The increase in high-profile attacks in Baghdad throughout November is likely the result of IS responding to the ongoing campaign to liberate Mosul. Furthermore, on 26 November, a law regarding the legal status of the Popular Mobilization Units (PMU) was ratified in the Council of Representatives. According to the law, PMUs will form an independent military entity within Iraq’s armed forces.
