AVSEC Supervisor

POSITION SUMMARY

 

The prevention of unlawful interference with regard to the aviation operations at the Movcon terminals under the jurisdiction of the UN operations in Somalia (UNSOS). The provision of security services based on the policy guidance contained in the Somali NCASP and Standards and Recommended Practices of ICAO Annex 17 and DOC 8973, and in compliance with the relevant UN air operations Policies.

 

To provide subject matter expertise, specific to task and deliver training and professional development for project staff in order to meet ICAO and SCAA regulations and directions.  In addition, provide training and mentoring for UN, SCAA and any other non-commercial entities as directed by the client; Ensure that contractual compliance in accordance with identified KPIs is maintained and identify and exploit any and all commercial opportunities to the benefit of Olive Group.

 

RESPONSIBILITIES

  • Deliver all required daily, weekly and monthly reports within the given time frame
  • Maintain accurate records of all necessary operational data
  • Create organize and maintain staff personal records
  • Send required internal reports to the relevant company departments on a timely fashion.
  • Deliver AVSEC training packages in a compliant and professional fashion
  • Review the daily operational documentation
  • Ensure all operational forms are correctly completed and correct any deficiencies.
  • Monitor inspection, screening, searching of passengers and baggage in accordance with the international standards
  • Organize initial response actions in security emergencies
  • Apply principles and practices of leadership, motivation and communication skills
  • Monitor implementation of standard operating procedures
  • Allocate and assign security personnel to duties
  • Assess security personnel job performances and supervise on-the-job training
  • Ensure preparation, recording and submission of incident reports
  • Develop and maintain liaison with other aviation security-related agencies, organizations and Entities
  • Work in and move about an airport safely
  • Communicate and cooperate with other airport agencies
  • Control the movement of people and vehicles
  • Recognize weapons and explosive/incendiary devices
  • Inspect/screen/search passengers and baggage
  • Respond to airport emergency situations
  • Report any security breaches immediately as they happen to the senior management
  • To deliver as and when required Avsec courses, including but not limited to:
    • Basic Avsec course
    • General Security Awareness course
    • Level 2&3 Avsec courses

 QUALIFICATIONS

  • Relevant and current national or international qualification in Aviation Security
  • Appropriate management qualification
  • Appropriate and current AVSEC instructor certification
  • Specialist subject matter qualifications (desirable not essential)

The post incumbent should also have had significant experience in the following areas for a period of time:

  • Operational Avsec duties
  • Management and responsibilities for airport staff
  • Team operations within a busy airport environment

AVSEC Mentor Instructor

POSITION SUMMARY

RESPONSIBILITIES

 

With extensive knowledge of AVSEC learning and development processes, methodologies and technologies, the Mentor/instructor delivers the provided training packages ensuring that company training standards and delivery not only meet but exceed where possible those standards expected by international regulatory bodies.

Assess and advise the implementation of relevant aspects of airport security programs, and ensure compliance with the relevant national and international regulations as well as the company policies and procedures.

  • Mentor the key operational security staff in their daily operation, in close coordination with Olive group management and instructors;
  • Mentor the operational Aviation Security (AVSEC) screeners and officers ensuring compliance with the local UN SOP and ICAO SARP’s as set in ICAO annex 17 and DOC. 8973.
  • Identify and report any non-compliances to the aviation security procedures or facilities.
  • Propose essential procedures as well as improvement to the existing security procedures;
  • Maintain close, result-orientated working relationships with relevant local staff as well as other entities;
  • Deliver GSO courses and other as tasked by the OG management.
  • Undertake any other tasks assigned by the Olive Group management.
  • Oversee the daily functioning of the checkpoint.
  • Witness all safety and compliance checks being carried out on a daily basis.
  • Confirm that all staffing levels are sufficient for the correct operation of the checkpoint.
  • Provide assistance trouble-shooting any issues that may occur.
  • Report instantly any breach of security, occurrence or incident that may be either a threat to the operation or a threat or challenge to company practices.
  • Monitoring performance and standards to ensure compliance is achieved
  • Monitoring and mentoring OJT officers
  • Monitoring x-ray performance
  • To deliver as and when required Avsec courses, including but not limited to:
    • Basic Avsec course
    • General Security Awareness course
    • Level 2&3 Avsec courses

 

QUALIFICATIONS

  • Relevant and current national or international qualification in Aviation Security.
  • Must possess a thorough working knowledge of Aviation Security and relevant processes.
  • Excellent interpersonal skills which will facilitate effective communication in a culturally and politically sensitive environment;
  • Minimum of 3 years of experience in an aviation x-ray screening position.
  • The post incumbent should also have had significant experience in the following areas for a period of time:

  • Technical: Demonstrate relevant technical knowledge
  • Education: Is educated to a high standard and must demonstrate the ability to transfer thoughts and ideas by means of written and spoken English to a high standard

AVSEC Senior Supervisor

POSITION SUMMARY

RESPONSIBILITIES

  • The post incumbent will be a member of the Senior Management Team at Mogadishu, and any visits to UN operated terminals as required, reporting to the Project Manager.
  • He / she will assist him/her in planning, delivering and maintaining the continuing success of the contract. He /she will do this by following established business direction and additionally providing input into the Organisational structure to enable continued growth and new directions for the contract.
  • He / she will provide a visible source of leadership, motivating and supporting the management team to deliver the customer promise. He / she will continuously review, monitor and improve ways in which we work to ensure the highest levels of service and business performance. Importantly he / she will be in continuous contact with your customers shaping their requirements to deliver business targets and service excellence.

To achieve these goals, the post holder will need to have senior management experience with a real focus on customer service and staff development. A solid knowledge of performance management tools and techniques is vital, along with the ability to forge relationships with peers and customers.

  • Management and oversight of all aspects of the UN Somalia contract
  • Establish and nurture excellent working relationships with the client and other airport stake holders
  • Ensure that the highest customer service is delivered, cost effectively and consistently
  • Ensure that all contractual obligations are met in full, whilst achieving full compliance against all relevant regulations
  • Support and develop all aspects of management, staff motivation and ensure succession planning of the management team
  • Make sure all disciplinary, grievance and customer complaints are dealt with promptly and in accordance with company policies
  • Identify, follow up and report any potential new business opportunities to the Project Manager
  • Take on and deliver project work as required and defined by business needs, whilst being able to manage your regular responsibilities
  • To cover the Project Senior Manager role in his absence
  • To deliver as and when required Avsec courses, including but not limited to:
    • Basic Avsec course
    • General Security Awareness course
    • Level 2&3 Avsec courses
