POSITION SUMMARY

 

The Subcontracts Administrator is responsible for preparing, reviewing, issuing and monitoring bid documents; reviewing and evaluating bid proposals; preparing, reviewing and issuing agreements, associated supporting documents to include price/cost analysis; and monitoring the performance of subcontractors on subcontracts with low to moderate complexity.

 

RESPONSIBILITIES

 

This list of duties and responsibilities is not intended to be all-inclusive and may be expanded to include other duties or responsibilities that management may deem necessary from time to time.

  • Review Work Package Specifications received for bids of low to moderate complexity, generate bid packages consisting of RFPs and RFQs, fairly and openly solicit bids from both large and small subcontractors, coordinate small business bids with the Small Business Liaison, analyze subcontractor proposals, and provide fact-supported subcontractor recommendations for management review and approval
  • Ensure subcontractor due diligence requirements are met in accordance with company policy
  • Assist in the development of contractual/subcontract agreements and modifications of low to moderate complexity in accordance with management guidelines. Ensure that all required terms and conditions, statements of work, performance requirements and prime contract flow downs are incorporated into the subcontract agreements
  • Participate in the development and documentation of the vendor database, participate in regular supplier reviews and ratings, and vet suppliers for inclusion in the approved supplier database
  • Work closely with Export Compliance, Legal, Risk Management and Finance
  • Negotiate and generate purchase orders for subcontract materials and/or services. Ensure all subcontractor qualification requirements are met prior to award, including insurance, security clearance, nondisclosure agreements and applicable small business submissions
  • Work with program and field personnel to define and monitor subcontractor facilities and personnel levels to ensure the subcontract requirements are met in accordance with the subcontract terms and conditions
  • Work with program and field personnel to schedule deliveries, confirm subcontractor performance and verify completion of prescribed segments of work prior to payment
  • Work with internal program and field personnel to resolve subcontract issues and maintain open lines of communication with subcontractors
  • Maintain all documents, files, correspondence, meeting minutes and other appropriate and applicable documents in accordance with requirements of a DCMA approved purchasing system. Convey documentation of solicitation and quotes to the Small Business Liaison as required confirming compliance with small business requirements
  • Assist in CPSR audits

 QUALIFICATIONS

  • Bachelor’s degree or equivalent experience required
  • Two plus years of responsible technical and/or professional experience in subcontract administration, procurement, contracts, program management, accounting, or comparable required
  • Experience with CPSR audits preferred
  • Detail oriented with strong price/cost analysis skills
  • Effective oral and written communication skills with all levels of the organization. Strong organizational skills with the ability to manage time and multiple priorities to completion
  • Problem solving skills with an analytical thought process

WORKING CONDITIONS

 

Work is typically based in a busy office environment and subject to frequent interruptions. Business work hours are Monday-Friday from 8:00 am to 5:00 pm, however some extended or weekend hours may be required.

Background Investigator – DCSA – Nationwide

POSITION: Background Investigator – DCSA

RESPONSIBILITIES:

Conduct federal background investigations and prepare reports of investigations in compliance with Federal Investigative Standards, all laws, and other required federal agency regulations. Work cases throughout the geographic area of responsibility and travel to various places of employment, residence and education institutions.

QUALIFICATIONS:

  • U.S. Citizenship;
  • H.S. Diploma or equivalent;
  • Minimum of 1 year within the last five (5) years of investigations experience at the federal, state, or local level of government;
  • Must have some mix of NBIB/DCSA/FIS Experience;
  • Reliable personal vehicle, valid driver’s license, and satisfactory driving record;
  • Willing to travel on temporary duty assignments as needed (by car or plane);
  • Successfully pass background checks and all required training;
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists;
  • Ability to interpret a variety of instructions furnished in oral, written, diagram, or schedule form;
  • Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations;
  • Ability to write reports and business correspondence;

Job Duties and Responsibilities:

  • Conduct in-person, one-on-one subject interviews to obtain factual information about the individual’s background and character, in accordance with agency guidelines and instructions.
  • Obtain factual information from a variety of personal and record sources to produce a report of investigation that contains all pertinent facts of an individual’s background and character in accordance with agency guidelines and instructions.
  • Travel throughout the geographic area of responsibility to conduct investigations at various places of employment, residence, and education institutions as cases are assigned.
  • Must be willing to travel in and around assigned location within 30-50 miles (or more) as needed
  • Engage in dialogue on a regular basis with managers and representatives at contractor facilities, various U. S. Government organizations, and law enforcement agencies to develop and maintain effective and cooperative working relationships.
  • Adapt to changing situations and environments as they occur and be able to interact with people from all walks of life and socioeconomic levels.
  • Demonstrate strong verbal and written communications skills and exhibit professional demeanor in all situations.
  • Work load based on availability of cases in geographic area.

WORKING CONDITIONS:

Work is typically based in the investigator’s home office as well as in the investigator’s personal vehicle traveling to various field locations to conduct interviews. Coverage area varies and could include some extended drives. Work hours vary depending on availability of leads and do not always fall within normal business hours, to include potential weekend hours or third-shift appointments.

Senior Proposal Manager

RESPONSIBILITIES

Constellis is looking for a Senior Proposal Manager to service in a leadership role and manages the proposal development process for producing compelling, compliant, and winning proposals. The Senior Proposal Manager has full accountability for all proposal activities during the proposal life cycle. The Senior Proposal Manager works closely with business development, operational teams, SMEs, and functional areas to develop and deliver winning, high-quality proposals for the company’s key strategic bid initiatives across all company lines of business.  There is the option to work remote only going into the Herndon office as needed.

  • Manage the full life cycle of the proposal response process from analysis of RFPs to final production and submission of proposals
  • Independently lead the coordination and preparation of proposals including scheduling; conduct kick-off meetings, storyboarding and win strategy sessions, and review meetings
  • Must be able to direct work of other team members, consultants, SMEs, and others while ensuring compliance and on-time delivery of responses
  • Translate capture strategy, win-themes, customer hot buttons, discriminator/differentiators, and ghosting techniques throughout the proposal and coordinate review sessions
  • Drive proposal content from contributors, writers, SMEs and reviewers to the proposal outline and schedule and assure that the proposal is compliant, compelling and persuasive in accordance with the solicitation requirements
  • Assist in proposal writing and content development where needed
  • Ensure compliance with company’s proposal processes, templates, checklists, standard write-ups, tools, best practices, and proposal repository procedures
  • Manage all proposal activities to include planning, conducting, and facilitating kickoff meetings, storyboarding, standup meetings, reviews, and final approval submission
  • Shred RFPs, create proposal outlines and compliance matrices, and develop annotated writing templates for writers and SME developing quality content
  • Maintain clear and effective communications, setting expectations, assigning roles and responsibilities to all team members and establish priorities to meet proposal deadlines
  • Assume direct ownership of the proposal for entire proposal lifecycle, including post-submission support up to contract award
  • Maintain a close relationships with Capture Managers and actively participate in capture management activities during the pre-solicitation phase
  • Serve as member of review teams and act as overall team review lead
  • Define, document, implement, and support continual proposal process improvement

 

QUALIFICATIONS

  • Bachelor’s degree in related field from accredited college or university or equivalent experience Extensive experience responding to large ($75M+) U.S. Government solicitations
  • Must have 5+ years of federal proposal management experience directly producing winning proposals
  • Ability to obtain a SECRET level clearance or higher
  • Strong knowledge of MS Office suite, Adobe Professional, and SharePoint with preferred experience with MS-Project and MS-Visio
  • APMP certification is desired
  • Must possess the knowledge and understanding of industry proposal best practices in federal government contracting
  • Ability to research, interpret, and analyze precedent decisions, laws, and regulations according to, but not limited to, the FAR, DFAR, DOSAR, and various schedules as they apply
  • Proven executive level presentation skills, both internal and external to the company

Team Lead – Investigations

REQUIRED SECURITY CLEARANCE:  Must have a favorably adjudicated and current Single Scope Background Investigation (SSBI) or active Secret Level Security Clearance based on a SSBI.  Date of last investigation cannot be older than 5 years

 

REQUIRED EDUCATION: Bachelor’s Degree from four-year College or University

REQUIRED EXPERIENCE:  Experience in background investigations and/or knowledge of the Federal Investigative Standards (FIS)

RESPONSIBILITIES

  • Provide first line supervision to a team of Case Reviewers
  • Monitor cases assigned to unit to ensure compliance with delivery due dates and track submission of investigative leads. Check for quality and take necessary actions to complete cases
  • Prioritize cases where noteworthy or derogatory information is developed
  • Conduct second level review of team cases
  • Complete annual evaluations for team employees
  • Provide advice and guidance to field and post-field staff as well as training and mentoring of new team members
  • Provide counseling and disciplinary actions as needed
  • Maintain regular communications with team members to insure consistency
  • Timesheet approval to include leave management

Operations Manager – DCSA

POSITION SUMMARY

This position will lead and manage the day-to-day operation for the OMNIPLEX Investigative Services Group (ISG) field work subcontract on the DCSA program.  The Operations Manager will execute the statement of work (SOW) by ensuring proactive coordination and communication with the Prime, ISG management, project personnel, and G&A support for the success of the project.

 

They will be responsible for quality and timeliness performance across the project and will engage with ISG Senior Management and Field Operation Managers to coordinate service delivery, metrics, and performance.  Additionally, this role will work in coordination with other operation departments to include Analytics, Finance/Billing, Recruiting, and Contracts.  The Operations Manager is the primary point of contract for ISG with the Prime.

 

RESPONSIBILITIES

  • Lead and manage the day-to-day operation
  • Execute the statement of work by ensuring proactive coordination and communication with the Prime, ISG management, project personnel, and G&A support for the success of the project
  • Implement Federal Investigative Standards and customer specific guidance accurately reflected in program documentation
  • Assure quality and timeliness performance across the project is achieved
  • Engage with ISG Senior Management and Field Operation Managers to coordinate service delivery, metrics, and performance.
  • Primary POC for ISG with the Prime
  • Work in coordination with Prime and ISG Analytics Manager to conduct quality assessments, metrics, and trend analysis
  • Provide presentations in meetings with Prime/Customer and up the company levels of executive leadership.
  • Implement DCSA processes, policies, and procedures
  • Instruct ISG personnel on how to navigate the DCSA Background Investigations Enterprise (BIES)
  • Establish and/or comply with reporting requirements for the Fieldwork Support Service contract to include project performance and staff metrics to meet contact goals and objectives
  • Resolve problems and apply practical solutions with results, which require an intimate knowledge of the personnel security background technical requirements and solid management techniques.
  • Prepare and disseminate project communications through medium such as, but not limited to, portal alerts, staff memorandum, hot topics, work instructions, one-on-one discussions, and other methods that facilitate project operations.
  • Hiring lead on the contract and will coordinate with recruiting and project control to identify staffing needs and resources, to include the development of a hiring pipeline to fill staffing gaps.
  • Will lead project ramp-up to full operational capability
  • Prepare performance evaluations for staff
  • Coordinate with corporate and support functions when issues arise or assistance for staff is needed

QUALIFICATIONS

Must have current security clearance cleared to T5 level

  • Must have proven leadership and communication skills to guide and direct project resources to meet high performance and quality expectations
  • Must have direct DCSA project experience within the last 5 years
  • Bachelor’s degree from a four-year college; or minimum of an Associate degree with two years of relative experience.
  • Five (5) years’ experience in the Background investigations industry with demonstrated skill sets to analyze technical and policy guidance from the Prime and translate them into an operations plan that will documentation and communication the requirements to the operations team, (i.e. staff, investigators, the training staff, etc.)
  •  
  • Have a strong understanding of Federal Investigative Standards (FIS) and how the FIS is applied to the DCSA tiered investigation requirements.

  • Demonstrated capability to facilitate coordination between ties like a Prime and management personnel in ISG departments to solve practical problems/issues and interpret requirements and/or changes.

  • Strong communication skills, verbally and written, in fulfilling the responsibilities of the position; includes contacting Investigators, interacting with Prime /Customer points of contact, and communicating up and down the organization through various forms (i.e., written correspondence, memorandums, PowerPoint briefings, required reports in Excel, or use of other methods) as required and necessary

Deputy Operations Manager – DCSA

POSITION SUMMARY 

This support position will manage and proactively track key project activities such as investigator staffing, investigator capacity and project caseloads, individual and project performance metrics and complete all administrative tasks in a timely manner.  The responsibilities are in direct support to the DCSA Operations Manager and includes, but are not limited to, the following: assist with identifying staffing requirements, running and reviewing project operational reports, maintaining daily, weekly, and monthly statistical reports, assisting with case production and audit of invoicing, and billing reports, managing investigator workloads, and coordinating and conducting training sessions.   

 

RESPONSIBILITIES 

  • Operate under the direction of the DCSA – Operations Manager 
  • Will take on day to day operations in the absence of the operations manager.  
  • Work in coordination with the Operations Manager and other managers on the ISG business unit such as the Analytics Manager and the Recruiting Manger to provide oversight to achieve maximum operational efficiency. 
  • Engage and communicate with investigators to optimize workload availability. 
  • Apply management’s guidance on field resource utilization to maintain the desired workload balance between DCSA and Non-DCSA programs 
  • Ability to understand and communicate workload in more than one unit of measurement such as leads, units of work or source units or some other proprietary measure need to track capacity on the project.  Weekly coordination of workload assignments from the Prime  to Investigators.  Monitor workload, field resources, and track weekly logs to ensure adequate field work is assigned to investigators 
  • Report to Prime the number of units of work an investigator needs to be proficient ensuring they receive adequate lead loads.  Monitor and track Units of Work in OMNIPLEX’s Case Management system and gain understanding of DCSA Background Investigations Enterprise Systems (BIES) Participate in organizational meetings and strategic initiatives.  Review, audit and process billing reports on a weekly basis.  Work with Recruiting to provide input for pipeline management 
  • Willingness to take on other duties and learn other aspects of the business as needed 

QUALIFICATIONS 

Must have a current security clearance based on a T5 investigation:   

  • Must have previous DCSA experience in within last 5 years working with their case management system  
  • 3+ years of experience within background investigations with knowledge of the Federal Investigative Standards (FIS) and how the FIS applies to the DCSA background investigation process. 
  • In-depth knowledge of DCSA processes, policies, and procedures regarding the Field work contract.  
  • Understand contract requirements by referring to customer guidelines 
  • Strong verbal and written communication skills, with proven experience contacting investigators about requirements and performance, interacting with client/customer points of contact (POCs), project management staff, and corporate support personnel.   
  • Proficiency using Microsoft Office: Excel, Word, Access, Outlook 
  • Excellent professional interpersonal skills both in person, by phone, and email 
  • Self-directing and detail oriented. 
  • US. Citizenship.

Case Reviewer – Background Investigations

POSITION: Case Reviewer

Job Duties:

Provide advice and guidance to investigators on investigative and formatting requirements; Monitor pending cases to ensure compliance with delivery due dates and track submission of investigative leads; prioritize cases where noteworthy or derogatory information is developed; Monitor pending cases, review and revise reports of investigation; Check for quality and take necessary actions to complete case; notate Investigator Quality Performance remarks; Schedule additional leads as discovered in investigation. Other duties as assigned.

Basic Qualifications:

  • U.S. Citizenship;
  • Minimum 18 years of age;
  • H.S. Diploma or equivalent;
  • Bachelor’s Degree from four-year college or university; experience in background investigations and knowledge of the background investigation process to include thorough understanding of Intelligence Community Directive (ICD) 704 requirements; or equivalent combination of education and experience;
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in oral, written, diagram, or schedule form;
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to present information in an effective manner to senior management;
  • Proficient with Microsoft Office (Word, Excel, PowerPoint), E-mail, Internet, and database software;
  • Must have a current (within the last two (2) years) SSBI or active Secret level Security Clearance based on an SSBI.

Other Requirements:

  • Successfully pass criminal record and credit report checks;

Case Scoper – Background Investigations

POSITION: Case Scoper

Job Duties:

Review submitted SF86 for completeness, content, and release forms; review security form and break out investigation elements into geographic area according to scoping guidelines; create Letter of Assignment (LOA) in database by inputting tasks on LOA; forward completed packages to Assignments Section; provide statistics referencing outstanding cases to coordinator; fill out necessary administrative paperwork to send to other operational units as necessary. Other duties as assigned.

Minimum Qualifications:

  • U.S. Citizenship
  • Minimum 18 years of age
  • H.S. Diploma/GED
  • No experience in the investigations field needed
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in oral, written, diagram, or schedule form
  • Excellent organizational skills
  • Good knowledge of U.S. geography and ability to read street maps and understand time/distance concepts;
  • Ability to read and interpret documents such as safety rules and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively to customers or employees
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint), Internet and E-mail
  • Must have a current (within the last two (2) years) Single Scope Background Investigation (SSBI) or active Secret Level Security Clearance based on an SSBI.

Preferred Education and Experience:

  • Bachelor’s Degree from four-year college or university
  • Knowledge of the Federal Investigative Standards
  • Knowledge of the Standard Form 86.

Senior Billing Analyst

POSITION SUMMARY

 

Responsible for preparation of monthly customer invoices, Accounts Receivable, monthly revenue recognition in accordance with contract terms, and GAAP.

 

RESPONSIBILITIES

  • Invoice customers in a timely and accurate manner. Ensures more complex invoices are in compliance with appropriate contracts, guidelines and regulations. Identifies issues, researches same and remedies as appropriate.
  • Identifies additional billable costs and creates appropriate invoices
  • Works with customers to refine invoicing process and individual invoices
  • Set up billing formats and prepare all invoices, including close-out invoices and rate adjustment invoices
  • Identify uncollectible amounts and provide recommendation on allowance for bad debt
  • Analyze unbilled receivables monthly and ensure timely resolution of outstanding amounts
  • Participate as key contributor in new project kickoff meetings to ensure project setup optimizes accounting software capabilities for project revenue, billing and reporting
  • Maintain project data in Project Master File and Billing Master File
  • Interface with Business Analysts and Project Managers to coordinate information on projects
  • Assist with the preparation of the annual incurred cost submission
  • Establish monthly review process for revenue recognition with business analysts
  • Establish billing review process to include business analysts
  • Document billing system in preparation for audit and be the primary liaison for a Billing Systems audit
  • Research and identify possible solutions for policy/procedure issues related to assigned areas

 QUALIFICATIONS

  • Associates degree in Accounting or related discipline, experience will be considered in lieu of degree
  • Minimum of 5 years of experience with at least 3 years in a government contracting environment
  • Experience billing State Department contracts
  • Comprehensive knowledge of Deltek Costpoint billing module and revenue accounting for a government contractor
  • Experience with Microsoft suite, proficiency in Excel is essential
  • Must be organized, detail oriented, motivated and able to multitask in a fast paced and dynamic work environment
  • Ability to interact and communicate, both oral and written, with individuals across the organization
  • Effective oral and written communication skills with all levels of the organization.
  • Strong organizational skills with the ability to manage time and multiple priorities to completion.
