AFRICA

Kenya (Security threat level – 4): On 13 September 2022, William Ruto was sworn in as Kenya’s president during an inauguration ceremony at Kasarani stadium in the capital Nairobi. Ruto secured victory in the tightly contested 9 August election with 50.49% of the vote against former Prime Minister Raila Odinga, who garnered 48.85% of the vote. The country’s Supreme Court confirmed Ruto’s victory on 5 September, dismissing multiple petitions to annul the election outcome.

ASIA

Armenia / Azerbaijan (Security threat levels – 4 / 4): In the early hours of 13 September 2022, clashes broke out between Armenian and Azerbaijani military forces along the border between the two countries, including near the Armenian villages of Artanish, Goris, Ishkhanasar, Jermuk, Kapan, Sotk and Vardenis. Azerbaijani officials reported fighting near the Dashkesan, Kelbajar and Lachin border districts and alleged that the Armenian military attacked multiple bases along the border. Meanwhile, Armenia’s Defense Ministry claimed that Azerbaijani security personnel attacked Armenian military bases and civilian infrastructure at approximately 0005 local time (2005 UTC on 12 September) using drones, artillery and firearms. Armenian officials stated that at least 49 people were killed in the clashes, while Azerbaijani officials have not disclosed the extent of casualties. The latest fighting is the most significant escalation of hostilities between the two sides since the six-week-long war over the disputed separatist region of Nagorno-Karabakh in 2020, which concluded with a Russia-mediated truce.

In response to the clashes, Armenian Prime Minister Nikol Pashinyan appealed to the Collective Security Treaty Organization, a military coalition led by Russia, to resolve the situation. The Russian Foreign Ministry is now declaring that a ceasefire has been reached between Armenia and Azerbaijan, effective as of 1000 local time (0600 UTC).

India (Security threat level – 3): On 13 September 2022, police officers fired water cannons and tear gas at supporters of the Bharatiya Janata Party (BJP) outside the Raniganj railway station, located in the district of Paschim Bardhaman in West Bengal state. The party’s supporters were attempting to scale barricades at the station in order to travel to the state capital Kolkata and participate in the “Nabanna Chalo” rally taking place there. Police officers arrested multiple demonstrators. Clashes between BJP cadres and police officers were also reported in several areas of Kolkata. At least one police vehicle was set on fire in the central Lalbazar neighborhood. Local media reports indicate that an unknown number of demonstrators and police officers were injured in the violence. The BJP organized the rally to protest corruption among leaders of the state’s ruling Trinamool Congress Party.

NORTH AMERICA

Mexico (Security threat level – 4): On the afternoon of 12 September 2022, a shootout between security personnel and alleged cartel members occurred in the central area of the city of Orizaba, Veracruz state. Reports indicate that members of the Secretariat of Public Security fired live ammunition at members of a criminal group residing in a safe house located between the streets of Oriente 4 and Sur 15. Officials implemented a “Code Red” operation and advised residents to shelter in place amid the deployment of state police officers and military personnel to the area. Multiple social media posts depicted residents seeking refuge to avoid being caught in the crossfire. At least one suspected cartel member was killed and two others were arrested, including a prominent regional leader of the Jalisco New Generation Cartel (CJNG).

SOUTHEAST ASIA

China / Taiwan (Security threat levels – 4 / 2): As of 1800 local time (0900 UTC) on 13 September 2022, Typhoon Muifa was located approximately 370 km (230 mi) west of the Nakagami district in Okinawa prefecture, Japan, and was moving north-northwest at a speed of about 7 kph (5 mph), according to the U.S. Joint Typhoon Warning Center. At that time, Muifa had maximum sustained winds of 167 kph, with gusts of up to 204 kph. Muifa is expected to strengthen as it tracks toward the East China Sea and makes landfall near the city of Zhoushan, located in Zhejiang province, on 14 September. The storm is also expected to make landfall on the Japanese island of Ishigaki as it passes near Taiwan’s northeastern coast in its trajectory toward China. Muifa brought strong winds and heavy rainfall ranging from about 390-560 mm (15-22 in) to the northern Taiwanese districts of Fuxing, Niaozuishan, and Wulai. The typhoon generated waves of up to nearly 5 m (16 ft) high along the coast of Taiwan.

The Chinese Central Meteorological Administration has implemented an “orange warning” — the second most severe weather warning — for areas in the provinces of Fujian, Jiangsu and Zhejiang, as well as for the municipality of Shanghai, in anticipation of high wind gusts and heavy rain during 14-15 September. Chinese authorities have ordered the suspension of maritime operations on the East China Sea by 1200 local time on 14 September. Taiwanese authorities have advised residents in low-lying areas to take precautions due to the risk of flooding and landslides.

GOVERNMENT WARNINGS

Pakistan (Security threat level – 5): On 13 September 2022, the U.S. mission in Pakistan issued a Security Alert, which reads in part as follows: “Local media report upcoming Chehlum processions for Saturday, September 17 in Karachi, though processions may occur throughout Pakistan on major thoroughfares.

“In Karachi, a large procession is scheduled to depart from Shah-e-Khurasan near Nishter Park (8km northeast) to Imambargah Hussainiyah Iranian in Kharadar (3km northwest) via M. A. Jinnah Road, Empress Market Saddar, M.A. Jinnah Road, Market Street, Bombay Bazar Road, Adamjee Dawood Street, Rampart Row, and Embankment Road. The procession will depart Shah-e-Khurasan at 13:00, make a stop at Imambargah Ali Raza for afternoon prayers at 15:00, and conclude at Hussainiyah Iranian at around 22:00.

“While we are not aware of any threats to this year’s processions, we remind U.S. citizens that due to instances of sectarian violence directed at the Chehlum mourning processions in recent years, the Embassy has advised its employees to avoid these areas, and we recommend that private U.S. citizens observe the same precaution. These events may result in increased security presence, traffic delays, street closures, and disruption of cell phone networks. All U.S. citizens are advised to monitor the situation via local media and our website, stay clear of all known procession routes and areas, keep a low profile, exercise caution, avoid large gatherings, and to remain vigilant of their surroundings.”

EUROPE

Croatia (Security threat level – 2): At approximately 2130 local time (1930 UTC) on 9 September 2022, a local passenger train carrying 13 people crashed into a stopped freight train near the town of Novska, located approximately 90 km (60 mi) southeast of the capital Zagreb. At least three passengers were killed and 11 others were injured in the crash, including an unknown number of foreign nationals. The passenger train was en route to the city of Vinkovci at the time of the crash. Authorities have launched an investigation to determine the cause of the crash.

Ireland (Security threat level – 2): On 10 September 2022, Aer Lingus canceled all outbound flights from Dublin Airport (EIDW/DUB) to the U.K. and other European destinations due to a computer system malfunction. More than 50 flights were canceled due to the issue. The carrier later announced that the issue was resolved, and flights to and from Dublin Airport resumed on 11 September.

Ukraine (Security threat level – 5): On 11 September 2022, Ukrainian nuclear power agency Energoatom reported a complete shutdown of the Zaporizhzhia nuclear power plant in Russian-occupied territory in southeastern Ukraine as a safety precaution in light of increased shelling in the plant’s vicinity. According to Energoatom officials, the plant will initially transfer to a cooling state and then a cold state following the disconnection of its last operational reactor. The Ukrainian government has urged civilians to vacate residential areas located near the plant. The Ukrainian and Russian governments have accused one another of conducting bombardments close to the facility, increasing risks of a nuclear disaster during military engagements for control of the region.

United Kingdom (Security threat level – 3): Queen Elizabeth II’s state funeral is scheduled to be held at London’s Westminster Abbey at 1100 local time (1000 UTC) on 19 September 2022. A procession with the queen’s coffin is currently underway in Edinburgh, Scotland — where the coffin will lie at rest in St. Giles’ Cathedral until 13 September. The coffin is then expected to be flown in an aircraft to London from Edinburgh during the evening of 13 September, at which point the coffin will be taken to Buckingham Palace and kept in the palace until 14 September. The coffin will then be transported to Westminster Hall and will lie in state at the House of Parliament for four days until 18 September. The queen’s lying in state will end on 19 September and the coffin will be taken to Westminster Abbey for the planned state funeral. Following the funeral, the coffin will travel to Ellington Arch, then to Windsor Chapel for committal service. These events are likely to result in significant ground transportation delays; airport operations may also be affected as foreign dignitaries arrive in London for the planned services. MIDDLE EAST

Turkey (Security threat level – 3): On 11 September 2022, a gunfight occurred between two armed groups at a cafe in a shopping mall in the northern Sariyer Ayazaga area of Istanbul. Five people were injured — including one Turkish national, four Azerbaijani nationals and one Iranian national. The suspects remain at large. Authorities believe the gunbattle was gang related.

OCEANIA

Papua New Guinea (Security threat level – 5): As of 12 September 2022, search and rescue operations remain ongoing following a 7.6 magnitude earthquake that struck approximately 65 km (40 mi) east of the town of Kainantu, located in Eastern Highlands province, the previous day. The quake struck at a depth of 90 km. Powerful shaking was reported in Kainantu, Madang and areas as far as 110 km from the epicenter, while weak shaking was reported as far away as Port Moresby, located about 370 km south of the epicenter. The U.S. Tsunami Warning system briefly issued a tsunami advisory before declaring that the threat had passed shortly afterward.

The earthquake caused cracks to appear in roadways in Eastern Highlands, Madang and Morobe provinces. A total power outage also occurred in those provinces. State internet provider PNG DatCo reported its undersea cable network was damaged, disrupting internet services across the region. Buildings and residences across the three provinces sustained damage due to shaking, landslides and ground liquefaction. Minor structural damage was reported in Port Moresby; however, operations at Port Moresby International Airport (AYPY/POM) were not disrupted. At least seven people were killed and four more were injured due to the earthquake.

SOUTH AMERICA

Chile (Security threat level – 2): On the afternoon of 11 September 2022, police officers clashed with demonstrators in central Santiago, the capital, during the annual march to commemorate the 49th anniversary of the 1973 coup d’état. Protesters threw Molotov cocktails and set vehicles on fire along Esmerelda Street as they marched to the General Cemetery from Los Heroes Plaza. Security personnel fired water cannons to disperse the protesters and extinguished the flames. The Santiago Metro suspended operations along Line 2 amid the disruptions. One police officer was injured in the clashes. There were no immediate reports of arrests.

SOUTHEAST ASIA

China / Japan / Taiwan (Security threat levels – 4 / 1 / 2): Typhoon Muifa made landfall in the southern portion of Japan’s Ishigaki Island, located in Okinawa prefecture, in the early morning hours of 12 September 2022. The storm’s strong winds and slow-moving speed prompted local authorities in Okinawa to issue shelter-in-place warnings for the Ishigaki, Yaeyama, Miyakojima, and Sakishima regions. Widespread heavy rainfall, storm conditions and high waves have resulted in disruptions to maritime and air traffic in the region. At least 49 scheduled flights to and from the islands of Miyako and Ishigaki were canceled; operations at Miyako Airport (ROMY/MMY), Kushiro Airport (RJCK/KUH), and Tanegashima Airport (RJFG/TNE) were temporarily disrupted during the storm’s passage.

As of 0000 local time on 13 September (1500 UTC on 12 September), Typhoon Muifa was located approximately 415 km (260 mi) west-southwest of Okinawa, Japan, and was moving north-northwest at a speed of about 7 kph (5 mph), according to the U.S. Joint Typhoon Warning Center.At that time, Muifa had maximum sustained winds of 150 kph, with gusts of up to 185 kph. Muifa is expected to slightly weaken as it travels toward the Chinese coast and makes landfall near the city of Zhoushan, located in Zhejiang province, on 14 September. Chinese authorities have activated the Level-IV emergency response warning protocol — the lowest level warning — for areas in the provinces of Jiangsu, Shandong and Zhejiang, as well as for the municipality of Shanghai, in anticipation of heavy rainfall and subsequent flooding during 14-15 September. The storm is also expected to affect Taiwan as it passes the island’s northeastern coast in its trajectory toward China; Taiwanese authorities have issued an orange alert for the northern portion of the island — where the capital Taipei is located — and issued a sea warning suspending maritime traffic.

GOVERNMENT WARNINGS

Guatemala (Security threat level – 4): On 11 September 2022, the U.S. Embassy in Guatemala City issued a Security Alert, which reads in part as follows: “The U.S. Embassy has received reports that starting at 6:00 am on Monday, September 12, 2022, demonstrators plan to march from Boulevard Vista Hermosa in Zone 15, from Km 12 of Calzada Roosevelt in Zone 11, and from Puente Belize in Zone 6, converging at Plaza de la Constitución in Zona 1.

“As always, the timing, size, and duration of planned demonstrations and roadblocks can change. Demonstrations can grow quickly in size and often move from one location to another, thus potentially disrupting movement. The Embassy recommends that U.S. citizens be aware and vigilant.”

Mozambique (Security threat level – 4): On 9 September, the U.S. Embassy in Maputo issued a Security Alert, which reads in part as follows: “Due to the threat of attacks by ISIS-Mozambique in the Erati and Memba districts, U.S. Embassy Maputo personnel are restricted from traveling to those areas of the Nampula province until further notice.”

ASIA

China (Security threat level – 4): On 9 September 2022, Hong Kong authorities announced that airline crew members based in the city will no longer be required to quarantine for three nights at a government mandated facility upon arrival, effective 10 September. According to the new protocol, airline crew members can return to their country of origin after obtaining a negative result from a nucleic acid test conducted at the airport. Additionally, travelers to Hong Kong will no longer be required to submit to temperature screenings on arrival; however, visitors must continue to submit proof of full vaccination against COVID-19, a PCR test taken 48 hours prior to arrival and complete a health and quarantine declaration to enter Hong Kong.

EUROPE

Spain (Security threat level – 2): On the morning of 9 September 2022, train services throughout the Catalonia region, including in Barcelona, were temporarily suspended due to a telecommunications issue. The suspension occurred after a malfunction in the computer systems of the centralized traffic center in Barcelona. According to Spain’s railway infrastructure managing company, the glitch occurred during a standard update of the computer systems. High-speed rail lines were not affected. Train operations resumed approximately three hours later.

United Kingdom (Security threat level – 3): Queen Elizabeth II died at Balmoral Castle in Aberdeenshire, Scotland, on the afternoon of 8 September 2022. The queen was 96 years old and had served as the monarch since 1952. Prince Charles, the queen’s eldest son, ascended to the throne upon his mother’s death and returned to London earlier on 9 September. He is expected to be officially proclaimed as the new monarch at St. James’s Palace in London during the morning of 10 September. No schedule is announced for when the formal coronation ceremony will take place.

The U.K. government on 9 September declared the beginning of a period of national mourning that will last until the end of the queen’s state funeral, which is anticipated to occur at Westminster Abbey in less than two weeks. Multiple state gatherings are expected to take place. The main events will likely take place in London and other major cities; however, gatherings are also likely in cities and towns throughout the country. These events have the potential to result in significant ground transportation delays; airport operations may also be affected as foreign dignitaries arrive in England for official services. NORTH AMERICA

Bermuda (Security threat level – 1): As of 0800 local time (1200 UTC) on 9 September 2022, Hurricane Earl — a Category 2 storm — was located approximately 305 km (190 mi) east-southeast of Bermuda and was moving north at a speed of 29 kph (18 mph). At that time, Earl had maximum sustained winds of 155 kph with higher gusts, according to the U.S. National Hurricane Center. The storm passed its closest point to Bermuda at approximately 0300 local time and is presently tracking toward the northeast farther away from the island. Earl is expected to produce 25-75 mm (1-3 in) of rain across Bermuda throughout the day, generating hazardous surf and riptide conditions along the island’s coastline. Approximately 1,300 residents in the parishes of Paget, Pembroke, Devonshire and eastern Warwick temporarily lost electricity. Ferry services were disrupted, but L.F. Wade International Airport (TKXF/BDA) continued its normal operations. A Tropical Storm Warning remains in effect for Bermuda.

Mexico / United States (Security threat levels – 4 / 2): On 8 September 2022, Hurricane Kay made landfall as a Category 1 storm near the sparsely populated Bahía Asunción Bay — located in the Mexican state of Baja California Sur — and weakened into a tropical storm. As of 0500 local time (1200 UTC) on 9 September, Tropical Storm Kay was located approximately 265 km (165 mi) north-northwest of the Punta Eugenia area of the Vizcaíno Peninsula, and about 315 km south-southeast of the U.S. city of San Diego, California. At that time, Kay was moving north-northwest at a speed of 20 kph (13 mph) and had maximum sustained winds of 80 kph with higher gusts, according to the U.S. National Hurricane Center. Tropical Storm Kay is expected to further weaken near Baja California Peninsula’s west-central coastline later in the evening hours and become a post-tropical storm by 10 September. Kay’s passage near the Baja California Peninsula caused power outages that affected more than 32,000 residents, felled trees and downed power lines.

Approximately 150 to 255 mm (6 to 10 in) of rain is expected in the Baja California Peninsula, with isolated maximums of up to 380 mm, through 10 September. Additionally, 50 to 100 mm of rain is expected in northwestern Mexico and the southern areas of the U.S. state of California. A Tropical Storm Warning is currently in effect for areas located north of the town of Punta Abreojos in Baja California Sur state to the U.S.-Mexico border, as well as for the coastline between the city of Santa Rosalia and the town of Bahía Kino, Sonora state.

SOUTH AMERICA

Bolivia (Security threat level – 3): On 8 September 2022, police officers and coca farmers engaged in clashes in the capital La Paz for approximately one hour after the protesting farmers attempted to break down police barricades surrounding the Association of Coca Producers (ADEPCOCA) market headquarters. The demonstrators threw Molotov cocktails, firecrackers and other projectiles at police officers, who used their batons to disperse the crowd. Some protesters eventually breached the barricades and set ablaze the coca leaf market. At least 10 police officers and 11 farmers were injured in the violence. Thousands of farmers marched to La Paz from the Yungas region beginning on 4 September to burn down the ADEPCOCA market, which was legally established in October 2021; however, they claim that the market is illegal and harms them economically.

Brazil (Security threat level – 3): On 8 September 2022, a vessel with dozens of passengers sank near the northern island of Cotijuba off the coast of Pará state in northern Brazil. The boat — which was not licensed to transport passengers — departed Marajó Island and was en route to the state capital Belém at the time of the accident. Emergency personnel rescued 63 people and recovered 11 bodies during search and rescue operations.

GOVERNMENT WARNINGS

South Sudan (Security threat level – 5): On 9 September 2022, the U.S. Embassy in Juba issued a Security Alert, which reads in part as follows: “The Embassy is aware of a significant increase in violence, including fighting between armed groups in some areas of Upper Nile, Jonglei, and Unity states. Fighting is reported in Malakal, Tonga town and nearby areas. All Americans are advised not to travel to the affected areas. If you are there now, you should consider departing if it is safe to do so.”

NORTH AMERICA

Bermuda (Security threat level – 1): As of 0800 local time (1200 UTC) on 8 September 2022, Hurricane Earl — a Category 2 storm — was located approximately 425 km (265 mi) south of Bermuda and was moving north at a speed of 16 kph (10 mph). At that time, Earl had maximum sustained winds of 165 kph with higher gusts, according to the U.S. National Hurricane Center. The storm is expected to strengthen into a major hurricane later in the day as it continues northward and passes southeast of Bermuda before turning toward the north-northeast during the evening hours. Earl is expected to produce 25-50 mm (1-2 in) of rain across Bermuda until 9 September, generating hazardous surf and riptide conditions along the island’s coastline. A Tropical Storm Warning, as well as a Hurricane Watch, is currently in effect for Bermuda.

Canada (Security threat level – 2): In the late afternoon hours of 7 September 2022, a man wielding a bladed weapon randomly attacked people in the northeastern Homesteader neighborhood of Edmonton, the provincial capital of Alberta. The assailant killed one person and seriously wounded two others. Police officers arrested the suspect shortly after the attack and have yet to release information regarding his motive.

Mexico / United States (Security threat levels – 4 / 2): As of 0600 local time (1200 UTC) on 8 September 2022, Hurricane Kay — which has weakened into a Category 1 storm — was located approximately 135 km (85 mi) west of the cape of Cabo San Lazaro, Baja California Sur state, and about 340 km south-southeast of the Punta Eugenia peninsula. At that time, Kay was moving north-northwest at a speed of 22 kph (14 mph) and had maximum sustained winds of 140 kph with higher gusts, according to the U.S. National Hurricane Center. Kay is expected to continue to weaken near or over Baja California Peninsula’s west-central coastline during the evening of 8 September.

A Hurricane Warning is currently in effect for areas located north from the town of Punta Abreojos, Baja California Sur state, to the locality of San Jose De Las Palomas in Baja California state, while a Hurricane Watch is in effect from the municipality of Puerto Cortes in Baja California Sur state to Punta Abreojos. Approximately 150 mm to 255 mm (6 to 10 in) of rain is expected in the Baja California Peninsula, with isolated maximums of up to 380 mm. Additionally, 50 to 100 mm of rain is expected in northwestern Mexico and the southern areas of the U.S. state of California.

United States (Security threat level – 2): On 7 September 2022, a gunman went on a shooting spree for several hours in the U.S. city of Memphis, Tennessee. The assailant drove a vehicle across the city while shooting people at random at seven different sites as he livestreamed his actions on social media. He also hijacked a vehicle during the evening hours after abandoning his own. The attacker killed four people and wounded three others. Police officers launched a pursuit and advised residents in the city to shelter in place. The Memphis Area Transit Authority temporarily suspended bus and trolley services during the police pursuit. Authorities arrested the gunman in the southern Whitehaven neighborhood shortly after 2100 local time (0200 UTC on 8 September). While the motive for the shooting rampage is currently under investigation, the detainee has an extensive criminal history and was released from prison earlier this year.

GOVERNMENT WARNINGS

China (Security threat level – 4): On 8 September 2022, the U.S. Consulate General in Hong Kong and Macau issued a Health Alert, which reads in part as follows: “The U.S. Consulate General in Hong Kong and Macau urges U.S. citizens to reconsider transiting Hong Kong International Airport (HKIA) due to the risk of being denied boarding, removed from the airport, and sent to a Hong Kong government-managed facility if local authorities determine you are exhibiting symptoms of COVID while in transit.

“The U.S. Consulate General in Hong Kong and Macau has been made aware that transit and departing passengers at HKIA are being temperature screened by local authorities. If a passenger registers an elevated temperature, they will be pulled out of the transit/boarding process and sent to a local hospital for COVID testing and to a government-managed isolation facility if they test positive. There have been several incidents where passengers transiting through Hong Kong International Airport have been denied boarding to their onward flight, removed from the airport, and sent to a Hong Kong government-managed isolation facility after undergoing temperature screening while in transit.”

India (Security threat level – 3): Torrential rainfall caused widespread flooding and traffic jams throughout the southern city of Bangalore, the capital of Karnataka state, from 5-6 September 2022. According to the India Meteorological Department, Bangalore’s Urban district received approximately 28 mm (1.1 in) of rain during the 48-hour period. Severe traffic congestion was reported along Outer Ring Road (ORR) beginning near the Silk Board junction to Sarjapura road. Additionally, waist-deep floodwaters inundated several commercial areas of the city, including Avenue road, BVK Inyengar road and KG road. Heavy rainfall is expected to continue in Bangalore until 9 September.

CENTRAL AMERICA AND THE CARIBBEAN

Jamaica (Security threat level – 3): On 6 September 2022, local authorities in the capital Kingston enacted a curfew in the Olympic Gardens and Waterhouse communities following multiple deadly shootings in those areas in recent days. The curfew is in effect from 2000 local time on 7 September (0100 UTC on 8 September) to 2000 local time on 8 September. Police officers have erected multiple checkpoints in the affected communities. Residents are required to remain home during the curfew and may only travel outdoors after obtaining written authorization from police officials.

NORTH AMERICA

Bermuda (Security threat level – 1): As of 0800 local time (1200 UTC) on 7 September 2022, Hurricane Earl — a Category 1 storm — was located approximately 775 km (485 mi) south of Bermuda and was moving north at a speed of 9 kph (6 mph), according to the U.S. National Hurricane Center. At that time, Earl had maximum sustained winds of 135 kph. The storm is expected to continue northward before passing southeast of Bermuda late on 8 September, after which it is forecast to track in a northeastern trajectory through 10 September. Earl is expected to produce 25-50 mm (1-2 in) of rainfall across Bermuda, generating dangerous surf and riptide conditions along the island’s coastline through 9 September. A Tropical Storm Warning is currently in effect for Bermuda.

Mexico (Security threat level – 4): As of 0500 local time (1200 UTC) on 7 September 2022, Hurricane Kay was located approximately 355 km (220 mi) southwest of the southern tip of the Baja California Peninsula and was moving north-northwest at a speed of 19 kph (11 mph), according to the U.S. National Hurricane Center. At that time, Kay had maximum sustained winds of 155 kph, with higher gusts. Kay is expected to further strengthen and pass the western portion of southern Baja California on 7 September. The hurricane is then forecast to begin weakening on 8 September and continue toward the west-central coast of the peninsula on 8-9 September. The storm is expected to deliver heavy rainfall and potentially cause flash flooding and landslides across portions of western Mexico.

United States (Security threat level – 2): Shortly after 0500 local time (1000 UTC) on 7 September 2022, a power outage occurred in the Barbara Jordan Terminal at Texas’ Austin-Bergstrom International Airport (KAUS/AUS), halting flights scheduled to operate through the facility. Emergency crews deployed to the scene and restored electricity at the terminal after nearly three hours. At least 20 flights were canceled during the power outage, and further delays are expected due to a backlog of flights. Access routes to the facility were also closed due to the blackout.

SOUTHEAST ASIA

Thailand (Security threat level – 3): Overnight on 6-7 September 2022, heavy rainfall in the Bangkok metropolitan area resulted in severe flooding and traffic delays in the Bang Khen and Huai Khwang districts. In the northern district of Bang Khen, several stalled vehicles along Phahon Yothin road further exacerbated traffic woes as floodwaters rose to 1 m (3 ft) in several areas of the district. Social media videos showed drivers attempting to travel through flooded streets in the eastern Huai Khwang district; numerous motorists were forced to abandon their vehicles in the inundated streets. Additionally, local media sources reported moderate flooding along Pracha Chuen road, located north of the city center. There were no immediate reports of weather-related injuries or deaths.

Vietnam (Security threat level – 1): Late on 6 September 2022, a large fire broke out at a karaoke bar in a residential neighborhood in Thuan An city in Binh Dong province — located approximately 15 km (10 mi) northeast of Ho Chi Minh city. The fire started on the second floor of the 30-room karaoke bar. Several patrons and bar staff were reportedly trapped on balconies and in rooms throughout the building. At least 23 people were killed in the blaze and 11 others were injured. Media reports indicate that an electrical short-circuit caused the fire; an official investigation into the event is underway.

ASIA

Afghanistan (Security threat level – 5): On 5 September 2022, a suicide bomber detonated an explosive device at the entrance of the Russian Embassy, located on Dar al-Aman Road in the capital Kabul. A Russian diplomat was outside of the embassy calling the names of visa applicants in a long queue when the attack occurred. At least two Russian diplomats were killed, and 11 other individuals were injured in the explosion.

China (Security threat level – 4): As of 6 September 2022, at least 65 people have been reported killed and about 250 more injured following a magnitude 6.6 earthquake that struck the previous day in Luding county, Sichuan province, in an area approximately 225 km (140 mi) west of Chengdu. Landslides resulting from the quake damaged roads and dozens of residences, while over 40,000 homes and businesses in Garze prefecture in the Tibetan autonomous region experienced power outages. While mild to moderate shaking was felt in Chengdu, there were no reports of injuries or large-scale damage to buildings; Chengdu remains under strict COVID-19 lockdown. Authorities are currently engaged in a Level-III emergency response in Luding county, which is the third-highest level of China’s four-tier earthquake response system. More than 6,500 emergency workers have been dispatched to the area, and rescue efforts are ongoing.

Russia (Security threat level – 5): On 2 September 2022, officials with the Russian state-controlled gas company Gazprom stated that they will not resume gas exports through the Nord Stream 1 pipeline through Germany on 3 September as scheduled, citing an oil leak in a compressor station. The pipeline has been closed since 31 August for maintenance. Officials with Siemens Energy – the company responsible for pipeline repairs in Germany – stated that the gas leak was not a valid technical reason to halt operations. Gazprom officials announced the shutdown on the same day Western countries reached an agreement to place a price cap on Russian oil to inhibit the country’s ability to finance its war in Ukraine.

Export conflicts between Russia and Western economies regarding gas supplies are ongoing. The Nord Steam 1 pipeline supplies approximately 35% of Europe’s Russian gas imports per year and flows directly through Germany. Gazprom cut flows through the pipeline to 20% of capacity in June, likely in retaliation for Western sanctions against Russia. Gazprom also suspended gas exports to several European countries after they refused to pay for gas in Russian rubles.

South Korea (Security threat level – 1): At approximately 0500 local time (2000 UTC) on 6 September 2022, Typhoon Hinnamnor made landfall in Geoje City in South Gyeongsang province – located approximately 330 km (200 mi) southeast of Seoul. At the time, Hinnamnor had maximum sustained winds of 103 kph with gusts of up to 126 kph and was moving north-northeast at 22 kph (14 mph), according to the U.S. Joint Typhoon Warning Center.

Hinnamnor passed near the cities of Busan, Pohang, and Ulsan in addition to Jeju Island, before moving off the coast of Ulsan. The South Korean Meteorological Association projects that Typhoon Hinnamnor will weaken slightly as it continues to move in a north-northeasterly direction in the Sea of Japan before making landfall once more on 6-7 September near the Russian Far Eastern territories of Khabarovsk Krai and Primorsky Krai. While passing near South Korea, Hinnamnor had rainfall totals of approximately 94 centimeters (39 inches), causing heavy flooding and power outages in Pohang and Ulsan. At least 3,500 residents of Pohang were ordered to evacuate. At least five people were killed, and eight residents of Ulsan have been reported missing due to the flooding. Meanwhile, authorities in Japan warned residents living on northern Hokkaido island to prepare for strong winds and high waves from 6-7 September. South Korean and Japanese air carriers have canceled approximately 250 flights that intersected with Hinnamnor’s trajectory.

EUROPE

Czech Republic (Security threat level – 1): On 3 September 2022, approximately 70,000 individuals rallied in Wenceslas Square in central Prague to protest rising energy prices and to demand the resignation of Prime Minister Petr Fiala and his government. Protesters also expressed opposition to the country’s NATO and European Union memberships and the Russian war in Ukraine. A varied coalition of nationalist, far-right, communist, pro-Russian and anti-migrant groups within the country organized the protests, which followed a failed no-confidence vote against Fiala’s government the previous day.

Germany (Security threat level – 3): On 6 September 2022, the Vereinigung Cockpit (VC) pilots’ union and Lufthansa reached a compensation agreement to prevent a second wave of strikes from 7-8 September. Lufthansa officials stated that they would decide if flight cancellations on 7-8 September were necessary by 1200 local time in Germany; as of 1430 local time (1200 UTC) no flights had been canceled. A previous strike on 2 September resulted in the cancellation of 800 flights. During that event, nearly 5,000 pilots participated in the strike and officials suspended nearly all flight operations at the airline’s major hubs in Munich and Frankfurt, affecting an estimated 130,000 customers.

NORTH AMERICA

Canada (Security threat level – 2): On 4 September 2022, two men carried out multiple stabbings across 13 locations in the James Smith Cree Nation territory and the nearby town of Weldon, located approximately 375 km (235 mi) north of Saskatchewan’s provincial capital Regina. Following the assaults, the Royal Canadian Mounted Police (RCMP) issued a Dangerous Persons Alert for the provinces of Saskatchewan, Manitoba and Alberta. The assailants killed at least 10 people and wounded 18 more. Authorities believe the attackers purposefully selected some of their victims, but randomly targeted the others. One of the suspected assailants was found dead the following day in the James Smith Cree Nation territory. The other suspect, a brother of the deceased suspect, remains at large. Police have been searching for the remaining suspect since May 2022, when he stopped meeting with his parole officer after serving a sentence for assault, criminal mischief, robbery and making threats. A motive for the murders is not known.

Mexico (Security threat level – 4): As of 0600 local time (1200 UTC) on 6 September 2022, Hurricane Kay – a Category 1 storm — was located approximately 580 km (360 mi) southwest of the coastal city of Manzanillo, Colima state, and was moving northwest at a speed of approximately 20 kph (13 mph), according to the U.S. National Hurricane Center. At that time, Kay had maximum sustained winds of 140 kph. Hurricane Kay is expected to strengthen in the coming days as it approaches the southern tip of the Baja Peninsula. The center of the storm is expected to move near Baja California Sur state on 7 September, bringing heavy rainfall and intense winds to the Baja California Sur state area. Prior to being upgraded to hurricane status, Tropical Storm Kay caused widespread heavy flooding on 5 September in Guerrero state that resulted in the deaths of at least three people.

Kay is forecast to produce 10-20 mm (4-8 in) of rain across the Baja California Peninsula and other areas of western Mexico, with isolated maximums of up to 30 mm. Hazardous surf and rip current conditions caused by the storm will affect the coast of southwestern Mexico for the next several days. A Tropical Storm Warning is in effect for coastal areas reaching from the town of San Evaristo to the cape of Cabo San Lazaro in Baja California Sur state, including the resort city of Cabo San Lucas. A Tropical Storm Watch is in effect for the areas between San Evaristo and the city of Loreto, as well as the area between Cabo San Lazaro and the town of Punto Abreojos.

United States (Security threat level – 2) : At approximately 0700 local time (1200 UTC) on 3 September 2022, authorities evacuated a Walmart Supercenter on West Main Street in Tupelo, Mississippi, after a man piloting a Beechcraft King Air aircraft made contact with emergency services and threatened to intentionally crash the aircraft into the store. The aircraft later left Tupelo and circled for several hours over rural Mississippi before landing in a field. Authorities apprehended the pilot. Authorities have released no information regarding a possible motive for the man’s actions. No injuries were reported.

SOUTH AMERICA

Chile (Security threat level – 2): On 5 September 2022, sporadic protests continued in the capital Santiago in response to voters rejecting a proposed new constitution on 4 September. Demonstrators erected barricades on Recoleta Avenue in the northern Huechuraba district — located approximately 10 km (5 mi) north of the city center — and threw stones and glass bottles at a nearby police station. Police officers deployed tear gas and took two rioters into custody.

Late on 4 September, protesters set fires and erected barricades near Plaza Baquedano shortly after the Electoral Service of Chile announced the voters’ rejection of the constitutional referendum. In response, the state-owned Santiago Metro suspended train operations for Line 1 and Line 5. Anti-riot police officers were deployed to disperse the protests. Approximately 62% of the voters cast ballots against adopting the new constitution proposed by the Constitutional Convention. Additional small-scale protests may occur on 6 September.

SOUTHEAST ASIA

Indonesia (Security threat level – 4): On 6 September 2022, approximately 3,000 protesters gathered in several areas of the capital Jakarta to oppose a 30 percent increase in subsidized fuel prices enacted by President Joko Widodo on 4 September. Participants in the demonstration – which was organized by student organizations and labor unions — clashed with police officers near government buildings in the city center. Demonstrators pelted security personnel with rocks and other debris, while police officers responded by deploying tear gas and water cannons in an attempt to disperse the protesters. Large groups of police officers were dispatched throughout the city to guard protest sites, petrol stations, the Presidential Palace and the National Monument in anticipation of additional demonstrations in the coming days. Related demonstrations also occurred in the cities of Aceh, Kendari, Makassar, Surabaya, and Yogyakarta.

EUROPE

United Kingdom (Security threat level – 3): At approximately 1045 local time (0945 UTC) on 2 September 2022, police officers evacuated passengers and staff members from Terminal 2 of London Heathrow Airport (EGLL/LGR) following the discovery of an unattended bag at the terminal. Authorities investigated the bag and deemed it to be harmless. The terminal reopened shortly before 1230 local time, allowing passengers to reenter the building. The underground train stations at terminals 2 and 3 were also temporarily closed during the investigation. There were no immediate reports of significant flight delays or cancellations due to the incident.

SOUTH AMERICA

Argentina (Security threat level – 3): On the evening of 1 September 2022, a man pulled a handgun on Vice President Cristina Fernández de Kirchner as she greeted supporters outside her residence in the neighborhood of Recoleta in the capital Buenos Aires. The gunman pulled the trigger, but the fully loaded weapon malfunctioned. The crowd subdued the suspect before security personnel placed him under arrest. Local media report that the detainee is a Brazilian national with ties to far-right groups, although authorities have yet to provide confirmation regarding his identity or motives. Supporters of Kirchner have gathered outside her residence for the past several days as she stands trial amid corruption allegations. Thousands of Kirchner’s supporters are expected to gather midday on 2 September at Plaza de Mayo in central Buenos Aires to condemn the attack and show their solidarity with the vice president.

Chile (Security threat level – 2): On 1 September 2022, the commander of the Chilean police force announced that the Santiago metropolitan area will be subject to a number of traffic diversions and public transportation restrictions during the 4 September mandatory vote on a proposed new constitution. Traffic will be prohibited on Santiago’s main roadways, including Ismael V. Vergarea, Eliodoro Yáñez, Avenida España, and Santa Isabel. Moreover, operations on Line 1 of the Santiago Metro will be suspended while voting is underway. Approximately 6,500 security personnel will be deployed in Santiago to maintain order on polling day. A total of 45,000 police officers will be stationed across Chile to enhance security during the plebiscite.

Chile (Security threat level – 2): During the morning hours of 1 September 2022, a group of masked protesters known as the “overoles blancos” (white overalls) threw Molotov cocktails and stones at police officers in front of the National Institute building, located approximately 2 km (1 mi) east of downtown Santiago. The protesters reportedly emerged from the building compound and began throwing projectiles at the officers when the latter approached the building to remove a protester-erected barricade that was disrupting the flow of traffic along the intersection of Alameda and Arturo Prat streets. There were no reports of injuries in the incident. Authorities arrested at least two people.

GOVERNMENT WARNINGS

Kenya (Security threat level – 4): On 1 September 2022, the U.S. Embassy in Nairobi issued a Security Alert, which reads in part as follows: “The Kenyan Supreme Court is scheduled to announce a ruling on the presidential results on September 5, 2022. Kenya has periodically experienced some post-electoral violence during election cycles.

“Election-related demonstrations and rallies regularly take place after elections, at times blocking key intersections and causing traffic jams. Demonstrations may occasionally be violent, requiring police intervention. Strikes and other protest activities related to economic conditions occur regularly.

“Out of an abundance of caution, the U.S. Embassy has imposed movement restrictions on U.S. government personnel in Kisumu. The State Department reminds U.S. citizens of the continued need for sustained vigilance.”

South Korea (Security threat level – 1): On 2 September 2022, the U.S. Mission in South Korea issued a Weather Alert, which reads in part as follows: “Typhoon Hinnamnor continues to track towards Jeju-do and the Korea Meteorological Administration is warning that the storm may hit Korea’s southern region with strong rains and heavy winds.

“Expect powerful wind gusts, high waves in coastal areas, mudslides, and flooding in low-lying areas. Heavy rains country-wide are expected to begin on Sunday, September 4, followed by the typhoon making landfall on Monday around 21:00. Heavy rains May continue through Tuesday evening.”

China (Security threat level – 4): On 31 August 2022, health officials in the western metropolis of Chengdu, the capital of Sichuan province, announced a stay-at-home order for the city’s 21 million residents — effective as of 1 September. The lockdown — which follows the confirmation of 106 positive coronavirus cases in the provincial capital — will remain in effect while authorities conduct mass COVID-19 testing. During the lockdown, families may designate one person to buy food and essentials and residents will not be allowed to leave their local communities. Public transportation services have been significantly reduced, while entrainment venues and restaurants are closed. Residents may only leave the city after obtaining a negative coronavirus test.

Additionally, earlier the same day, health officials in the southern city of Guangzhou reduced public transportation services and placed several residential buildings on lockdown in the central Haizhu district, following the detection of seven COVID-19 cases. Entertainment venues, restaurants and educational institutions are required to close, and residents in the city’s Haizhu district are required to undergo mass COVID-19 testing during a two-day period. Similar measures have been in force since 30 August in the nearby city of Shenzhen, where four districts with approximately 9 million residents were ordered to quarantine at home following the detection of 37 COVID-19 cases. Approximately 335 bus stations and several railway stations in Shenzhen are closed during the partial lockdown period. The lockdown and prevention measures were implemented in accordance with China’s “dynamic COVID zero” policy.

EUROPE

Belgium / Germany (Security threat levels – 2 / 3): On 31 August 2022, the Vereinigung Cockpit (VC) civil aviation union announced that Lufthansa pilots will observe a 24-hour labor strike beginning at 0001 local time on 2 September (2201 UTC on 1 September). The strike action follows a breakdown in negotiations with the airline’s corporate leadership. The union is demanding a 5.5% pay increase for more than 5,000 Lufthansa employees. Pilots employed by Lufthansa Group’s Brussels Airlines will also participate in the strike. Following the announcement of the strike, Lufthansa canceled approximately 800 commercial and cargo flights scheduled for 2 September. Additional cancellations are expected during the weekend of 3-4 September due to a backlog of flights. Travelers are advised to check directly with the airlines regarding the status of their flights.

MIDDLE EAST

Iraq (Security threat level – 5): Overnight on 31 August-1 September 2022, fighting occurred between Moqtada al-Sadr’s Saraya al-Salam militia and the pro-Iran Asa’ib Ahl al-Haq militia in the southern city of Basra. Four people were killed in the clashes before security personnel were deployed to restore order. Tensions remain heightened in Basra and Baghdad following al-Sadr’s 29 August decision to withdraw from political activities after a 10-month-long governmental deadlock.

SOUTH AMERICA

Chile (Security threat level – 2): A referendum on a proposed new constitution is set to occur in Chile on 4 September 2022. Voters will head to polling stations to cast their ballots to approve or reject the new constitution drafted by the left-leaning Constitutional Convention elected in May 2021. While approximately 78% of the voters supported the drafting of a new constitution by an independent assembly during an October 2020 plebiscite, the ratification of the proposed draft — which requires a simple majority — appears increasingly uncertain. Most recent public opinion polls estimate that Chileans will reject the draft constitution, raising concerns of an outbreak of renewed unrest as occurred in 2019. President Gabriel Boric has stated that he would favor another referendum to consider an alternative draft in the event that the current proposal fails to secure approval.

Japan (Security threat level – 1): On 31 August 2022, Prime Minister Fumio Kishida announced that as of 7 September up to 50,000 inbound travelers will be allowed to enter Japan daily, a notable increase from the current limit of 20,000 travelers per day due to concerns over COVID-19. Tourists will also be permitted to purchase unguided tours; only guided trips to Japan are currently allowed. However, individual tourists will continue to be banned. Individuals with proof of three doses of an approved COVID-19 vaccine will no longer be required to provide proof of a negative pre-departure coronavirus test for entry into the country.

South Korea (Security threat level – 1): On 31 August 2022, South Korean officials announced that the pre-departure COVID-19 PCR test requirement for all inbound travelers will be lifted as of 3 September. Passengers will no longer be required to present a negative PCR test taken within the previous 48 hours or a Rapid Antigen Test (RAT) taken within the 24 hours prior to their departure for South Korea, regardless of their vaccination status. However, travelers are still required to take a PCR test within the first 24 hours after their arrival in South Korea. Health officials eased the restriction after daily coronavirus cases in the country declined to approximately 100,000 in recent weeks.

GOVERNMENT WARNINGS

Japan (Security threat level – 1): On 31 August 2022, the U.S. Consulate General in Naha issued a Weather Alert, which reads in part as follows: “Typhoon Hinnamnor continues to track towards Okinawa and Japan’s weather officials warn that the storm may hit Japan’s southwestern islands with strong rains and heavy winds.

“Officials warn of powerful gusts, high waves, mudslides, and flooding in low-lying areas. Heavy rains are expected to begin late Wednesday and continue through late Friday.”

AFRICA

Libya (Security threat level – 5): Early on 27 August 2022, fighting broke out between rival militia groups in the capital Tripoli when militias supporting rival Prime Minister Fathy Bashagha — backed by the eastern-based parliament in Tobruk — briefly entered Tripoli and attempted to forcibly take control of the government from Prime Minister Abdul Hamid Dbeibah, supported by the internationally-recognized Government of National Accord (GNA). The flare-up ended after fighters aligned with Bashagha retreated to the outskirts of the city. At least 32 people were killed, including at least 17 civilians, and 159 others were injured. The situation remains tense in Tripoli amid fears that a widespread conflict may occur after one of the worst battles in the city in recent years. Following the fighting, Prime Minister Dbeibeh declared a state of emergency in the capital and stated that he will hand over power only after new elections.

EUROPE

Portugal (Security threat level – 2): Airport handling workers affiliated with the National Union for Civil Aviation Workers (SINTAC) observed a three-day strike from 26-28 August 2022, resulting in the cancellation of dozens of commercial passenger flights at airports throughout Portugal. Approximately 90 flights were canceled at Lisbon’s Humberto Delgado Airport (LPPT/LIS) on 26 August, and an additional 100 flights were canceled from 27-28 August. In addition, airports in the northern city of Porto, the southern city of Faro, and the city of Funchal — located on the country’s Madeira island in the northeastern Atlantic Ocean — also experienced flight cancellations due to the labor strike. A SINTAC spokesperson stated that about 90% of the union members at Lisbon and Porto airports participated in the strike action to demand increased wages and better career opportunities.

MIDDLE EAST

Iraq (Security threat level – 5): On 26 August 2022, an improvised explosive device detonated near an Australian diplomatic convoy traveling through Baghdad’s high-security Green Zone. According to local authorities, the device exploded parallel to the passage of the diplomatic motorcade, causing minor damage to one of the convoy’s vehicles. There were no casualties. It remains unknown if the Australian diplomats were the intended target, as no group has claimed responsibility for the attack.

Iraq (Security threat level – 5): The Iraqi Joint Operations Command has enacted a 24-hour curfew in the capital Baghdad, effective as of 1530 local time (1230 UTC) on 29 August 2022. The curfew order follows an event in which supporters of influential Shiite cleric Muqtada al-Sadr tore down a concrete wall and entered Baghdad’s Green Zone while chanting slogans calling for the downfall of the regime. Supporters of the cleric rallied following al-Sadr’s announcement that he is fully withdrawing from politics.

NORTH AMERICA

United States (Security threat level – 2): At approximately 1900 local time on 28 August 2022 (0200 UTC on 29 August), a gunman opened fire at a shopping center in the Oregon city of Bend, located approximately 130 mi (210 km) southeast of the state capital Salem. According to local police, the assailant — armed with a rifle — initially fired shots in the parking area of the Forum Shopping Center before entering a Safeway grocery store, where he continued firing at random. The assailant killed two people and wounded one more during the episode. Authorities found the shooter dead at the scene; the circumstances surrounding his death are unclear. An investigation into the shooting remains underway.

SOUTH AMERICA

Argentina (Security threat level – 3): On the evening of 27 August 2022, thousands of people gathered along roads near the residence of Vice President Cristina Fernandez de Kirchner, located in the Recoleta suburb of Buenos Aires, to show support for Kirchner — who is currently facing charges related to alleged acts of corruption. Demonstrators clashed with police officers attempting to block access to the residence before security personnel fired tear gas to disperse the crowd. A local government official stated that at least 14 police officers were injured in the clashes. Authorities arrested four demonstrators. The gathering to support Kirchner occurred the day after prosecutors recommended that she serve a 12-year prison sentence for alleged corruption during her presidential tenure from 2007-2015.

GOVERNMENT WARNINGS

Pakistan (Security threat level – 5): On 28 August 2022, the U.S. Mission to Pakistan issued a Weather Alert, which reads in part as follows: “The U.S. Mission to Pakistan informs U.S. citizens that monsoon rains have caused devastating flooding in large areas of Pakistan, particularly the provinces of Balochistan and Sindh. As the rains continue, other areas could be affected.

“The U.S. Mission to Pakistan urges U.S. citizens in the affected areas to defer all non-essential travel until the flooding threat has passed. The U.S. Mission also encourages all U.S. citizens in Pakistan to monitor local news channels for announcements on road closures, evacuations, and possible landslides. All U.S. citizens should exercise extreme caution.

“U.S. citizens should carry their travel documents at all times (e.g., U.S. passport, birth certificate, picture IDs, etc.) or secure them in a safe, waterproof location. We also suggest that U.S. citizens contact friends and family with updates about their whereabouts.”
