Training Instructor

POSITION SUMMARY

 

The BSPOT (Basic Security Police Officer Training) Training Instructor provides instructional services to meet the Department of Energy – Headquarters unique needs in support of high-risk training activities. The instructor will provide expert skills and knowledge to deliver instruction to BSPOT students, focusing on ensuring students achieve the necessary skills mandated by the course curricula and course objectives. Instructors are required to evaluate students’ performance by verifying the students understanding of the course material, competency of learned skills, and the student’s ability to demonstrate applied knowledge.

 

RESPONSIBILITIES

 

  • The instructor will provide expert skills and knowledge to deliver instruction to BSPOT students, focusing on ensuring students achieve the necessary skills mandated by the course curricula and course objectives.
  • The instructor shall maintain awareness of appropriate BSPOT references, subject matter doctrine, curricula for training courses, and instructor training guides.
  • Assess compliance with approved training procedures, safety precautions, and emergency procedures.
  • Document results and report to the Training Officer, with observations and recommendations.
  • Ensure all training mishaps are logged and reported appropriately.

 

QUALIFICATIONS

 

Education: Applicant must possess a bachelor’s degree from an accredited university or college. Two (2) years of experience may be substituted for one year of post high school education.

 

Experience: Applicant must possess at least five (5) years of demonstrated experience and knowledge of law enforcement and security methodologies.  

 

Applicant must have completed a minimum of five (5) years as an instructor; Basic Instructor Training, First Aid/CPR Course; Job Analysis; Firearms Instructor Course; IMF; Curriculum Development; Ground Control Training; Lead Instructor; Supervisor Development; Live Fire Range Operations; and Dye Marking Cartridge Training

 

Clearance: At a minimum, the individual proposed must possess a DOE (L) security clearance or must meet the eligibility requirements that will reasonably ensure a DOE (L) clearance is obtained.

 

Training: Applicant must meet and maintain DOE Security Police Officer I standards as defined by 10 CFR 1046 and DOE Orders and Directives

Applicant must have demonstrated the ability to successfully complete the appropriate DOE NNSI certification courses for the position.

WORKING CONDITIONS

 

Work is typically based in a busy office environment and subject to frequent interruptions. Business work hours are Monday-Friday from 8:00 am to 5:00 pm, however some extended or weekend hours may be required.

Shift Instructor-Security

POSITION SUMMARY 

This position is responsible for the management of overall operational effectiveness of the dispatch center.

 

RESPONSIBILITIES 

  • The Protective Force (PF) is accepting applications for the position of Protective Force Shift Instructor / Administrative Supervisor.
  • The PF Shift Instructor provides course instruction to PF uniformed officers and support personnel to ensure knowledge, skills, abilities, and the desired level of proficiency is achieved and maintained in accordance with federal regulations, DOE directives, and PF policies and procedures.
  • The PF Shift Instructor must be willing to work a flexible schedule (to include nights and weekends) with varying hours at all DOE HQ facilities and approved training locations in order to meet the DOE HQ training mission and training requirements. 
  • The PF Shift Instructor will be expected to perform Supervisory functions to include but not limited to post audits and inspections, assist with day-to-day security operations, adhere to and enforce Protective Force Standards of performance and conduct as directed by Protective Force leadership. Applicant must be certified in Central Alarm Station (CAS) operations or meet requirements that reasonably assure the individual will be certified within 90 days of assuming the position.

 

Qualifications:

 

  • Applicant must possess a DOE (L or Q) security clearance or meet requirements that reasonably assure a (Q) security clearance can be obtained and maintained.
  • Applicant must possess at least five years of demonstrated experience and knowledge of law enforcement or security methodologies.
  • Applicant must possess a DOE Security Police Officer (SPO) certification or meet requirements that reasonably assure a DOE SPO certification will be received in a timely manner.
  • Applicant must or should achieve a firearm qualification score of 270 or higher on their Basic Security Police Officer Training (BSPOT) firearm qualification (Recommended / Optional)
  • Applicant must successfully complete the appropriate DOE certification courses for the instructor position (e.g., BIT = Basic Instructor Training and IFIC= Intermediate Force Instructor (Defensive Tactics) Certification)
  • Applicants must successfully complete the American Red Cross First Aid/CPR & AED Instructor Certification Course
  • It is recommended that the applicant have the ability to successfully complete the DOE Firearms Instructor Certification (FIC) Course
  • It is recommended that the applicant have previous experience as an instructor to include teaching, testing and evaluating students on various Protective Force security systems, policies, and procedures.
  • Applicants must have strong writing skills and be able to develop various documents using Microsoft Office tools and applications.

Shift Sergeant

Position Summary

Shift Sergeant (SGT)

Location Assigned: Germantown, MD and Forrestal Building, Washington, DC

Shift Sergeants perform administrative duties and supervise the Protective Force employees who provide access controls and protect the premises, facilities, property and personnel utilized by the Department of Energy in performing missions for the United States Government. Applicants with former military, civilian law enforcement or armed/unarmed security experience are encouraged to apply. Marksmanship experience is highly preferred as semi-annual firearms qualifications with a minimum standard score of 80% is required. Applicants must be U.S citizens and have a valid driver’s license. A rigorous background investigation including criminal history check, credit check, pre-employment drug screening, physical and psychological examinations will be conducted. Due to the armed nature of the position, personnel with arrests for domestic violence or who are the subject of a protective order will not be considered.

 

Responsibilities

  • Serve as the first line supervisor to Operations security employees
  • Daily inventory and accountability of equipment
  • Conduct On-shift Performance Assessments, tactical exercises, and post audits
  • Command and control of security events
  • Provide support to Protective Force employees conducting access control duties
  • Assist Shift Supervisor, Central Alarm Station personnel, and management as needed
  • Other duties as assigned

 

Qualifications:

  • Education: Applicant must possess a high school diploma, or its state recognized equivalent.
  • Experience: Applicant must have demonstrated two (2) years of experience in providing advice and assistance to management in the area of security police officer operations or has demonstrated supervisory skills.
  • Clearance: At a minimum, the individual proposed must possess a DOE (Q) security clearance or must meet the eligibility requirements that will reasonably ensure a DOE (Q) clearance is obtained.
  • Training: Applicant must meet and maintain DOE Security Police Officer I standards as defined by 10 CFR 1046 and DOE Orders and Directives.
  • Applicant must be certified in Central Alarm Station (CAS) operations or meet certification requirements within 90 days of assuming the position

K-9 Handler, Canine Explosive Detection Team

 

POSITION SUMMARY

 

The Protective Force (PF) Explosives Detection Team (EDT) program exists to detect and thereby deter the introduction of explosives devices into the U.S. Department of Energy (DOE) Headquarters (HQ) facilities. This critical program uses a graded security systems approach to address potential explosive threats deemed to be credible as determined by a Security Risk Assessment (SRA) of covered facilities. Program elements will be developed and implemented as required to address applicable threat conditions as they develop or change over the course of time.

 

Explosive threats include both actual physical attempts to introduce an explosive device and communicated threats such as bomb threats to the facilities. Bomb threats cause significant disruption to DOE operations and pose an unacceptable danger to government employees, contractor employees, and visitors and therefore should be resolved as quickly and orderly as possible.

 

Explosive detection team will be deployed to assist emergency response management to search and clear areas, vehicles, and items determined to be potential explosive threats. EDTs are often utilized to clear designated meeting locations, venues, and adjacent facilities prior to the arrival of certain dignitaries as determined by the Secretary of Energy or their designee. EDTs are a proven reliable resource to detect explosives. Visible deployment of highly trained explosives detection canine teams in view of the public is also a proven deterrent to potential terrorist actions directed towards DOE HQ and provides a timely and mobile response to support its facilities during emergency events.

 

 

RESPONSIBILITIES

 

  • Explosive detection team operations will be integrated into the daily operations of the PF at the Forrestal and Germantown facilities. 
  • Explosive detection team handlers will take their operational direction from the Canine Lieutenant and / or the Shift Lieutenant.
  • The Canine Program Manager will be responsible for providing programmatic direction and control of the explosive detective team program. These requirements are further detailed in the following sections of this procedure.

 

QUALIFICATIONS

  • Education: Applicant must possess a high school diploma, or its state recognized
  • Experience: Applicant must have a minimum of two (2) years of certifiable training and experience as a canine explosive detection team handler.
  • Clearance: At a minimum, the individual proposed must possess a DOE (Q) security clearance or must meet the eligibility requirements that will reasonably ensure a DOE (Q) clearance is obtained and must retain the clearance while assigned as a canine explosive detection team

 

Training:        

 

  • Applicant must have graduated from an accredited explosive detection training and certification.
  • The applicant and canine must be trained to meet the Department of Treasury Odor Recognition Standard for Explosive Detection Canines.
  • Applicant must meet and maintain DOE Security Police Officer I standards as defined by 10 CFR 1046 and DOE Orders and Directives.
  • Applicant must successfully complete or must have completed a DOE approved, or equivalent, Supervisor Development Course.

Background Investigator

POSITION: Background Investigator – Must reside 35 miles radius of Bethesda, MD 

 

RESPONSIBILITIES:

Conduct federal background investigations and prepare reports of investigations in compliance with Federal Investigative Standards, all laws, and other required federal agency regulations. Work cases throughout the geographic area of responsibility and travel to various places of employment, residence and education institutions.

 

QUALIFICATIONS:

  • U.S. Citizenship;
  • H.S. Diploma or equivalent;
  • Minimum of 1 year within the last five (5) years of investigations experience at the federal, state, or local level of government;
  • Must have some mix of NBIB/DCSA/FIS Experience;
  • Reliable personal vehicle, valid driver’s license, and satisfactory driving record;
  • Willing to travel on temporary duty assignments as needed (by car or plane);
  • Successfully pass background checks and all required training;
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists;
  • Ability to interpret a variety of instructions furnished in oral, written, diagram, or schedule form;
  • Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations;
  • Ability to write reports and business correspondence;
  • Ability to work in a MS Window based operating environment, including proficiency with Microsoft Office (Word, Excel, PowerPoint), Internet and E-mail;
  • Current (within the last 2 years) Single Scope Background Investigation (SSBI) or active Secret level security clearance based on an SSBI and able to obtain the required security clearance.

 Job Duties and Responsibilities:  

  • Conduct in-person, one-on-one subject interviews to obtain factual information about the individual’s background and character, in accordance with agency guidelines and instructions.
  • Obtain factual information from a variety of personal and record sources to produce a report of investigation that contains all pertinent facts of an individual’s background and character in accordance with agency guidelines and instructions.
  • Travel throughout the geographic area of responsibility to conduct investigations at various places of employment, residence, and education institutions as cases are assigned.
  •  Must be willing to travel in and around assigned location within 30-50 miles (or more) as needed
  • Engage in dialogue on a regular basis with managers and representatives at contractor facilities, various U. S. Government organizations, and law enforcement agencies to develop and maintain effective and cooperative working relationships.
  • Adapt to changing situations and environments as they occur and be able to interact with people from all walks of life and socioeconomic levels.
  • Demonstrate strong verbal and written communications skills and exhibit professional demeanor in all situations.
  • Work load based on availability of cases in geographic area.
  • Some voluntary, temporary duty assignments in other areas of the country (typically 2-4 weeks at a time) are possible.

 Desired Experience and Education:

  • Office of Personnel Management investigator training.
  • Prior background investigations experience supporting government contracts.
  • Associate or Bachelor degree in Criminal Justice or a related field.
  • Current Top Secret clearance

Coverage area varies and could include some extended drives. Work hours vary depending on availability of leads and do not always fall within normal business hours, to include potential weekend hours or third-shift appointments.
