Shift Instructor-Security

POSITION SUMMARY 

This position is responsible for the management of overall operational effectiveness of the dispatch center.

 

RESPONSIBILITIES 

  • The Protective Force (PF) is accepting applications for the position of Protective Force Shift Instructor / Administrative Supervisor.
  • The PF Shift Instructor provides course instruction to PF uniformed officers and support personnel to ensure knowledge, skills, abilities, and the desired level of proficiency is achieved and maintained in accordance with federal regulations, DOE directives, and PF policies and procedures.
  • The PF Shift Instructor must be willing to work a flexible schedule (to include nights and weekends) with varying hours at all DOE HQ facilities and approved training locations in order to meet the DOE HQ training mission and training requirements. 
  • The PF Shift Instructor will be expected to perform Supervisory functions to include but not limited to post audits and inspections, assist with day-to-day security operations, adhere to and enforce Protective Force Standards of performance and conduct as directed by Protective Force leadership. Applicant must be certified in Central Alarm Station (CAS) operations or meet requirements that reasonably assure the individual will be certified within 90 days of assuming the position.

 

Qualifications:

 

  • Applicant must possess a DOE (L or Q) security clearance or meet requirements that reasonably assure a (Q) security clearance can be obtained and maintained.
  • Applicant must possess at least five years of demonstrated experience and knowledge of law enforcement or security methodologies.
  • Applicant must possess a DOE Security Police Officer (SPO) certification or meet requirements that reasonably assure a DOE SPO certification will be received in a timely manner.
  • Applicant must or should achieve a firearm qualification score of 270 or higher on their Basic Security Police Officer Training (BSPOT) firearm qualification (Recommended / Optional)
  • Applicant must successfully complete the appropriate DOE certification courses for the instructor position (e.g., BIT = Basic Instructor Training and IFIC= Intermediate Force Instructor (Defensive Tactics) Certification)
  • Applicants must successfully complete the American Red Cross First Aid/CPR & AED Instructor Certification Course
  • It is recommended that the applicant have the ability to successfully complete the DOE Firearms Instructor Certification (FIC) Course
  • It is recommended that the applicant have previous experience as an instructor to include teaching, testing and evaluating students on various Protective Force security systems, policies, and procedures.
  • Applicants must have strong writing skills and be able to develop various documents using Microsoft Office tools and applications.

Site Lead Supervisor

POSITION SUMMARY

The Site Supervisor manages communications with the staff, liaison to onsite customer and serves as lead for the contractor during the assigned shift. The Site Supervisor directs, coordinates and oversees all activities of the on-site security staff, including all supervisory, training and operations functions at the assigned post, in accordance with post orders and client instructions, and following all internal procedures.

 

RESPONSIBILITIES

  • Supervise an Armed/Unarmed work force of up to 60+ individuals.
  • Supervision, management, security patrols, access control, security related personnel escort duties, traffic, parking control, law and order duties, as well as security and fire safety surveillance.
  • Responsible for direction of the workforce for the shift, including authority to assign work, holdovers and authorize overtime.
  • Counsel/discipline employees related to performance/conduct issues, including authority to immediately suspend serious violations and effectively recommend termination.
  • Provide on-the-job training and access training to new personnel.
  • Distribute, collect, and review bi-weekly timesheets.
  • Complete daily inspections for officers to meet the compliance standards.
  • Keep project management informed on all project issues while ensuring two-way communication.
  • Track uniforms and equipment issuances; maintain inventory and update officer records.
  • Mentor junior officers in career path opportunities and provide incentives to support employee growth and retention.
  • Track various contract data as assigned.
  • Other duties as assigned.

 

QUALIFICATIONS

  • US. Citizen.
  • Diploma/GED.
  • Minimum 21 years of age.
  • Valid Driver’s License.
  • Minimum two (2) years civilian, law enforcement, or military security service experience.
  • Supervisory/management experience.
  • Impeccable customer service skills.
  • Possess the ability to manage multiple officers on various posts with 24/7 coverage.
  • Knowledge of customer badge structure and system preferred.
  • Good communication skills, both oral and written.
  • Ability to make decisions quickly and accurately.
  • Experience with Microsoft Office (Word, Excel, Outlook) and Internet.
  • Possess required certifications to include CPR, First Aid, AED, and Armed DCJS License.
  • Current Full Scope Polygraph. 
  • Must be approved by the customer to work in this position.

WORKING CONDITIONS

 

Work is typically based in a busy environment with varying conditions and subject to frequent interruptions. This position is 6 pm – 6 am, varied schedule, Sun-Sat.

Security Police Officer

POSITION SUMMARY

 

Security Police Officers protect the premises, facilities, property and personnel utilized by the Department of Energy in performing missions for the United States Government.  Applicants with former military, civilian law enforcement or armed/unarmed security experience are encouraged to apply.  Marksmanship experience is highly preferred as semi-annual firearms qualifications with a minimum standard score of 80% is required. Applicants must be U.S citizens and have a valid driver’s license.  A rigorous background investigation including criminal history check, credit check, pre-employment drug screening, physical and psychological examinations will be conducted. Due to the armed nature of the position, personnel with arrests for domestic violence or who are the subject of a protective order will not be considered.

 

RESPONSIBILITIES

QUALIFICATIONS

  • Education:  Applicant must possess a high school diploma, or its state recognized equivalent.
  • Experience:  None (must successfully pass DOE BSPOT course).
  • Clearance:  At a minimum, the individual must possess a DOE (L) security clearance or must meet the eligibility requirements that will reasonably ensure a DOE (L) clearance is obtained.
  • Training:  Applicant must meet and maintain DOE Security Police Officer I standards as defined by 10 CFR 1046 and DOE Orders and Directives.
  • Applicant must be capable of communicating effectively both in oral and written form.
  • Applicant must have demonstrated the ability to write reports and observations clearly and concisely.
  • Prior armed security, law enforcement, and military experience preferred.

Range Safety Officer

POSITION SUMMARY

The Range Officer ensures range safety and compliance with all USCG and USMC regulations. The Range Officer monitors all personnel while on an active range.

 

RESPONSIBILITIES

  • Monitor range safety in accordance with USCG and USMC regulations.
  • Ensure compliance with USCG Ordinance Manual, Department of the Army Pamphlet 38-563(Range Safety).

QUALIFICATIONS

  • Must be currently, or previously certified as a Range Officer in Charge or Range Safety Officer DOD facility.
  • Five (5) years of DOD firing range facilitation experience, including flat ranges, shoot houses, water training tanks, fast rope/ rappel tower, and small arms weapons systems including rifle, shotgun, and pistol.
  • Specific experience with the MK18, M870 SIG P229, Glock 9MM, M2HB, M240 and MK19 are preferred.
  • Must be able to lift and carry 50lbs, work in extreme weather elements, and wear full protective gear weighing up to 40lbs for full workdays.
  • Upon hire, will be required to become familiar with all Marine Corps and Coast Guard range safety regulations/policies to include successfully obtaining Range Safety Officer certification.
  • Must possess/maintain a valid state driver license and company insurance, with no negative impacts that would prevent them from driving a government vehicle.
  • Within three months must certify to drive government vehicle and trailer PQS.
  • Within six months must successfully complete the SMTC Range and Weapon Simulator PQS and certifications.
  • No Security Clearance required; e-QIP background check/fingerprints required.

– Must meet Lautenberg Amendment criteria to carry firearms

Classroom conditions will be comparable to a typical office setting with work hours of 0700-1900 based on the training schedule, with a typical 8-hour workday. Field/Range conditions requires wearing PPE, working outside in weather during all four seasons, with prolonged periods of standing and moving while delivering training.

Must pass a standard physical examination that includes, medical history, height, weight, blood pressure, and meet required fitness standards throughout employment under the contract. Must pass pre-employment drug testing and remain drug free for the duration of the contract. Must be able to lift 50 lbs. of equipment or stock inventory and stand for period of up to 8 hours per day.

Protective Security Officer

 

POSITION SUMMARY:

 

Staff armed security posts and provide security for the personnel and property of, and visitors to, assigned US Government Property. May also work in a Control Center.

 

RESPONSIBILITES:

  • Effectively and efficiently screen and process visitors.
  • Identify, report, delay or detain persons who violate rules and regulations.
  • Conduct internal and external roving foot patrols, traffic control.
  • Ability to maintain excellent detection rate on x ray machine.
  • Detect and respond to alarms and emergencies.
  • Communicate and remain accessible via two-way radio or company issued cellular phone.
  • Understand and comply with all requirements defined within company documents to include:
    • Post and General Orders, plans, policies, procedures.
  • Provide first aid, CPR, and assist during emergencies as necessary.
  • Must be able to wear protective body armor as a part of the duty uniform.
  • Maintain training, physical fitness, agility requirements, and weapons qualifications.

QUALIFICATIONS:

  • Be a United States citizen; or a Lawful Permanent Resident who is currently or has served in the US Armed Forces.
  • Has a valid Social Security Card.
  • Have verifiable documentation of at least one experience level and at least one educational level or any reasonable combination listed below:
    • Experience:
    • A minimum of two (2) years of security (armed) or law enforcement experience; or
    • A minimum of two (2) years of honorable service as a member of any U.S. Armed forces component.
    • Education:
    • Received a High School Diploma or equivalent from an accredited learning institution recognized by the U.S. Department of Education or as identified on a DD214; or
    • A minimum of 60 credit hours, in a related field, from an accredited learning institution recognized by the U.S. Department of Education; or
    • Successful completion of a federal/state certified law enforcement education and training or police officer’s standard training course that may result in a law enforcement appointment or commission
    • Shall fluently speak, read, comprehend, and compose coherent written reports in English.
    • Be a minimum of 21 years of age.
    • Must meet all contract requirements, including medical, physical, drug screening, psychological, background check, training and FPS suitability.
    • Secret Clearance preferred but not required.

QUALIFICATIONS

  • US Citizen with a valid social security card
  • Must possess a minimum of a High School diploma or equivalent.
  • Possess at least one of the following experience/ education criteria:
    • (1) minimum of three years armed guard experience within past five years,
    • (2) Three years of military or National Guard
    • (3) Successful completion of a state certified law enforcement education and training or police officer’s standard training course.
  • Must meet all medical and physical standards as outlined in the contract.
  • Meet background screening and U.S. Government suitability requirements.
  • Position may require the ability to acquire, and maintain, a security clearance.

  • Pass and maintain medical, and physical fitness standards.
  • Duties require lifting more than 10 pounds, bending twisting, standing and some activities that involve standing for long periods of time. Requires conducting foot patrols and response to alarms in varied weather conditions. 90% of the work will require some sort of physical activity. Occasional travel is required and must be willing to work rotating shifts.

Program Manager

POSITION SUMMARY

The Program Manager is the single point of contact for the Contracting Officer and the Contracting Officer’s Representative (COR). The Program Manager is the senior employee assigned to the contract. The Program Manager is ultimately responsible for the successful execution and performance under the contract.

 

RESPONSIBILITIES

  • The Program Manager shall provide a monthly report using MS Word, MS Excel, or Adobe PDF to the contract officer and COR via electronic mail.
  • Preparation of periodic reports and the maintenance of records in support of USCG training tasks; develop monthly reports, prepare periodic deliverables, and assist in developing job aids and visual presentations; review training programs, schedules and coordinate required support; and maintain master files for all supported program areas.
  • The Program Manager shall be available to the Contracting Officer (KO) or COR via telephone between the hours of 0800 and 1730 Eastern Time, Monday through Friday, and shall respond to a request for discussion or resolution of technical problems within three (3) hours of notification.
  • The Program Manger is responsible for the day-to-day management of all program performance locations and is support by the performance location site team lead.
  • The Program Manager must visit all performance locations and evaluate site team leads throughout the period of performance.
  • Responsible for the collection and return of all issued keys, identification cards, parking passes, and other USCG property from departing employees.

QUALIFICATIONS

  • Must possess a master’s degree in an Education, Business, Administration, or Management related fields.
  • Must possess a minimum of 4 years of management experience including supervising supervisors.
  • Must possess a minimum of 10 years of program management experience.
  • Must be proficient in using the following software applications: Microsoft Word, Outlook, Excel, & PowerPoint.
  • The government desires but does not require the Program manager to have a Project Management Professional (PMP), or a Six Sigma Green Belt Certification.
  • SECRET clearance required.

Pre-Deployment Training (PDT) Instructor

POSITION SUMMARY

The Pre-Deployment Training (PDT) Instructor provides instructional services to meet the Coast Guard’s unique needs in support of tactical operations training. The instructor will provide expert skills and knowledge to deliver instruction to USCG students, focusing on ensuring students achieve the necessary skills mandated by the course curricula and course objectives. Instructors are required to evaluate students’ performance by verifying the students understanding of the course material, competency of learned skills, and the student’s ability to demonstrate applied knowledge.

 

RESPONSIBILITIES

  • The instructor will provide expert skills and knowledge to deliver instruction to USCG students, focusing on ensuring students achieve the necessary skills mandated by the course curricula and course objectives.
  • Instructors are required to evaluate students’ performance by verifying the students understanding of the course material, competency of learned skills, and the student’s ability to demonstrate applied knowledge.

QUALIFICATIONS

  • Must have all the following experience:

– (2) Years of tactical operations or tactical training experience in military, civilian police / swat or USCG training command (SMTC, MLEA, TACLET or equivalent)

– (2) Years of experience as firearms or law enforcement instructor/trainer for Coast Guard, DOD, or civilian police force

  • Within 90 days of hire, PDT Instructors must:

– Meet and maintain weapons certification requirements for the M4, M870, M2HB and current USCG PDW (personal defense weapon), and specified courses of fire.

– Meet and maintain Tactical Combat Casualty Control: All Combatants (TCCC-AC) qualification

– Complete assigned course Core Unique Instructor Training requirement (includes successfully explaining and delivering all assigned course lessons of instruction).

– Must successfully complete TRASYS Instructor PQS, and successfully pass periodic evaluations to meet TRACEN established currency requirements.

  • No Security Clearance required; e-QIP background check/fingerprints required.

– Must meet Lautenberg Amendment criteria to carry firearms.

Operations Specialist (OS) Instructor

POSITION SUMMARY

The Operations Specialist (OS) Instructor provides instructional services to meet the Coast Guard’s unique needs in support of watch supervisor and operations unit training. The instructor will provide expert skills and knowledge to deliver instruction to USCG students, focusing on ensuring students achieve the necessary skills mandated by the course curricula and course objectives. Instructors are required to evaluate students’ performance by verifying the students understanding of the course material, competency of learned skills, and the student’s ability to demonstrate applied knowledge.

 

RESPONSIBILITIES

  • The instructor will provide expert skills and knowledge to deliver instruction to USCG students, focusing on ensuring students achieve the necessary skills mandated by the course curricula and course objectives.
  • Instructors are required to evaluate students’ performance by verifying the students understanding of the course material, competency of learned skills, and the student’s ability to demonstrate applied knowledge.

QUALIFICATIONS

  • Two (2) years’ experience as a primary classroom instructor
  • Have at least 5 years of rated/commissioned operational experience as a qualified CIC Watch Supervisor and Operations Unit Controller in the U.S. Coast Guard or equivalent in the U.S. Navy
  • Three (3) years’ experience in the Command, Control, and Communications field including:

– Proper handling of sensitive and classified material and spaces.

– configuration of voice circuits.

– radio operating procedures.

– Coast Guard mission areas.

– policy and operations of Coast Guard C3 equipment; basic understanding of geo-location coordinates.

– managing and coordinating resources during a search and rescue (SAR) case prosecution.

– specific duties in a Combat Information Center (CIC) environment.

– configuring and operating specific C4I systems.

– tracking and displaying contacts on RADAR systems.

– production and execution of situation reports and communications plans.

– provide accurate shipping and navigation picture.

– policy and operations of Coast Guard C3 equipment.

– understanding of geo-location coordinates.

WORKING CONDITIONS

Classroom conditions will be comparable to a typical office setting with work hours of 0700-1900 based on the training schedule, with a typical 8-hour workday. Field/Range conditions requires wearing PPE, working outside in weather during all four seasons, with prolonged periods of standing and moving while delivering training.

 

PHYSICAL REQUIREMENTS

Must pass a standard physical examination that includes, medical history, height, weight, blood pressure, and meet required fitness standards throughout employment under the contract. Must pass pre-employment drug testing and remain drug free for the duration of the contract. Pilot Instructor (H-60)

The instructor will provide expert skills and knowledge to deliver instruction to USCG students, focusing on ensuring students achieve the necessary skills mandated by the course curricula and course objectives. Instructors are required to evaluate students’ performance by verifying the students understanding of the course material, competency of learned skills, and the student’s ability to demonstrate applied knowledge.

QUALIFICATIONS

  • Military aircraft standardization Instructor Pilot or military Flight Examiner designation obtained within the past ten (10) years in aircraft type per task order.
  • Five (5) years’ experience as a U.S. Coast Guard (or U.S. Navy, U.S. Marine Corps, U.S. Army, U.S. Air Force, or other government equivalent) MH-60T or equivalent H-60 Instructor Pilot.
  • Two (2) years’ experience providing formal classroom instruction in concepts, principals, and methods relating to flight instructional systems.
  • Two (2) years’ experience providing instruction, demonstration, and evaluation of pilot performance in a military aircraft environment, including radio communication procedures, VFR/IFR flight techniques, Air Traffic Control operations, FAA military rules and regulations, emergency procedures, night vision goggle flight procedures, Coast Guard airframe weight and balance systems, and airframe system nomenclature and operation.
  • Shall have experience in performing ISD tasks IAW USCG and Division SOPs Examples include, but are not limited to: Presentations, Student Guides, Instructor Guides, Job Aids, Training Aids (Visual aids, job sheets, homework), Student Knowledge and Skill Evaluation.
  • Shall have experience using computer based training aids, including those for simulators and cockpit procedures trainers, and providing instructor led training using those systems, as well as complete post course critique assessment for course improvements.
  • SECRET clearance required.
