- Conducts annual staff assistance visits of all installation and associated units geared to assist commanders in effective administration of unit information and personnel security programs.
- Provides technical guidance to agency security managers in all aspects of program implementation.
- Develops and conducts formal classroom training for agency security managers.
- Conducts annual industrial inspections of contractors handling classified information on behalf of the Commander.
- Evaluates all aspects of these programs for compliance with standards, policies, and instructions.
- Additionally, develops guidance and establishes policy for the implementation of the personnel security program.
- Responsible for the review and submission of personnel security investigations (PSI).
- Evaluates requests for establishment and maintains and tracks special information files.
- Conducts program reviews of personnel security managers on PSI processing, managing, and accomplishing their assigned duties for the personnel security program. During contingency operations, will perform duties as assigned by the contract program manager.

QUALIFICATIONS
- Must have 3 to 5 years of experience in managing wing level information security, personnel security and industrial security programs.
- This position requires a SECRET security clearance.

POSITION SUMMARY
The Deputy Project Manager (D/PM) is responsible for implementing company policies and directives regarding daily security operations at both Camps in Kuwait, in accordance with the Security Support Services (SSS), Area Support Group (ASG), Kuwait (ASG-KU) contract W52P1J-20-F-0496. The D/PM advises the Project Manager regarding daily operations, potential non-conformance and/or non-compliance, and operational impacts resulting in performance below acceptable quality levels (AQL).
RESPONSIBILITIES
- Serves as the “acting” Project Manager, also referred to as the Guard Site Manager (GSM), in the absence of the designated Project Manager (PM), and provides seamless integration without any degradation of services
- Responsible for daily operations and management of the Guard Force
- Coordinate and liaisons with the Guard Site Managers (GSM), and Guard Site Assistant Managers (GSAM) to ensure all Guard Posts and shifts are covered 365/24/7; immediately communicates staffing shortfalls to the PM for action and/or relief request(s) from the USG
- Monitor employee and subcontractor personnel adherence with contractual requirements and takes immediate action to remediate substandard performance. Coordinates with company Human Resources and Subcontracts team member(s) to document and report performance issues. Assists with the development of corrective action plans
- Review, update and disseminate Company Policies & directives and/or changes within the USCENTCOM area of operation, ASG-KU policy changes, and/or other directives from the 408th CSB
- Develop compliant contract deliverables (20ea) for review by the PM and submits to the US Government in accordance with contractual timelines
- Maintain professional and productive relationships with US Government (USG) personnel, such as the Contracting Officer (KO), Contracts Specialist(s) (CS), Contracting Officers Representative (COR), Administrative Contracting Officer (ACO), Procuring Contracting Officer (PCO), 408th CSB quality evaluators, etc.
- Implement KSSS program communication plans and ensures all stakeholders provide relevant and frequent communication. Participates in weekly meetings and bi-weekly presentations with ACC/RI
- Develop operations related presentations for diverse company employees; provides tailored briefings for guards, supervisors, managers, and other leadership highlighting their specific role(s) in KSSS operations
- Coordinate and resolve complex personnel issues in conjunction with onsite HR, corporate HR personnel, corporate legal, and other company departments as required to successfully resolve employee relations issues

QUALIFICATIONS
- Must be eligible to receive and maintain a US Government issued SECRET personal security clearance
- Must be a US Citizen with a valid US Passport
- BA/BS in quality management strongly preferred
- Preferred certification as a Project Management Professional (PMP), Certified Associate in Project Management (CAPM), PMI Agile Certified Practitioner (PMI-ACP), Program Management Professional (PgMP), PMI Project Management Ready, or similar Project Management certification, such as Defense Acquisition University
- 10+ years’ demonstrated management experience with US Government contract security guard (CSG) contracts requiring >300 armed and/or unarmed guards supporting US DoD installations in high threat environments
- Documented experience managing subcontractors supporting DoD contracts exceeding 100M in total revenue; direct experience evaluating, documenting and reporting subcontractor performance IAW contractual requirements
- Documented experience managing, evaluating and improving contract security guard operations in high threat environments requiring 365/24/7 guard force coverage
- Demonstrated experience managing diverse contractor security guard work force consisting of US EXPAT personnel and Other Country Nationals (OCNs) in Other than Continental United States (OCONUS) locations
- Documented experience implementing and maintaining compliance with DODI 3020.50 and the provisions of ANSI/ASIS PSC.1–2012, American National Standard, Management System for Quality of Private Security Company Operations or the International Standard ISO 18788, Management System for Private Security Operations
- Comprehensive understanding of managing armed guard force and associated weapons qualification, use of force and laws of armed conflict requirements; DODD 5210.56, DODI 5210.84, TC 19-220, DAPAM 385-38, ISO 18788, AR 190-14, AR 190-56, FM 3-39
- Must be results oriented and possess strong organizational and communication skills
- Must be able to interact effectively with all levels of US Government clients, employees, and management
- Must be willing and able to work 6-day work weeks with an estimated 10-12 hours daily
- Proficient with Microsoft Office and standard business software

WORKING CONDITIONS
Work is conducted in Kuwait on two US DoD military installations: Camp Arifjan and Camp Buehring respectively. Work sites are located in the Northern part of the Persian Gulf with a subtropical desert climate with temperatures ranging from 14°C (57°F) in January to 38.5°C (101°F) with sunshine year-round. The office environment is busy with frequent interruptions and short notice requirements, deliverables and project deadlines. Business work hours are Monday through Saturday from 8 am to 6 pm, however, some extended, additional weekend hours, or holidays may be required.
PHYSICAL REQUIREMENTS
May be required to lift and carry awkward items weighing up to 25 lbs. Requires intermittent standing, walking, sitting, squatting, stretching and bending throughout the workday. Kuwait is a very hot an arid working environment with peak temperatures approaching 130 degrees Fahrenheit and frequently reaching 111°+ degrees Fahrenheit daily.

- Maintains files of personnel records, official travel orders, and personnel action requests.
- Forecasts, reviews, and processes evaluation reports and decorations. Conduct administrative support for in processing and out processing of all squadron members.
- Serves as the unit travel coordinator/liaison between the TMO and unit members. Perform other administrative functions as required.

QUALIFICATIONS
- Contractor personnel must have 3-5 years of experience in preparing and processing administrative support actions relating to unit programs.

POSITION SUMMARY
Responsible for the overall operations of the arms room which includes issuing and receiving weapons, ammunition and sensitive items for incoming and outgoing guard shifts, conducting 100% inventories, conducting weapons maintenance inspections and completing and filing all required reports and forms.

- Maintains accountability of weapons, ammunition and sensitive items stored within the arms room
- Conduct weapons and ammunition issue before each guard shift and receive turn-in of weapons and ammunition for the outgoing shift
- Prepares and submit inventory reports
- Maintains maintenance records for each weapon; ensure weapons are turn-in to the consolidated arms room for annual inspection and repair as required
- Conducts periodic preventive maintenance checks on all weapons semi in accordance with established procedures

REQUIREMENTS
- Must be a U.S. citizen
- Must possess an active U.S. Secret Clearance
- Must be 21 years of age or older
- Must possess a minimum of two (2) years of honorable military service (MOS 2111, 45 Bravo, or equivalent) or law enforcement armorer experience
- One (1) year of armory supervisory experience is preferred

- Control personnel and vehicle entry and exit of Entry Control Points
- Inspect all deliveries and vehicles up to Force Protection Condition Delta and in accordance with Kuwait Security Support Services Standard Operations Procedures for installation access
- Control and operate U.S. Government-installed barrier devices to deny unauthorized vehicle access to U.S. Government interests, e.g., installations, off-post parking areas, etc.
- Prepared to handle both military and contracted convoys entering and departing designated Entry Control Points
- Conduct inspections of personnel and vehicles using systems such as: Ion Scanners, Backscatter XRay machines, Under-Vehicle-Surveillance Systems, and Mobile Vehicle X-Ray Scanning machines
- Other duties as assigned
QUALIFICATIONS
- Must be a U.S. citizen
- Must pass a Criminal Background Check at both the State and National (NCIC) level prior to hire or must possess an active U.S. Secret Clearance
- Must be 21 years of age or older
- Must have two years of combined honorable active-duty military, law enforcement, or private security experience in a contingency area
- Must have received an honorable discharge as verified by a form DD-214 (U.S. Military)
- Must be able to pass a physical examination, meet U.S. Army height and weight operational standards (not initial recruiting standards), and pass a physical fitness test
- Must have the ability to meet all eligibility requirements for employment in the host country

POSITION SUMMARY
Supervises small groups of guards providing security to U.S. Department of Defense installations located OCONUS. Ensures all tasks, such as entry control, towers, patrols, vehicle and personnel searches and bag screening are conducted in accordance with the contract. Provides updates and status reports; writes spot reports and incident reports, as necessary.
RESPONSIBILITIES
- Supervises small groups of guards
- Ensures all assigned guard posts are staffed, monitors performance of assigned guard force personnel
- Conducts inspections of assigned guards and guard posts
- Ensures that all guard personnel are aware of and abide by all Post and general orders and procedures, as ensures special and information is disseminated
- Communicates with Guard Shift Leader and Operations Center to provide reports and report incidents and emergencies
- Adheres to and actively supports company policies, procedures and standards

QUALIFICATIONS
- Minimum 3 years of combined honorable military, law enforcement, or private security experience.
- Must have received an honorable discharge as verified by a form DD-214 (U.S. Military).
- Must have 1 year of supervisory experience.
- Must be a U.S. citizen.
- Shall possess an active U.S. Secret Clearance.
- Able to qualify with M4 rifle and pistol and all qualifications required by the contract
