Central Alarm Station Operator

POSITION SUMMARY

The Protective Force is accepting applications for open positions in the Central Alarm Station. The Central

Alarm Station (CAS) is a major component in the operation and protection of DOE Headquarters security interests.

The CAS Operators are responsible for monitoring the C-Cure system to detect and deter unauthorized access to

controlled areas and to monitor certain environmental conditions, (i.e., audible) at the Headquarters facilities. The

CAS is the primary communications center for Contractor Protective Force (CPF) operations at the DOE Headquarters Forrestal and Germantown facilities. Notifications to PF management, Federal Oversight (EHSS-41), local law enforcement, and/or emergency rescue agencies will be made by the Shift Supervisor or delegated to the CAS Operators.

  

RESPONSIBILITIES

  • Monitor facility through Closed Circuit Television (CCTV)
  • Dispatch Armed Security personnel to resolved alarms
  • Respond as directed by Supervision to all security and non-security incidents

QUALIFICATIONS

  • Education:  Applicant must possess a high school diploma, or its state recognized equivalent.
  • Experience: Applicant must have at least one (1) year experience in operating a Central Alarm Station (CAS).
  • Clearance:  At a minimum, the individual proposed must possess a DOE (Q) security clearance or must meet the eligibility requirements that will reasonably ensure a DOE (Q) clearance is obtained and must retain the clearance while assigned as a CAS Operator/Monitor.
  • Training: Applicant must be certified in CAS operations or meet requirements that reasonably assure the individual will be certified within 90 days of assuming the position.
  • Applicant must meet and maintain DOE Security Police Officer I (SPO) standards as defined by 10 CFR 1046 and DOE Orders and Directives. Applicant must maintain the SPO I status while assigned as a CAS Operator/Monitor.
  • Applicant must be capable of communicating effectively both in oral and written form.
  • Applicant must have demonstrated the ability to write reports and observations clearly and concisely.
  • Prior armed security, law enforcement, and military experience preferred.

WORKING CONDITIONS

 

Work is typically based inside a busy government facility with some outside work on the facility grounds.  Work hours are 12-hour shifts, days or nights, to include weekends and holidays.

 

PHYSICAL REQUIREMENTS

 

May be required to lift and carry awkward items weighing up to 25 lbs. Requires extend standing, walking, sitting, squatting, and bending throughout the workday. Required to perform Physical Training twice per week.

Background Investigator

POSITION: Background Investigator

RESPONSIBILITIES:

Conduct federal background investigations and prepare reports of investigations in compliance with ICD 704 standards, all laws, and other required federal agency regulations. Work cases throughout the geographic area of responsibility and travel to various places of employment, residence and education institutions.

QUALIFICATIONS:

  • U.S. Citizenship;
  • H.S. Diploma or equivalent;
  • Minimum of One (1) year within the last ten (10) years of investigations experience at the federal, state, or local level of government;
  • Experience conducting one-on-one subject interviews is required;
  • Reliable personal vehicle, valid driver’s license, and satisfactory driving record;
  • Willing to travel on temporary duty assignments as needed (by car or plane);
  • Successfully pass background checks and all required training;
  • Current (within the last 2 years) Single Scope Background Investigation (SSBI) or active Secret level security clearance based on an SSBI and able to obtain the required security clearance.

WORKING CONDITIONS:

Work is typically based in a busy office environment and subject to frequent interruptions. Business work hours are Monday through Friday from 9 am to 6 pm, however, some extended or weekend hours may be required. The position does not require regular travel.

 Requires intermittent standing, walking, sitting, squatting, stretching and bending throughout the workday.

 

Security Police Officer-DHQ

 

POSITION SUMMARY

 

Security Police Officers protect the premises, facilities, property and personnel utilized by the Department of Energy in performing missions for the United States Government.  Applicants with former military, civilian law enforcement or armed/unarmed security experience are encouraged to apply.  Marksmanship experience is highly preferred as semi-annual firearms qualifications with a minimum standard score of 80% is required. Applicants must be U.S citizens and have a valid driver’s license.  A rigorous background investigation including criminal history check, credit check, pre-employment drug screening, physical and psychological examinations will be conducted. Due to the armed nature of the position, personnel with arrests for domestic violence or who are the subject of a protective order will not be considered.

  • Access control, foot patrols, vehicle patrols, medical emergency response

Badge Office Specialist

POSITION SUMMARY

 

The Badge Office Specialist reports directly to the Badge Office Manager to produce site-specific identity badges and enroll individuals in the USAccess system to receive Personal Identity Verification (PIV) credentials. Candidate will also perform other badging and access-related operations. The ability to work in a high-volume office environment with intermediate to advanced knowledge of MS Office software is highly desired.

 

RESPONSIBILITIES

  • Produce DOE Headquarters site-specific badges at all clearance levels
  • Ensure badge production is consistent with DOE orders and policies
  • Perform assigned role as HSPD-12 Activator/Enrollment Officer/Registrar and be familiar with all rules as set forth by GSA/USAccess
  • Interact with and maintain the personnel files of customers daily, serving them as pertains to clearances, DOE badges, and building access

QUALIFICATIONS

  • Applicant must possess a high school diploma, or its state recognized equivalent.
  • Applicant must have a minimum of one (1) year experience and be certified in fingerprinting.
  • Applicant must possess at least two (2) years of customer service skills.
  • Applicant proposed must possess a top secret security clearance or must meet the eligibility requirements that will reasonably ensure a top secret clearance is obtained.

Shift Instructor

POSITION SUMMARY 

This position is responsible for the management of overall operational effectiveness of the dispatch center.

 

RESPONSIBILITIES 

  • The Protective Force (PF) is accepting applications for the position of Protective Force Shift Instructor / Administrative Supervisor.
  • The PF Shift Instructor provides course instruction to PF uniformed officers and support personnel to ensure knowledge, skills, abilities, and the desired level of proficiency is achieved and maintained in accordance with federal regulations, DOE directives, and PF policies and procedures.
  • The PF Shift Instructor must be willing to work a flexible schedule (to include nights and weekends) with varying hours at all DOE HQ facilities and approved training locations in order to meet the DOE HQ training mission and training requirements. 
  • The PF Shift Instructor will be expected to perform Supervisory functions to include but not limited to post audits and inspections, assist with day-to-day security operations, adhere to and enforce Protective Force Standards of performance and Conduct as directed by Protective Force leadership. Applicant must be certified in Central Alarm Station (CAS) operations or meet requirements that reasonably assure the individual will be certified within 90 days of assuming the position.

 

Qualifications:

 

  • Applicant must possess a DOE (L or Q) security clearance or meet requirements that reasonably assure a (Q) security clearance can be obtained and maintained.
  • Applicant must possess at least three years of demonstrated experience and knowledge of law enforcement or security methodologies.
  • Applicant must possess a DOE Security Police Officer (SPO) certification or meet requirements that reasonably assure a DOE SPO certification will be received in a timely manner.
  • Applicant must or should achieve a firearm qualification score of 270 or higher on their Basic Security Police Officer Training (BSPOT) firearm qualification (Recommended / Optional)
  • Applicant must successfully complete the appropriate DOE certification courses for the instructor position (e.g., BIT = Basic Instructor Training and IFIC= Intermediate Force Instructor (Defensive Tactics) Certification)
  • Applicants must successfully complete the American Red Cross First Aid/CPR & AED Instructor Certification Course
  • It is recommended that the applicant have the ability to successfully complete the DOE Firearms Instructor Certification (FIC) Course
  • It is recommended that the applicant have previous experience as an instructor to include teaching, testing and evaluating students on various Protective Force security systems, policies, and procedures.
  • Applicants must have strong writing skills and be able to develop various documents using Microsoft Office tools and applications.
