Senior Advisor (GDRP – Armenia)

POSITION SUMMARY

 

The Senior Advisor shall provide strategic advisory support to either the Host Nation, U.S. Embassy, or Regional, or International Organization personnel, as specified by the Task Order, working in Defense Transformation Strategic Planning to develop a long-term strategic plan for defense transformation in conjunction with the MOD.

 

RESPONSIBILITIES

  • Assist with ensuring defense transformation is governed by a unified body of senior-level decision-makers, or similar governance system. This may include a centralized defense transformation governance system, that could take the form of a working group or other partner-determined structure, that directs the prioritization, planning, and enforcement of defense transformation efforts.
  • Assist with developing a long-term defense transformation strategy with a unified vision that outlines the strategic outlook for defense transformation and specific milestones that need to be achieved. This may include a document outlining a whole-of-MOD approach to transformation that includes prioritization and phasing of transformation plans; the offices/departments responsible for, and that need to be involved in, each transformation phase; and a mechanism to monitor the progress of transformation implementation.
  • Ensure there is partner ownership over the processes developed and a sustainable structure that can remain in place after advisory support ends.
  • Develop strong professional relationships with key stakeholders in the MoD and GS and then act as a trusted advisor to them.
  • Establish a working relationship with main counterpart(s) in the Armenian MoD and GS and participate as an advisor in any related new working groups and/or initiatives already underway which contribute to the overall objective(s).
  • Integrate into the U.S. Embassy political and security cooperation structure in order to share information, expand connections, and bolster relevant projects underway. The Senior Advisor shall aim to coordinate regularly with the U.S. Embassy Political/Economic Section. The Senior Advisor shall also brief the U.S. Embassy Political/Economic Section, ODC, and the Defense Attaché Office monthly, at a minimum, and as requested by embassy representatives. The Senior Advisor will also brief senior Embassy leadership as needed in consultation with the above Embassy contacts.
  • In close cooperation with senior MoD and GS officials, identify existing gaps in defense transformation strategic planning. Consultations shall occur with officials from across the Armenian government where relevant, with embassy approval and coordination.
  • Share expertise and recommendations with the MoD and GS as relevant on how to prepare for required reforms and to establish and manage defense transformation strategic planning. This may include providing recommendations to the government on any legislation, policy or procedures, doctrine, or training that may be needed to successfully develop a long-term strategic plan for defense transformation that is governed by a unified body of senior-level decision-makers, or similar governance system, and contains a unified vision that outlines the strategic outlook for defense transformation and specific milestones that need to be achieved.
  • Assist the MoD and GS in promoting effective, responsible, and accountable employment of force by developing standard operating procedures for integrating domestic and international legal considerations into operational decision-making.
  • Where other barriers to institutional change with regards to strategic planning exist, the Senior Advisor shall work to identify those barriers, make recommendations to the MoD and GS to overcome them, and, where possible, work to address them in support of the desired end state.

QUALIFICATIONS

  • U.S. citizen.
  • Fluency in Armenian, demonstrated via Foreign Service Institute (FSI) score of 3 or higher or a Defense Language Proficiency Test (DLPT) Score of 3+/3+/3 or a Common European Framework of Reference for Languages (CEFR) score of C1 or higher.
  • Master’s degree in areas such as National Security Policy/Affairs, International Affairs, Security Studies, Political Science, or a similar field AND at least six (6) years of U.S. military and/or U.S. civilian professional experience with strategic-level security and/or defense policy and strategy development.

  • Bachelor’s degree in areas such as National Security Policy/Affairs, International Affairs, Security Studies, Political Science, or a similar field AND at least ten (10) years of U.S. military and/or civilian professional experience with strategic-level security and/or defense policy and strategy development.
  • Have reached, at a minimum, the rank of O-5 in the military or equivalent in a civilian capacity (i.e., FS-02/GS-14 or industry equivalent).
  • Two (2) years of experience advising senior officials in a foreign government and/or foreign military on transformation. Non-resident or intermittent travel experience may count toward some or all of the required years, if the advising took place in-person with the foreign government representative(s).
  • Two (2) year of experience in assisting partner nations with drafting and implementing strategic-level security/defense strategies and relevant policy making procedures and assisting with national security frameworks.
  • Familiarity with NATO standards and requirements.
  • Ability to obtain and maintain a Secret security clearance issued by the Defense Counterintelligence and Security Agency (DCSA) prior to contract/task order performance.

 

PREFERRED QUALIFICATIONS 

  • One (1) year of experience assisting foreign governments to transition from Soviet systems to western systems and processes.
  • One (1) year of experience implementing a change management system or process in a government institution.
  • One (1) year of experience working in Armenia, or the Caucasus. Non-resident or intermittent travel experience may count toward some or all of the preferred year.

WORKING CONDITIONS

 

Work is typically based in a busy office environment and subject to frequent interruptions. Business work hours are Monday-Friday from 8:00 am to 5:00 pm, however some extended or weekend hours may be required.

K9 Lead Handler

POSITION SUMMARY 

 

Responsible for overseeing the Handlers to ensure cargo screenings are done in compliance with TSA rules and regulations. 

  • Pay range is $34-$36 per hour
  • Training rate is $15 per hour

 

RESPONSIBILITIES 

  • Provide supervision and training to Handlers and canines at assigned locations
  • Conduct and oversee authorized representative duties related to X-Ray, physical search, and explosive trace detection as needed
  • Perform canine training, audits and administrative deliverables as required for assigned Canine Teams
  • Manage, supervise and coordinate post assignments and schedules for canine Handlers, to include vacation relief that ensure required coverage
  • Participate in CCSP related training to search cargo and identify explosive threats
  • Perform Handler duties while commanding a trained explosive working dog
  • Handler will be responsible for maintaining training records
  • Handler will be responsible for care and maintenance of assigned canine. The assigned canine must be permitted to live inside the employee’s residence.  The employee’s residence must be adequate, indoor, and climate- controlled for the canine. The canine living area at the employee’s residence is subject to reoccurring inspections.
  • Must maintain all job-related certifications and required security clearances
  • Must be willing to operate company vehicle (during on-site training)
  • Other duties as assigned 

QUALIFICATIONS

  • U.S. Citizenship is required 
  • Two years of documented experience handling an explosive detection dog in an operational environment preferred
  • Prior supervisory experience preferred
  • Prior Military or Law Enforcement preferred
  • Must be able to obtain a Known Traveler Number (KTN), STA, and SIDA within four to six weeks of employment required 
  • Must have adequate transportation to transport assigned Canine and Crate (inside the vehicle) to/from assigned work location; transportation must have operational climate control
  • Must be able to pass the applicable Contract Testing and Certifications for the program within four to six weeks of employment; candidate must maintain the certification requirements
  • Must have a valid driver’s license and a clear driving record for the last three years
  • Effective oral and written communication skills with all levels of the organization
  • Strong organizational skills with the ability to manage time and multiple priorities to completion
  • Problem solving skills with an analytical thought process
  • Ability to adapt to a rapidly changing environment

K9 Junior Handler

POSITION SUMMARY 

 

The Jr. Handler is responsible with screening cargo in compliance with TSA rules and regulations. The Jr. Handler is required to complete a 4–8 weeks minimum team training course and certification prior to mobilization to the assigned location. 

  • Pay range is $27-$29 per hour
  • Training rate is compensated at the rate of $15.00 per hour.

  • Participate in CCSP related training to search cargo and identify explosive threats 
  • Conduct authorized representative duties related to X-Ray, physical search, and explosive trace detection as needed 
  • Perform Handler duties while commanding a trained explosive working dog

Unarmed Security Officer

POSITION SUMMARY

 

Provide professional, high-level unarmed security services for the personnel, visitors, and property of various buildings within the Seattle, WA area. May also work in a Control Center.

 

PAY TRANSPARENCY/COMPENSATION

 

Rate of Pay: $31.50/hr

Paid training for 1.5 weeks at full hourly rate

 

RESPONSIBILITIES

  • Provide security for various buildings by conducting perimeter security, internal security, threat monitoring , etc.
  • Protect personnel and property in a professional manner
  • Meet and deal tactfully and politely with general public and visitors
  • Effectively and efficiently screen and process visitors as required
  • Identify, report, delay or detain persons who violate rules and regulations
  • Conduct internal and external roving vehicle, bicycle, and/or foot patrols
  • Traffic control as necessary
  • Detect and respond to alarms and emergencies
  • Secure entrances and exits during emergencies
  • Control keys and lock combinations
  • Communicate and remain accessible via two-way radio or company issued cellular phone
  • Understand and comply with all requirements, plans, policies, procedures.
  • Observe and report all offenses/incidents including suspicious activity

Qualifications

 

Must meet one (1) of the below experience requirements.

  • Prior Law Enforcement Officer graduated from official Law Enforcement Academy OR
  • Prior military with honorable discharge at a rank of E4 or above OR
  • Four (4) years of licensed armed security officer experience (Less Than Lethal acceptable), with demonstrated advanced training in security skill sets and proficiencies and a security vendor service record free of adverse actions OR
  • Five (5) years unarmed experience, and (2) years armed experience, and/or (2) years honorable military service with honorable discharge
  • Must possess a minimum of a High School diploma or equivalent from a U.S. Accredited School. Foreign education must be evaluated to meet U.S. education requirements.
  • Be a U.S. Citizen with a social security card
  • Must have a valid driver’s license.
  • Must meet all medical and physical standards and satisfactorily complete background checks, psychological and drug screening
  • Guard card is preferred but not required
  • Certificate/Training on non-lethal devices, including handcuffs, pepper spray and Taser is preferred
  • Current CPR/AED/1st Aid Certification
  • Write and speak clearly and effectively in English
  • Successful completion of training and certification

Shift Supervisor

POSITION SUMMARY 

Serves as a First line supervisor monitoring and directing staff as necessary and perform administrative tasks including timekeeping, and report tracking. Provides close first line supervision of personnel/security officers assigned to their respective shifts, functions, and facilities. In case of after-hours emergency situations, the Supervisor on duty responds and take initial command until higher authority arrives.  They are empowered with the authority necessary to handle emergency events. 

 

 COMPENSATION/PAY TRANSPARENCY

$35.75/hr

Paid 1.5 week training

 

RESPONSIBILITIES  

  • Provide operation oversite at the service desks, mail room, street entries, and loading docks. 
  • Assist with scheduling including overtime approvals, callouts, and personal time off requests 
  • Take immediate action to correct deficiencies and solve problems, 
  • Identify and resolve day-to-day staffing shortages caused by call offs, 
  • Ensure breaks and relief are provided, 
  • Ensure Fire Life safety responsibilities are performed 
  • Provide verbal counseling and initiate written disciplinary actions as necessary, 
  • Provide direct oversight and close supervision of the security officers assigned to their respective areas, functions and facilities 
  • Setting an example for subordinates in the areas of appearance, work habits, skill and attitude. 
  • Ensure that regulations and post orders are followed. 
  • Perform appraisal and analysis of work accomplishments for subordinates. 
  • Review all reports for completeness and accuracy. 
  • Ensure officers follow all work rules, maintain and display good discipline, and present a professional appearance by conducting random, unannounced personnel and post inspections 
  • Use and continually develop leadership skills 
  • Perform other related duties as assigned 

 

QUALIFATIONS 

  • 3 years of full-time security supervision experience. 
  • Must be a U.S. Citizen or legally eligible to work in the United States or Lawful Permanent Resident
  • Be a minimum of 21 years of age. 
  • Must have a Social Security Card issued by the Social Security Administration, which bears the individuals name and social security number.
  • Must have valid driver’s license
  • Certification for CPR/AED/1st Aid

WORKING CONDITIONS

Extended hours to include nights, weekends and holidays may be required. Often subject to outdoor conditions including extreme temperatures and weather. Subject to high noise levels include gun fire, hazards including a variety of physical conditions, such as proximity to moving mechanical parts, moving vehicles, electrical current, exposure to high heat, extreme cold or exposure to chemicals. 

  

PHYSICAL REQUIRMENTS 

Heavy work: Exerting up to 200 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Must have visual and audio acuity to heavy equipment, machines such as fire equipment and apparatuses, firearms and clearing barrels. May be required to be fitted for and/or wear a respirator. Must be able to stand for extended periods of time, often without breaks, and may be required to climb stairs or ladders and walk-up inclines and on uneven terrain. Must have ability to ride a bicycle. Must meet all physical and psychological standards as required by the contract. Must be physically capable of standing a 12-hour post. Travel may be required. 

 

 

Background Investigator

POSITION: Background Investigator 

 

RESPONSIBILITIES:

Conduct federal background investigations and prepare reports of investigations in compliance with Federal Investigative Standards, all laws, and other required federal agency regulations. Work cases throughout the geographic area of responsibility and travel to various places of employment, residence and education institutions.

 

Salary range $26-$38 per hour

  • Candidate must be local to Seattle, WA

QUALIFICATIONS:

  • U.S. Citizenship;
  • H.S. Diploma or equivalent;
  • Minimum of 1 year within the last five (5) years of investigations experience at the federal, state, or local level of government;
  • Must have some mix of NBIB/DCSA/FIS Experience;
  • Reliable personal vehicle, valid driver’s license, and satisfactory driving record;
  • Willing to travel on temporary duty assignments as needed (by car or plane);
  • Successfully pass background checks and all required training;
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists;
  • Ability to interpret a variety of instructions furnished in oral, written, diagram, or schedule form;
  • Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations;
  • Ability to write reports and business correspondence;
  • Ability to work in a MS Window based operating environment, including proficiency with Microsoft Office (Word, Excel, PowerPoint), Internet and E-mail;
  • Current (within the last 2 years) Single Scope Background Investigation (SSBI) or active Secret level security clearance based on an SSBI and able to obtain the required security clearance.

 Job Duties and Responsibilities:  

  • Conduct in-person, one-on-one subject interviews to obtain factual information about the individual’s background and character, in accordance with agency guidelines and instructions.
  • Obtain factual information from a variety of personal and record sources to produce a report of investigation that contains all pertinent facts of an individual’s background and character in accordance with agency guidelines and instructions.
  • Travel throughout the geographic area of responsibility to conduct investigations at various places of employment, residence, and education institutions as cases are assigned.
  •  Must be willing to travel in and around assigned location within 30-50 miles (or more) as needed
  • Engage in dialogue on a regular basis with managers and representatives at contractor facilities, various U. S. Government organizations, and law enforcement agencies to develop and maintain effective and cooperative working relationships.
  • Adapt to changing situations and environments as they occur and be able to interact with people from all walks of life and socioeconomic levels.
  • Demonstrate strong verbal and written communications skills and exhibit professional demeanor in all situations.
  • Work load based on availability of cases in geographic area.
  • Some voluntary, temporary duty assignments in other areas of the country (typically 2-4 weeks at a time) are possible.

 Desired Experience and Education:

  • Office of Personnel Management investigator training.
  • Prior background investigations experience supporting government contracts.
  • Associate or Bachelor degree in Criminal Justice or a related field.
  • Current Top Secret clearance

WORKING CONDITIONS:

Work is typically based in the investigator’s home office as well as in the investigator’s personal vehicle traveling to various field locations to conduct interviews. Coverage area varies and could include some extended drives. Work hours vary depending on availability of leads and do not always fall within normal business hours, to include potential weekend hours or third-shift appointments.

PHYSICAL REQUIREMENTS:

Requires intermittent standing, writing/typing, walking, sitting, and driving throughout the workday, and may include for multiple hours.

SUMMARY:

Training Instructors are responsible for conducting required training programs and activities for new hires and current employees. Position trains employees throughout the West Coast including San Francisco and San Diego, CA as well as Seattle, WA.  Position primary location will be either Seattle, WA or Sacramento, CA depending on the candidate.

 

PAY TRANSPARENCEY:

$38.46/hr

 

SPECIFIC JOB DUTIES AND RESPONSIBILITIES:

  • Develop and conduct required training programs for new hires and current employees
  • Monitor, evaluate, or record training activities for program effectiveness
  • Offer specific training programs to help workers maintain or improve job skills
  • Develop remedial/alternative training methods if expected improvements are not seen
  • Organize and develop, or obtain, training procedure manuals and course materials such as handouts and visual materials
  • Present information using a variety of instructional techniques or formats such as role playing, simulations, team exercises, group discussions, videos or lectures
  • Evaluate training materials prepared by instructors, such as outlines, text, or handouts
  • Conducts quality assurance inspections at firearms training events
  • Provides instruction to new hires and current employees as required to maintain and improve marksmanship skills

 

QUALIFICATIONS:  

  • Must be 21 years of age
  • Must be an U.S. Citizen and read, write, and speak English
  • Trainers must have background with a minimum of two (2) years of training experience in civilian community law enforcement, military service law enforcement or commercial/industrial security force service.
  • Must be a BSIS Certified Trainer for Security Guard License
  • Preferred: WA State Criminal Justice Training Commission Certified 
  • Must have intermediate skilled in Microsoft Office, Word, Excel, and PowerPoint
  • Ability to speak in front of large groups of people

WORKING CONDITIONS

 

Travel to and from sites required regularly including driving and flying to sites ranging from San Diego, CA to Seattle, WA. Often work in classroom settings and subject to frequent interruption. Frequent work outside and in inclement weather conditions is required, including extreme heat, cold, and humidity. May be exposed to airborne particles, OC Spray chemicals and vibration. Must wear Personal Protective Equipment as required by established Company Safety standards. Work schedule may include some extended or weekend hours are required, and work schedule will vary.
