Procurement Manager

POSITION SUMMARY

 

Candidates must have significant prior experience administering Federal Government and commercial procurement activities, utilizing all contract types. Must have strong organizational, analytical and negotiation skills, as well as excellent written and verbal communication skills.

This candidate should manage procurement negotiation and definition to ensure targeted objectives are achieved. The candidate should have proven ability to coordinate and manage collaborative efforts with all corporate business units and corporate departments in fulfillment of procurement management responsibilities on new and continuing programs. The applicant should have proven ability to advance the Procurement Department’s involvement in business activities by participating as a business advocate through evaluation and real time implementation of solutions and business position to the internal and external customer. The candidate will plan and target the desired outcomes of each procurement and participate in a balanced business process while maintaining a strong program management/procurement focus.

 

 

RESPONSIBILITIES

  • Perform cradle to grave procurement administration/management in a federal government contracting environment (i.e. proposal support, sourcing and soliciting potential vendors, contract award and administration to procurement closeout) consistent with FAR Part 44.
  • Show experience with CPSR approval to include purchasing policies and procedures, and required documentation consistent with the requirements of the policies and procedures.
  • Continue current compliant procurement processes and procedures in accordance with CPSR requirements.
  • Participate as a key team member and provide support to proposal teams during the proposal development process including guidance and direction relevant to procurement requirements.
  • Ability to organize processes and workflow for effective, efficient, and compliant outcomes.
  • Advanced FAR/DFARS Experience.
  • Conduct negotiations of terms and conditions to various agreements including Memorandum of Understanding Agreement, Purchase Orders, Vendor/Master Services Agreements, modifications, and final closeout /releases.
  • Conduct cost proposal negotiations based upon the strategic objectives of the corporate organization.
  • Assist with problem resolution and provide strategic guidance to senior management as required.
  • Experience with OCONUS purchasing to include sourcing suppliers, applicability of international laws and regulations, ITAR, etc.
  • Reviews all procurement actions for the team prior to award
  • Administers Constellis procurements as part of balancing team workload
  • Attends bid reviews
  • Manages vendor bids/proposals
  • Approves and takes responsibility for procurement actions up to manager’s authority
  • Acts as first level of escalation for managers on procurement issues
  • Audits other teams’ procurement files as necessary as part of the internal self-monitoring program
  • Develop and maintain monthly purchasing metrics that contains valuable data for senior management
  • Other duties as assigned

  • 5+ years of experience with Federal government contracts
  • Experience with government procurement and successful implementation of CPSR requirements
  • Knowledge of all facets of procurement administration and negotiation
  • Ability to be detail oriented and a team player

WORKING CONDITIONS

Work, including walking, running, standing, pulling, and pushing in wet, icy, or muddy areas. Perform physical demanding work in hot (in excess of 100 degrees Fahrenheit) and humid (up to 100 percent humidity) atmosphere while wearing duty equipment and PPE.

Program Manager

POSITION SUMMARY

Managing the requirements of this contract is considered a critical function. In addition to providing contract administration and ensuring compliance with contract requirements, the Program Manager shall oversee and manage all the security & Fire Services operations on site at the Radford Army Ammunition Plant. 

RESPONSIBILITIES

  • Ensure employees perform all duties and requirements of the contract, ensuring: quality of services and supplies, timeliness of all deliverables, control costs, compliance with all government reporting requirements, quality control and management of key personnel
  • Make decisions on behalf of the company, particularly on personnel related issues
  • Supervise all individuals working under this contract
  • Be available on a 24-hour basis, to ensure prompt response in the event of an emergency or exigent circumstance
  • Conduct prompt and thorough internal investigations of reported allegations
  • Ensure all equipment and property is tracked and accounted for, and otherwise safeguarded
  • The PM will have overall responsibility for implementing, monitoring, and upgrading the program quality control and training plans and is responsible for ensuring the work force complies with program requirements
  • Serve as the focal point for the client for all program activities and be responsible for overall quality and standards conformance in accordance with the SOW
  • Ability to plan projects, meet objectives, develop contingencies, and manage resources within budget

QUALIFICATIONS:

  • Must possess, at minimum,: Undergraduate (4-year) or applicable experience. 
  • Documented managerial training specifically related to fire/security
  • Experience managing or overseeing contracts to provide security officer and fire fighting services to various locations and multiple facilities and to provide surge response to heightened security conditions, emergent needs, or for special events
  • Must have a minimum of a DOD Interim Secret security clearance
  • Must be proficient in Excel and Word
  • Possess five (5) years’ experience supervising contracts with more than forty (40) people
  • Specialized experience includes: project development and implementation from inspection to deployment; expertise in management and control of funds and resources using complex reporting mechanisms; and demonstrated capability in managing multi-task programs or subcontracts of various types and complexity

Security Guard

POSITION SUMMARY 

Guards and secures company property, personnel, and assets against hazards such as fire, illegal entry, theft, and vandalism. 

RESPONSIBILITIES 

 

  • Must be willing to operate a Company vehicle 
  • Patrol assigned areas on foot or in a vehicle to ensure personnel, building, and equipment security 
  • Examine doors, windows, and gates to determine that they are secure 
  • Inform and warn violators of rule infractions, such as loitering, smoking, or carrying forbidden articles 
  • Provide escort services for visitors, students, staff, faculty, and other individuals as required 
  • Control egress of vehicular traffic; document any individuals that are not employees by assigning badges and vehicle passes 
  • Watch for and reports irregularities, such as fire hazards, leaking water pipes, and security doors left unlocked; sounds alarm in case of fire or presence of unauthorized persons 
  • Monitor security cameras and responds to various alarms on property 
  • Prepare routine, standardized reports 
  • Other duties as assigned 

 

QUALIFICATIONS 

 

  • High School Diploma and one year of previous security, military or equivalent law enforcement experience required

  • Candidates must pass a physical fitness test at the time of hire and every year thereafter

  • Must be eligible to be licensed to carry a weapon

Surveillance and Communications Analyst

POSITION SUMMARY

 

To support efforts associated with the ACC Counterdrug program. These tasks involve services to be performed to meet ACC’s specialized CD engineering, technical, and management requirements that include troubleshooting, repairing, optimizing, sustaining, deploy/set up/operate/re-deploy Government owned counterdrug (CD) surveillance and communications systems to various CONUS & OCONUS locations.

 

RESPONSIBILITIES

 

• Support Tasks that include CD/CNT Operational and Logistics Support, Analyze/Optimize CD/CNT System Performance, Sustainment Support, Configuration Management Support, and Radar Data Quality Monitoring and Intelligence Analysis.
• Assist in development of program performance metrics and provide management support.
• Provide hands-on technical support of counter drug (CD) D&M systems (PN radars; TPS-70, -75, -78) radars; SATCOM; ancillary systems; and radar data networking/display systems).
• Evaluate and make recommendations on system operational performance.
• Provide training to United States and partner nation personnel.
• Assist with the development of procedures, plans, and documentation for testing and configuration management.
• Provide sustainment engineering support for CD systems.
• Support the deployment/employment of CD systems.
• Plan subject matter expert exchange (SMEE) events.
• Perform radar data quality monitoring, data reductions, and operational analysis of tracks of interest.
• Provide staff officer support.

 

QUALIFICATIONS

• At least 5 years of experience, with 3 recent years operational experience, working with sensors and communications systems and their respective applications in the counter drug (CD) mission.
• Experience working, managing CD surveillance, command and control, and communications programs, AF/MAJCOM coordination/ staff package processing, acquisition, requirements development, and validation processes.
• Experience working with CCMDs, MAJCOM, SPOs and US Embassy staffs.
• Experience in radar data quality monitoring, data reductions, and operational analysis of tracks of interest.
• Secret clearance is required.
• A Bachelor’s degree in a management or technical field.

WORKING CONDITIONS

Office environment when working aboard Langley AFB, VA. Traveling conditions may be austere at times. Must be able to lift up to 50 lbs or 100 lbs when personnel are available to support. Some weekend work is required depending on travel locations and mission requirements.

Security Supervisor

 

RESPONSIBILITIES:

  • Supervises Physical Security & Safety Section comprised of guards and EMS staff
  • Establishes and maintains staffing levels and security shift schedules
  • Enforces work standards; ensures all security inspections are performed; immediately reports any security issues or incidents to Program Coordinator
  • Coordinates activities of personnel to ensure a safe and healthy work environment
  • Formulates and develops safety plans and deliverables; manages safety drills

QUALIFICATIONS:

  • Must be at least 21 years of age
  • Minimum 2 years of combined honorable supervisory military, law enforcement, or private security experience.
  • Shall be familiar with applicable U.S. military regulations
  • Must attend company provided training, qualify and be certified as a trained security guard.
  • Extent and nature of experience shall be such to be able to effectively manage a security operation and interface with the client daily.

  • Immediately reports any security incidents to Security Supervisor

  • Plan and execute recruiting strategies and provide services for assigned divisions

Ram Pad Automotive Technician

POSITION SUMMARY 

Maintains training vehicles by performing repairs, as well as general vehicle maintenance duties. 

 

RESPONSIBILITIES  

  • Inspect and repair training vehicles 
  • Raise vehicle with hydraulic jack or hoist to expedite repairs for immediate usage of training vehicles 
  • Inspect and prepare vehicles to comply with driver training requirements 
  • Provide immediate repairs of vehicles that have sustained body damage 
  • Identify and clearly mark vehicles for each specific application of usage 
  • Comply with verbal service requests from driving training instructors to facilitate training of students 
  • Disassemble units and inspect parts for wear  
  • Maintain a clean work area, to include but not limited to workbench, tool carts, and other applicable areas

Lead Chef

 

RESPONSIBILITIES:

  • Manages shift staffing
  • Serves as Shift Lead for preparing approved meals and providing meal service
  • Inspects staff prior to meal service to verify compliance with hygiene standards
  • Ensures foods are properly handled, cleaned, prepared, and stored during shift
  • Reports to the Head Chef
  • Perform other duties as assigned

QUALIFICATIONS:

  • Associate degree in culinary arts preferred
  • Must be legally authorized to work in the United States. 
  • Must be able to pass background check and fingerprinting.
  • 1+ years of experience in a back-of-house management position
  • Experience as a chef, in addition to experience as a sous chef or line cook
  • Strong attention to detail
  • Creativity
  • Ability to oversee and manage kitchen operations
  • Ability to remain productive when pulled in many different directions

WORKING CONDITIONS:

 

Work is based in an office and field work environment and subject to frequent interruptions. Normal work hours are Monday-Sunday 8:00 a.m. to 5:00 p.m., however extended hours may be required. Evening shift work position work hours can be from 5:00 p.m. to 8:00 a.m., as assigned.

 

PHYSICAL REQUIREMENTS:

 

Must be able to lift and carry awkward items weighing up to 25 lbs (supplies, trash, etc.). Requires frequent lifting, standing, walking, squatting, stretching and bending throughout the workday.
