will Supervisors perform officer duties while working in a supervisory capacity.

  • Identify and resolve day-to-day staffing shortages caused by call offs,
  • Ensure breaks and relief are provided,
  • Provide verbal counseling and initiate written disciplinary actions as necessary,
  • Provide direct oversight and close supervision of the security officers assigned to their respective areas, functions and facilities
  • Setting an example for subordinates in the areas of appearance, work habits, skill and attitude.
  • Ensure that regulations and post orders are followed.
  • Perform appraisal and analysis of work accomplishments for subordinates.
  • Review all reports for completeness and accuracy.
  • Ensure officers follow all work rules, maintain and display good discipline, and present a professional appearance by conducting random, unannounced personnel and post inspections

QUALIFICIATIONS

  • 1 year of full-time experience as a Security officer within the United States or; 1 year of full-time law enforcement experience while employed by a United States federal, state, city or municipality law enforcement entity, or the United States Military, or; 3 years of non-administrative United States military active duty.
  • Must be a US citizen or a person lawfully admitted into the United States for permanent residence and have resided in the U.S. for the last five years
  • Must be at least 21 years of age.

PAY TRANSPARENCEY/COMPENSATION

RESPONSIBILITIES

  • Monitor the entry and exit of personnel at User Agency facilities
  • Inspect facilities to ensure doors, windows and roofs are secure
  • Protect state property and deter theft or criminal activity by serving as a physical presence or visual deterrent while making security checks throughout User Agency facilities
  • Maintain security logs
  • Maintain high visibility, answer routine questions for directions and handle minor problems

QUALIFICATIONS

Security Supervisor

POSITION SUMMARY

 

Serves as a First line supervisor monitoring and directing staff as necessary and perform administrative tasks including timekeeping, and report tracking. Provides close first line supervision of personnel/security officers assigned to their respective shifts, functions, and facilities. In case of after-hours emergency situations, the Supervisor on duty responds and take initial command until higher authority arrives.  They are empowered with the authority necessary to handle emergency events.  Under no circumstances will Supervisors perform officer duties while working in a supervisory capacity.

RESPONSIBILITIES 

  • Take immediate action to correct deficiencies and solve problems,
  • Identify and resolve day-to-day staffing shortages caused by call offs,

QUALIFATIONS

  • 3 years of full-time law enforcement experience while employed by a United States federal, state, city or municipality law enforcement entity, or the United States Military, or; 3 years of non-administrative United States military active duty.
  • Must be a U.S. Citizen or legally eligible to work in the United States or Lawful Permanent Resident who is currently a member of, or who possesses a verifiable honorable discharge from, any component the United States Armed Forces. 
  • Be a minimum of 21 years of age.

Senior Advisor

POSITION SUMMARY 

 

The Senior Advisor shall provide expert guidance and provide the advice and technical assistance needed to develop, implement, and sustain maritime security policy at the PNGDF Maritime Element. The Senior Advisor may also advise the PNGDF and NFA on maritime security and safety, maritime domain awareness, personnel planning and staffing, and budget resourcing and sustainment. The Senior Advisor may also support effective interagency coordination related to maritime security policy within the Government of PNG and cooperation externally with other relevant maritime security stakeholders.

RESPONSIBILITIES

  • Assist with the development and implementation of maritime security policy. This may include assisting the partner to support the drafting, review, and execution of a maritime security strategy, develop strategic plans for the monitoring of PNG’s EEZ via a vessel monitoring system, support the development and implementation of a staffing and operations plan, and create budget resourcing and sustainment plans for the NSCC
  • Develop strong professional relationships with key stakeholders in the PNGDF Maritime Element and NFA and then act as a trusted advisor to them
  • Establish a working relationship with main counterpart(s) in the PNGDF Maritime Element and NFA and participate as an advisor in any related new working groups and/or initiatives already underway which contribute to the overall objective(s)
  • Integrate into the U.S. Embassy political and security cooperation structure in order to share information, expand connections, and bolster relevant projects underway. The Senior Advisor shall aim to coordinate regularly with the U.S. Embassy Political Section. The Senior Advisor shall also brief the U.S. Embassy Political Section, ODC, and the Defense Attaché Office monthly, at a minimum, and as requested by embassy representatives
  • In close cooperation with senior PNGDF Maritime Element officials, identify any existing gaps in maritime security. Consultations shall occur with officials from across the PNG government to help bridge communication barriers, where possible
  • Share expertise and recommendations with the PNGDF, NFA, and other government stakeholders to communicate any steps needed to prepare for reforms and changes in business practices and to implement maritime security policies. This may include providing recommendations to the government on legislation, policy or procedures, doctrine, or training to increase maritime law enforcement and enable the PNF to patrol its coastline and protect its EEZ from illicit fishing and trafficking
  • Assist the PNGDF Maritime Element in promoting effective, responsible, and accountable employment of force by developing standard operating procedures for integrating domestic and international legal considerations into operational decision-making
  • Where other barriers to institutional change with regards to strategic planning exist, the Senior Advisor shall work to identify those barriers, make recommendations to the PNGDF Maritime Element and NFA to overcome them, and, where possible, work to address them in support of the desired end state
  • After deployment, the Senior Advisor is expected to participate in virtual continuing learning and exchange opportunities hosted periodically by PM/GPI. PM/GPI will make every effort to accommodate differences in time zones for these opportunities
  • Other duties as assigned

REQUIRED QUALIFICATIONS for one (1) Senior Advisor to PNG focused on Maritime Security Policy development and implementation:

  • U.S. citizen
  • Master’s degree in areas such as Security Studies, Criminal Justice, Public Policy, International Relations, Maritime Law, Organizational Leadership, or a similar field AND at least six (6) years of U.S. military and/or civilian professional experience with Maritime Security or Maritime Law Enforcement

  • Bachelor’s degree in aforementioned subject areas and at least ten (10) years of U.S. military and/or civilian professional experience working in Maritime Security or Maritime Law Enforcement
  • Have reached, at a minimum, the rank of O-5 in the military or equivalent in a civilian capacity (i.e., FS-02/GS-14 or industry equivalent)
  • Experience working with senior foreign government officials or with senior foreign military officials
  • Experience developing, drafting, and/or coordinating the implementation of national-level policies and strategies
  • Experience working in a Maritime Operations Center, Joint Operations Center, Interagency Task Force Operations Center, or equivalent operations center
  • Experience managing human resources and financial resources of an organization comprised of more than 100 people
  • Ability to obtain and maintain a Secret security clearance issued by the Defense Counterintelligence and Security Agency (DCSA) prior to contract/task order performance

 

PREFERRED QUALIFICATIONS (1) Senior Advisor PNG focused on Maritime Security:

  • Two (2) years of experience working in the Pacific Islands region
  • Two (2) years of experience working with Australian government counterparts
  • Two (2) years of experience working with the U.S. Department of State
  • Two (2) years of experience as an institutional reform advisor to senior foreign military or senior foreign government officials
  • Reached the rank of O-6 in the U.S. Coast Guard, O-6 in the U.S. Navy, or equivalent rank (i.e. FS-01/GS-15) in a civilian capacity
