Project Control Analyst

POSITION SUMMARY

 

The Project Control Analyst (PCA) will support the Worldwide Protective Services III (WPS III) Business Unit tracking the financial position of projects/contracts/programs/indirect cost pools assigned from contract award through contract close out and ensure the various contracts requirements are met.  WPS III is a ten-year multiple award contract of indefinite-delivery, indefinite-quantity (IDIQ).

 

RESPONSIBILITIES

  • Works closely with Program Manager, Operations, Contracts, Finance, and other internal organizations
  • Extracts data from accounting system of record for analysis/reporting on a weekly/monthly basis
  • Navigating Costpoint modules for General Ledger, Projects, Materials, and People
  • Performs monthly review of projects and performance against budgets/cost proposals with variance explanation
  • Understand variances and has the ability to accurately explain the “Why” with recommendations for return to green plan
  • Support Business Unit Director and Program Manager in the rolling up of portfolio for Monthly Operating Reviews (MORs)
  • Prepares rolling forecasts, quarterly analysis, and annual budgets for the projects assigned
  • Ensures invoices are billed in accordance with contract requirements and reconciles billings for each contract line item (CLIN) as required
  • Prepares projections of revenue and expenses for projects based on numerous variables and objective and subjective data assumptions
  • Prepares cost models for pricing proposals under contracts assigned
  • Prepares monthly Estimates to Complete on projects assigned
  • Prepares ad hoc reports as requested
  • Ability to understand and convey cost impact of operational decisions via reports and communications to managers
  • Ability to interpret contracts, identify contract risks, and recommend and implement risk mitigation procedures
  • Assist external auditors in requests for financial information
  • Work with management on internal reviews
  • Other duties as assigned

QUALIFICATIONS

  • Bachelor’s Degree in Accounting, Finance, Business/Management or other related field strongly preferred
  • Experience demonstrating progressive accounting or other related field experience required
  • Must be an effective communicator with a history of customer interaction
  • Must be proficient with MS Office including MS Excel and PowerPoint
  • Must be able to create and interpret complex spreadsheets and pivot tables
  • Must be able to create and maintain PowerPoint presentations including graphs and tables
  • Government contract experience including interpreting contract modifications, management of multiple projects/CLINs required
  • Deltek Costpoint experience strongly preferred
  • SharePoint experience preferred
  • Knowledge of export compliance regulations, FAR, CASB requirements, and DCAA auditing a plus
  • Effective oral and written communication skills with all levels of the organization
  • Strong organizational skills with the ability to manage time and multiple priorities to completion
  • Problem solving skills with an analytical thought process

Billing Analyst – Temporary

POSITION SUMMARY

 

Responsible for timely preparation of monthly customer invoices in accordance with contract terms, government requirements, and Billing processes and procedures.

 

RESPONSIBILITIES:

  • Invoice government and commercial customers in a timely and accurate manner
  • Ensure invoices are in compliance with Billing processes and procedures, government regulations, and customer guidelines
  • Establish and maintain billing review process with Project Control Analysts and Program Managers
  • Maintain electronic records as appropriate, and in accordance with Billing procedures and Company record retention guidelines
  • Identify and research invoicing issues, including customer rejections and short paid invoices, and provide guidance and resolution, as appropriate
  • Assist in managing the collection of customer invoices, including contacting customer to resolve delays in invoice and payment processing
  • Interface with Project Control Analysts and Project Managers to coordinate project reporting, including notification of billing in excess of contract values
  • Analyze and reconcile unbilled receivables monthly and ensure timely resolution
  • Participate in new project kickoff meetings to ensure Project Setup optimizes accounting software capabilities for project revenue, billing and reporting
  • Assist with the preparation of the annual incurred cost submission
  • Identify process or procedural improvement opportunities in connection with assigned areas

QUALIFICATIONS:

  • Associates degree in Finance, Accounting or related discipline
  • Minimum of 2 years Billing/Invoicing experience working in a government contracting environment
  • Experience Billing FFP, T&M, and Cost Reimbursable contract types
  • Knowledge of revenue accounting for a government contractor, with a thorough understanding of contract types
  • Experience with Microsoft suite, proficiency in Excel is essential
  • Must be organized, detail oriented, motivated and able to multitask in a fast paced and dynamic work environment
  • Ability to interact and communicate, both oral and written, with individuals across the organization
  • Cost Point 7 is required
  • Cognos, Report NetB  experience desired

Sr. Benefits Analyst Lead

POSITION SUMMARY

Oversee and coordinate employee benefits programs for the company. Works effectively to makes sure plans run smoothly, investigates discrepancies, and provides benefit information as necessary.

 

RESPONSIBILITIES

  • Possesses and applies in-depth knowledge of the benefits and insurance industry, including processes
  • Experienced in implementing, coordination and communicating new benefit plans
  • Benefits administration experience and knowledge, including but not limited to ongoing management of the systems, coordinating transfer of data to external contacts for services, premiums and plan administration, oversee maintenance of employee benefits files, maintain group benefits database and update employee payroll records
  • Document and maintain administrative procedures for assigned benefits processes
  • Design and distribute materials for benefits orientations, open enrollment and summary plan descriptions
  • Communication of new plans, changes and recommendations to designated audience
  • Serve as point of contact for plan vendors and third-party administrators
  • Develop communication tools to enhance understanding of the company’s benefits package
  • Audits data records to ensure accuracy of reports and invoices; arranges for timely flow of benefits payments
  • Administers benefits programs including fulfillment of reporting requirements, monitoring and coordination of contracts and documents and coordination of general day-to-day administration of retirement and other health and welfare insurance plans
  • Suggests and implements claims control techniques to ensure maximum effectiveness; coordinates and follows-up on all data preparation, record keeping, recording, reporting and filing of claims applicable to employees
  • Coordinates and administers the retirement 401k saving plan including annual audit and reporting requirements
  • Assists in the preparation and analysis of benefits surveys
  • Establishes data tables, structures, files, interface requirements and data integrity protocols for ongoing administration
  • Conduct end-to-end analysis that includes data gathering and requirements specification, processing, analysis, ongoing deliverables and presentations; conduct User Acceptance Testing (UAT), and perform post-production validation
  • Other duties as assigned 

QUALIFICATIONS

  • Bachelor’s degree is required
  • 8+ years of employee benefits experience working with a brokerage firm and/or part of a Human Resources team member
  • Union experience and government contracting experience desired
  • Previous experience supervising a team or overseeing team’s assignments
  • Strong verbal and written communication skills, in addition to strong presentation skills
  • Must be a team player
  • Ability to establish priorities, work independently, and proceed with objectives with limited supervision
  • Ability to work in a fast-paced environment juggling multiple priorities
  • Advanced skillset and proficiency with Microsoft Word, Excel, and PowerPoint, in addition to web-based applications

Subcontracts Administrator

POSITION SUMMARY

 

The Subcontracts Administrator is responsible for preparing, reviewing, issuing and monitoring bid documents; reviewing and evaluating bid proposals; preparing, reviewing and issuing agreements, associated supporting documents to include price/cost analysis; and monitoring the performance of subcontractors on subcontracts with low to moderate complexity.

 

RESPONSIBILITIES

 

This list of duties and responsibilities is not intended to be all-inclusive and may be expanded to include other duties or responsibilities that management may deem necessary from time to time.

  • Review Work Package Specifications received for bids of low to moderate complexity, generate bid packages consisting of RFPs and RFQs, fairly and openly solicit bids from both large and small subcontractors, coordinate small business bids with the Small Business Liaison, analyze subcontractor proposals, and provide fact-supported subcontractor recommendations for management review and approval
  • Ensure subcontractor due diligence requirements are met in accordance with company policy
  • Assist in the development of contractual/subcontract agreements and modifications of low to moderate complexity in accordance with management guidelines. Ensure that all required terms and conditions, statements of work, performance requirements and prime contract flow downs are incorporated into the subcontract agreements
  • Participate in the development and documentation of the vendor database, participate in regular supplier reviews and ratings, and vet suppliers for inclusion in the approved supplier database
  • Work closely with Export Compliance, Legal, Risk Management and Finance
  • Negotiate and generate purchase orders for subcontract materials and/or services. Ensure all subcontractor qualification requirements are met prior to award, including insurance, security clearance, nondisclosure agreements and applicable small business submissions
  • Work with program and field personnel to define and monitor subcontractor facilities and personnel levels to ensure the subcontract requirements are met in accordance with the subcontract terms and conditions
  • Work with program and field personnel to schedule deliveries, confirm subcontractor performance and verify completion of prescribed segments of work prior to payment
  • Work with internal program and field personnel to resolve subcontract issues and maintain open lines of communication with subcontractors
  • Maintain all documents, files, correspondence, meeting minutes and other appropriate and applicable documents in accordance with requirements of a DCMA approved purchasing system. Convey documentation of solicitation and quotes to the Small Business Liaison as required confirming compliance with small business requirements
  • Assist in CPSR audits

 QUALIFICATIONS

  • Bachelor’s degree or equivalent experience required
  • Two plus years of responsible technical and/or professional experience in subcontract administration, procurement, contracts, program management, accounting, or comparable required
  • Experience with CPSR audits preferred
  • Detail oriented with strong price/cost analysis skills
  • Effective oral and written communication skills with all levels of the organization. Strong organizational skills with the ability to manage time and multiple priorities to completion
  • Problem solving skills with an analytical thought process
  • Demonstrated ability to manage multiple projects simultaneously in a fast-paced dynamic and fluid environment
  • Superior organizational and time management skills, as well as the ability to work in a team environment and display professionalism

Senior Human Resources Administrator

This position is responsible for performing HR-related administrative duties and works closely within HR to support general HR operations.

 

RESPONSIBILITIES

  • Ensure successful completion of onboarding of new hires in tracking completion of required employee documents and new hire tasks (I-9, Policy Acknowledgements, etc.)
  • Process Onboarding Forms to ensure new hire access and accounts are created
  • Works closely with other departments to ensure a smooth onboarding experience for new hires; Act as a liaison between new hires and IT to schedule shipping/pick-up of equipment as well as Security to schedule badge appointments for new hires reporting to an office location
  • Send New Hire Checklists and Transfer Checklists for completion when necessary
  • Maintain and update electronic employee files
  • Assist in processing employee changes in the system
  • Generate and send employee correspondence
  • Maintain and update electronic employee files
  • Assist in processing employee leave of absences in the HRIS system
  • Coordinate New Hire Orientation and administer on a biweekly basis
  • Monitor HR tickets and assist in resolving routine employee issues
  • Create and run various reports, as requested, in the HRIS system
  • Maintain confidentiality of all employee information and records

Background Investigator – DCSA – Nationwide

POSITION: Background Investigator – DCSA

RESPONSIBILITIES:

Conduct federal background investigations and prepare reports of investigations in compliance with Federal Investigative Standards, all laws, and other required federal agency regulations. Work cases throughout the geographic area of responsibility and travel to various places of employment, residence and education institutions.

QUALIFICATIONS:

  • U.S. Citizenship;
  • H.S. Diploma or equivalent;
  • Minimum of 1 year within the last five (5) years of investigations experience at the federal, state, or local level of government;
  • Must have some mix of NBIB/DCSA/FIS Experience;
  • Reliable personal vehicle, valid driver’s license, and satisfactory driving record;
  • Willing to travel on temporary duty assignments as needed (by car or plane);
  • Successfully pass background checks and all required training;
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists;
  • Ability to interpret a variety of instructions furnished in oral, written, diagram, or schedule form;
  • Ability to read, analyze, and interpret professional journals, technical procedures, or governmental regulations;
  • Ability to write reports and business correspondence;
  • Ability to work in a MS Window based operating environment, including proficiency with Microsoft Office (Word, Excel, PowerPoint), Internet and E-mail;
  • Current (within the last 2 years) Single Scope Background Investigation (SSBI) or active Secret level security clearance based on an SSBI and able to obtain the required security clearance.

 

Job Duties and Responsibilities:

  • Conduct in-person, one-on-one subject interviews to obtain factual information about the individual’s background and character, in accordance with agency guidelines and instructions.
  • Obtain factual information from a variety of personal and record sources to produce a report of investigation that contains all pertinent facts of an individual’s background and character in accordance with agency guidelines and instructions.
  • Travel throughout the geographic area of responsibility to conduct investigations at various places of employment, residence, and education institutions as cases are assigned.
  • Must be willing to travel in and around assigned location within 30-50 miles (or more) as needed
  • Engage in dialogue on a regular basis with managers and representatives at contractor facilities, various U. S. Government organizations, and law enforcement agencies to develop and maintain effective and cooperative working relationships.
  • Adapt to changing situations and environments as they occur and be able to interact with people from all walks of life and socioeconomic levels.
  • Demonstrate strong verbal and written communications skills and exhibit professional demeanor in all situations.
  • Work load based on availability of cases in geographic area.
  • Some voluntary, temporary duty assignments in other areas of the country (typically 2-4 weeks at a time) are possible.
  • Other duties as required.

Desired Experience and Education:

  • Office of Personnel Management investigator training.
  • Prior background investigations experience supporting government contracts.
  • Associate or Bachelor degree in Criminal Justice or a related field.

REQUIRED SECURITY CLEARANCE:  Must have a favorably adjudicated and current Single Scope Background Investigation (SSBI) or active Secret Level Security Clearance based on a SSBI.  Date of last investigation cannot be older than 5 years

  • Provide first line supervision to a team of Case Reviewers

POSITION:

 Administrative Specialist — Background Investigations

 RESPONSIBILITIES:

 Perform administrative duties to assist project management staff. Such duties may include, but are not limited to the following.

    • Data entry, typing, and manifest reconciliation.
    • Case file creation, assembly and maintenance.
    • Retrieve case files as requested or needed.
    • Run credit reports if required
    • Open mail, sort, file and/or distributed
    • Work in the mail room as needed
    • Scan/upload documents to our case management system and to network drives as needed.

POSITION SUMMARY

 

Responsible for all project financial functions to include: budgeting, revenue recognition, project setup, variance analysis, and reporting for government and commercial contracts. The ability to lead and direct others regarding the project control processes and requirements are crucial to this position.

Develop and analyze estimates at completion, monitor actual costs and commitments, prepare program review presentations, and produce financial deliverables as required per contract for both internal and external use. Interface with members of Finance, Program Management, Contracts, Pricing and Procurement. Lead and instruct peers with the knowledge and tools needed to maintain and present accurate program financial information

 

RESPONSIBILITIES

  • Setup new projects in accordance with the contract; participate in new project setup meetings to ensure project setup optimizes accounting software capabilities for project revenue, billing, and reporting utilizing DELTEK Costpoint and COGNOS
  • Prepare detailed estimates to complete/estimates at completion for assigned projects; review with project managers and provide to project accounting at least quarterly or more often if significant changes occur
  • Review monthly project costs and revenue, record monthly cost accruals, monitor actual cost performance against plans/budgets, prepare variance analysis, reports and presentations timely to project managers; identify areas for improvement
  • Review detailed costs to ensure accuracy in recording; prepare correction forms for non-labor adjustments; coordinate with employees for required labor corrections
  • Prepare monthly program review presentation and assist project manager as required; present monthly operating results to management
  • Monitor backlog and unbilled balances on a monthly basis.
  • Monitor contract funding, track commitments, develop funding requirements projections and coordinate with contracts for required notifications on limitations and requests for additional funding as needed
  • Identify “at risk” funding and mitigation solutions
  • Assist project managers with annual budget preparation, both direct and indirect budgets
  • Support development of cost proposals for bids, ROMs and equitable adjustment requests
  • Develop budgets for significant cost proposals, establish B&P projects in Costpoint and ensure charge numbers are disseminated to appropriate personnel; review actual costs to budgets and provide summary to proposal managers
  • Determine impact on direct projects for over/under applied indirect costs throughout the year to ensure adequate funding and maximization of revenues and profits
  • Review invoices to ensure compliance with contract requirements
  • Identify uncollectible amounts and provide recommendation on allowance for bad debt
  • Maintain project data in Project Master File
  • Ensure timely distribution of monthly project reports

QUALIFICATIONS

  •  Bachelor’s Degree in Accounting, Finance or Business Administration preferred, or equivalent experience
  • Seven years of experience in Accounting, Finance or other related field experience required
  • Experience using Deltek Costpoint to include project setup, revenue recognition, and billing setup
  • Knowledge of government contract types to include Firm Fixed Price, Time and Materials and Cost Reimbursable
  • Experience with large contracts ($100M+ CV/ $30M+ annual rev) that have multiple CLIN and revenue types
  • Comprehensive knowledge of the processes and procedures in financial analysis
  • Must be organized, detail oriented, motivated and able to multitask in a fast paced and dynamic work environment
  • Experience with Microsoft Office suite, proficiency in Excel is essential
