Employee Field Investigator – Entry Level, Nationwide

POSITION: Background Field Investigator – (Entry Level)

RESPONSIBILITIES:

Conduct federal background investigations and prepare reports of investigations in compliance with Federal Investigative Standards, all laws, and other required federal agency regulations. Work cases throughout the geographic area of responsibility and travel to various places of employment, residence, and education institutions.

Driving is an essential function of the job and Motor Vehicle Records may be checked as part of the hiring process or at any time during employment. Candidates with poor driving history will not be considered.

Clearance Requirement:

  • Current (within the last 2 years) Single Scope Background Investigation (SSBI) or active Secret level security clearance based on an SSBI or
  • Candidate must be willing to complete security paperwork and participate in a Background Investigation to include 10+ years of history comprising items such as residence, education, employment, financial, medical, and personal records
  • Ability to acquire and maintain any other specific special clearances/access requirements

 QUALIFICATIONS:

  •  Must be a citizen of the United States
  • 4-year Bachelor’s degree from accredited College or University
  • Reliable personal vehicle, valid driver’s license, and satisfactory driving record
  • Attend and successfully pass all required training which includes 4-week virtual classroom training and 2-week in person mentorship with Senior Investigator

 Desired Experience and Education:

  • Office of Personnel Management investigator training.
  • Prior background investigations experience supporting government contracts.
  • Bachelor’s degree in criminal justice or a related field.
  • Current Top-Secret clearance

Job Duties and Responsibilities:  

  • Conduct in-person, one-on-one subject interviews to obtain information about the individual’s background and character, in accordance with agency guidelines and instructions.
  • Obtain factual information from a variety of personal and record sources to produce a report of investigation that contains all pertinent facts of an individual’s background and character in accordance with agency guidelines and instructions
  • Complete record checks at law enforcement agencies, courthouses, education and employment records, financial/bankruptcy records, and medical/mental health records
  • Obtain and complete fieldwork in a rapid, time-sensitive work environment while meeting quality and timeliness metrics
  • Travel throughout the geographic area of responsibility to conduct investigations at various places of employment, residence, and education institutions as cases are assigned
  • Must be willing to travel in and around assigned location within 30-50 miles (or more), radius of their region (or more as needed)
  • Engage in dialogue on a regular basis with case managers and representatives at contractor facilities, various U. S. Government organizations, and law enforcement agencies to develop and maintain effective and cooperative working relationships
  • Communicate effectively with Regional Field Managers, Lead Investigators, and Case Managers to ensure timeliness and thoroughness of investigations
  • Adapt to changing situations and environments as they occur and be able to interact with people from all walks of life and socioeconomic levels
  • Demonstrate strong verbal and written communications skills and exhibit professional demeanor in all situations
  • Workload based on availability of cases in geographic area
  • Some voluntary, temporary duty assignments in other areas of the country (typically 2-4 weeks at a time) are possible
  • Must reside within 15-20 miles of requisition location at time of training starting Location changes could impact continued employment.

Case Scoper – Background Investigations

POSITION: Case Scoper

Job Duties:

Review submitted SF86 for completeness, content, and release forms; review security form and break out investigation elements into geographic area according to scoping guidelines; create Letter of Assignment (LOA) in database by inputting tasks on LOA; forward completed packages to Assignments Section; provide statistics referencing outstanding cases to coordinator; fill out necessary administrative paperwork to send to other operational units as necessary. Other duties as assigned.

Minimum Qualifications:

  • U.S. Citizenship
  • Minimum 18 years of age
  • H.S. Diploma/GED
  • No experience in the investigations field needed
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in oral, written, diagram, or schedule form
  • Excellent organizational skills
  • Good knowledge of U.S. geography and ability to read street maps and understand time/distance concepts;
  • Ability to read and interpret documents such as safety rules and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively to customers or employees
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint), Internet and E-mail
  • Must have a current (within the last two (2) years) Single Scope Background Investigation (SSBI) or active Secret Level Security Clearance based on an SSBI.

Preferred Education and Experience:

  • Bachelor’s Degree from four-year college or university
  • Knowledge of the Federal Investigative Standards
  • Knowledge of the Standard Form 86.

Training Specialist – Background Investigations

Training Specialist — Background Investigation

REQUIRED SECURITY CLEARANCE: Applicants applying should currently hold, at a minimum, an active Secret clearance based on a Tier 3 Investigation. Must be eligible for immediate crossover to a U.S. Government Top Secret clearance.

REQUIRED EXPERIENCE:
Investigations: Must have thorough knowledge of background investigation process and personnel security management as well knowledge of the Federal Investigative Standards (FIS).

 

Training: Must have experience planning, organizing and facilitating training programs and well as knowledge of instructional design and training software (e.g., Articulate, Captivate, Camtasia) 

 

 

RESPONSIBILITIES:
* Oversee Program Management Office (PMO) and Investigator training programs.
* Work closely with project and field teams to support training for operational staff.
* Provide expert knowledge concerning the formulation of curricula for Investigation Service
Group training programs. Organize activities such as presentations, job simulations, and role-playing exercises.
* Coordinate and conduct need assessments to identify need and opportunity areas across multiple contracts and lines of business.
* Collaborate with Customer POCs, program SMEs
, and business stakeholders to create and develop content for training courses, curriculum, and resources.
*
Develop curricula objectives tailored to specific client requirements while ensuring content matches established Program objectives, compliance, and standards.  Evaluate effectiveness of training materials to determine if intended outcomes were achieved.
* Develop or assist in the development and validation of tests for measuring proficiency of students.
* Measure end results of training programs against objectives.
* Provide technical assistance on compliance with client training requirements.
* Recommends new curricula, revision or termination of existing curricula, changes in instructional methodology and the use of new audio-visual equipment.
* Serve as a Learning Management System (LMS) Administrator.
* Create and develop training materials for use with in-person classroom and online trainings.
* Collaborate with Program Office and Field Operations personnel to create, develop and refine job aids and resources for both new and experienced personnel.
* Administer and maintain documents, guides, and resources used for training programs and housed in document libraries.
* Provide Training Manager and/or respective Project Manager/Field Manager with feedback regarding students/learners.
* Facilitate and provide support for remediation training for PMO and Investigator positions.
  Writes scripts for video and audio content.
* Ensure project compliance with ISO standards.
* Facilitate Basic Investigator, PMO, and Contract Specific Training Courses.
* Conduct annual field and PMO refresher trainings.
*
Keeps current on best practices in instructional design and classroom facilitation.
* Willing to travel up to 25-50% of the time.
* Other duties as assigned.

 

QUALIFICATIONS:
* U.S. Citizen.
* At least 18 years of age.
* Bachelor’s Degree from four-year College or university; experience in background investigations and knowledge of the background investigation process or equivalent combination of education and experience.
* Experience creating interactive computer-based training modules using Instructional Design software tools (preferred software includes: Articulate Storyline, Camtasia, Snagit).

* Preferred general experience managing and administering a Learning Management System (LMS) to include defining user roles, creating courses, running reports, and troubleshooting issues.
* High reasoning skills, including ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in oral, written, diagram, or schedule form.
* Strong communication skills (both written and oral), including ability to read, analyze, and interpret general business periodicals, customer guidance/manuals, investigator handbook, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to present information in an effective manner to senior management.
* High computer skills and ability to work in a MS Windows based operating environment, including proficiency with Microsoft Office (Word, Excel, PowerPoint), Internet, SharePoint, Microsoft Teams, and E-mail.
* Ability to interact and collaborate with colleagues with diverse backgrounds and experience.

WORKING CONDITIONS:

Work is typically based in a busy office environment and subject to frequent interruptions. Business work hours are Monday through Friday from 9 am to 6 pm, however, some extended or weekend hours may be required. The position does not require regular travel.
