Our executive management team comprises seasoned professionals with decades of experience in the government, military and private sectors. Additionally, Constellis is guided by a distinguished board of directors responsible for corporate governance and oversight of the company.

Executive Leadership

Tim Reardon joins Constellis from Leidos Holdings, Inc., where he served most recently as President of Defense & Intelligence. Prior to joining Leidos in 2016, Mr. Reardon held numerous senior executive leadership positions at Lockheed Martin leading the delivery of advanced systems and solutions to U.S. and international customers worldwide. Mr. Reardon also served as an officer with the Central Intelligence Agency for 10 years, holding analytic, operational, and leadership positions focused on high-priority national security issues.
Since joining Constellis in late 2018, Tim has reorganized the company to accelerate growth, improved operational e¬fficiency by integrating 13 legacy companies, and completed a comprehensive financial restructuring that reduced overall corporate debt by over one-billion dollars.

Chief Executive Officer

As Chief Operating Officer (COO) of Constellis, Paul P. Donahue oversees the daily operations of the company while also serving as the president and Chief Executive Officer (CEO) of Centerra, a Constellis company.
Paul has 25 years of experience in the financial and operational management of government, public, private and private equity organizations. Previously, he served as treasurer and chief financial officer for Centerra, responsible for all financial operations. Paul became the COO in 2006, President in 2010 and CEO in 2012.

Richard Hozik is the Chief Financial Officer of Constellis. As CFO, Richard is responsible for the oversight of all financial strategy and financial operations. Richard has over 45 years of experience in raising of private/public equity and debt (including two initial public offerings), mergers and acquisitions, post-acquisition integration, strategic planning, business process and profit improvement, corporate restructurings and recapitalizations.
Prior to joining Constellis, Mr. Hozik held numerous positions including as Chief Financial Officer and Chief Executive Officer to a number of both publicly traded and privately held government contractors. He has also served as CFO and CEO of a global firm with operations throughout North America, Latin America, Europe, the Middle East, Africa and Asia Pacific.

Gearoid "Gary" Moore is the Chief Legal Officer of Constellis. As CLO, Gary is responsible for all legal and compliance matters involving Constellis and its affiliates. Gary previously served as general counsel at Triple Canopy. Before joining Triple Canopy in 2012, Gary served as general counsel and vice president of strategic projects at Aptara, Inc. Gary previously worked with the international law firms Wilson Sonsini Goodrich & Rosati and Jones Day. Before attending law school, Gary worked in the business recovery services group at PricewaterhouseCoopers, LLP.

Chief Legal Officer

Sharon Watts is Chief Administrative Officer of Constellis and responsible for leading our most critical corporate functions including Enterprise IT, Human Resources, M&A Integration, Branding & Marketing, Facilities and Travel. Most recently, Mrs. Watts served as Leidos Chief Administrative Officer and Deputy President of the Defense and Intelligence Group. In her CAO role, she was responsible for managing central business functions and optimizing indirect costs for the company. In her Deputy President position, she was involved in daily operations providing mission critical services to US government agencies and allied nations around the world. Prior to joining Leidos in 2016, Mrs. Watts held numerous executive leadership positions at Lockheed Martin including leading the delivery of technical systems and solutions to U.S government and internal enterprise business services.

Chief Administrative Officer

David G. Mathews III is the President of National Security Operations at Constellis. In his role, he is responsible for the day-to-day operations of Constellis’ classified programs, data center security and background investigations activities. Dave also served as Constellis interim Chief Financial Officer from June 2018 to November 2018. He previously served as the SVP of Finance and Accounting at Constellis since August 2017, which he joined upon the completion of the acquisition of Omniplex. Previously, he served as the CFO of Omniplex since January 2014. Prior to his CFO role at Omniplex, Dave held senior financial management roles at five publicly traded companies.

David Mathews

President, National Security Operations

As Chief Growth Officer, Rick Tye oversees the company’s business development, capture, proposals, strategy, government and corporate relations efforts. Prior to joining Constellis, Rick was the senior vice president of business and proposal development for Centerra, which is now a Constellis company.
Rick brings 25 years of experience in federal, state, city and special district leadership positions, and 19 years in commercial/contract development. Prior to serving in business development roles, Rick was vice president and general manager of WSI Iraq Operations, where he designed, implemented and led the largest contingency operation of firefighters in U.S. government history. Prior to joining the company, Rick was a Fire Chief, Texas Fire Training Director and the director of the Emergency Services Training Institute, the largest trainer of first responders in the nation. He is a founding member of the National Domestic Preparedness Institute and Texas Task Force 1 Urban Search and Rescue team.

As President of Global Support and Training Operations for Constellis, Jim Noe leads the company's training and mission support lines of business for which he is responsible for all operations and strategy. With more than 20 years of experience in the field, he is one of the nation's leading experts in preparedness training.
Jim previously served as president of his own technology management company, Eon, LLC. Prior to Eon, he served as president of O'Gara Training and Services where he oversaw the acquisition of three companies and their subsequent integrations into one operating division. Jim also served as a program manager for DoS for two years during which he provided chemical and biological terrorism training for the Department of Diplomatic Security, training for the Anti-Terrorism Assistance Program in Manila, and was responsible for the development of training programs for DoS regarding weapons of mass destruction.

President, Global Support and Training Operations

Gerard Neville is the President of North American Operations at Constellis. He is responsible for the day-to-day operations of Constellis’ domestic programs to include contract operations, strategic planning, customer relations, transitions and emergency responses.
Prior to his current position, Gerard worked for an international security firm for 11 years, rising quickly through the ranks to become the senior vice president of operations. In this role, he was responsible for the administration of all company-held federal government and commercial security programs throughout the United States to include the Department of State (DOS), the United States Marshals Service (USMS) and the Department of Homeland Security (DHS). Gerard came to the private sector after a distinguished career in law enforcement that spanned more than 21 years, beginning with the New York Police Department (NYPD) and culminating as the Chief of Police for the Aquia Harbour Police Department in Virginia.
