POSITION SUMMARY
The Senior Advisor shall provide expert guidance and provide the advice and technical assistance needed to develop, implement, and sustain maritime security policy at the PNGDF Maritime Element. The Senior Advisor may also advise the PNGDF and NFA on maritime security and safety, maritime domain awareness, personnel planning and staffing, and budget resourcing and sustainment. The Senior Advisor may also support effective interagency coordination related to maritime security policy within the Government of PNG and cooperation externally with other relevant maritime security stakeholders.

RESPONSIBILITIES
- Assist with the development and implementation of maritime security policy. This may include assisting the partner to support the drafting, review, and execution of a maritime security strategy, develop strategic plans for the monitoring of PNG’s EEZ via a vessel monitoring system, support the development and implementation of a staffing and operations plan, and create budget resourcing and sustainment plans for the NSCC
- Develop strong professional relationships with key stakeholders in the PNGDF Maritime Element and NFA and then act as a trusted advisor to them
- Establish a working relationship with main counterpart(s) in the PNGDF Maritime Element and NFA and participate as an advisor in any related new working groups and/or initiatives already underway which contribute to the overall objective(s)
- Integrate into the U.S. Embassy political and security cooperation structure in order to share information, expand connections, and bolster relevant projects underway. The Senior Advisor shall aim to coordinate regularly with the U.S. Embassy Political Section. The Senior Advisor shall also brief the U.S. Embassy Political Section, ODC, and the Defense Attaché Office monthly, at a minimum, and as requested by embassy representatives
- In close cooperation with senior PNGDF Maritime Element officials, identify any existing gaps in maritime security. Consultations shall occur with officials from across the PNG government to help bridge communication barriers, where possible
- Share expertise and recommendations with the PNGDF, NFA, and other government stakeholders to communicate any steps needed to prepare for reforms and changes in business practices and to implement maritime security policies. This may include providing recommendations to the government on legislation, policy or procedures, doctrine, or training to increase maritime law enforcement and enable the PNF to patrol its coastline and protect its EEZ from illicit fishing and trafficking
- Assist the PNGDF Maritime Element in promoting effective, responsible, and accountable employment of force by developing standard operating procedures for integrating domestic and international legal considerations into operational decision-making
- Where other barriers to institutional change with regards to strategic planning exist, the Senior Advisor shall work to identify those barriers, make recommendations to the PNGDF Maritime Element and NFA to overcome them, and, where possible, work to address them in support of the desired end state
- After deployment, the Senior Advisor is expected to participate in virtual continuing learning and exchange opportunities hosted periodically by PM/GPI. PM/GPI will make every effort to accommodate differences in time zones for these opportunities

REQUIRED QUALIFICATIONS for one (1) Senior Advisor to PNG focused on Maritime Security Policy development and implementation:
- U.S. citizen
- Master’s degree in areas such as Security Studies, Criminal Justice, Public Policy, International Relations, Maritime Law, Organizational Leadership, or a similar field AND at least six (6) years of U.S. military and/or civilian professional experience with Maritime Security or Maritime Law Enforcement

- Bachelor’s degree in aforementioned subject areas and at least ten (10) years of U.S. military and/or civilian professional experience working in Maritime Security or Maritime Law Enforcement
- Have reached, at a minimum, the rank of O-5 in the military or equivalent in a civilian capacity (i.e., FS-02/GS-14 or industry equivalent)
- Experience working with senior foreign government officials or with senior foreign military officials
- Experience developing, drafting, and/or coordinating the implementation of national-level policies and strategies
- Experience working in a Maritime Operations Center, Joint Operations Center, Interagency Task Force Operations Center, or equivalent operations center
- Experience managing human resources and financial resources of an organization comprised of more than 100 people
- Ability to obtain and maintain a Secret security clearance issued by the Defense Counterintelligence and Security Agency (DCSA) prior to contract/task order performance
PREFERRED QUALIFICATIONS (1) Senior Advisor PNG focused on Maritime Security:
- Two (2) years of experience working in the Pacific Islands region
- Two (2) years of experience working with Australian government counterparts
- Two (2) years of experience working with the U.S. Department of State
- Two (2) years of experience as an institutional reform advisor to senior foreign military or senior foreign government officials
- Reached the rank of O-6 in the U.S. Coast Guard, O-6 in the U.S. Navy, or equivalent rank (i.e. FS-01/GS-15) in a civilian capacity

WORKING CONDITIONS
Work is typically based in a busy office environment and subject to frequent interruptions. Work outside and in inclement weather conditions may be required. Business work hours are Sunday-Thursday from 8:00 am to 4:30 pm, however some extended hours may be required.
PHYSICAL REQUIREMENTS
May be required to lift and carry awkward items weighing up to 25 lbs. Requires intermittent standing, walking, sitting, squatting, stretching and bending throughout the workday.
