Herndon, VA. (May 8, 2020) – Constellis, a leading global provider of risk management, security, humanitarian, training and operational support services to government and commercial customers worldwide, announced today that Centerra was awarded the Fire, Security, Antiterrorism and Mail Room contract at the Lake City Army Ammunition Plant (LCAAP) beginning October 1, 2020.
Centerra will partner with prime contract holder, Olin Winchester, on the contract. Olin Winchester, the ammunition division of Olin Corporation, was tasked to operate, maintain and modernize the LCAAP. Winchester has been a premier developer and manufacturer of small-caliber ammunition for militaries, law enforcement agencies, and commercial distributors and retailers for over 150 years and is the U.S. Army’s largest producer of small-caliber ammunition outside of the Lake City plant.
Centerra has been a partner on the LCAAP contract since 2009. The company was chosen by Winchester to continue work at the location due to “performance under the existing contract, the day-to-day professionalism onsite today, and the organization’s overall expertise.”
Under this complex contract, Centerra will provide fire, emergency services, security services, antiterrorism, and mail services to receive, process, dispatch and deliver incoming and outgoing mail at the DOD Lake City Army Ammunition Plant.

The 4,000-acre Lake City plant, a strategic asset of the U.S. Government’s munitions industrial base, began production of small-caliber military ammunition in 1941. The site is now a national and regional test center for ammunition and weapons performance.
